CONSTITUTION:A packet exchange network 10 consists of a plurality of exchangers such as packet exchangers 11-11n and relay lines 21-27 between stations connecting exchangers, and data terminals 31-3n are allocated to each exchanger. In relaying of packets within the network, a network constituent element congestion display is set to the packet having congested network constituent element to be relayed and it is detoured to the network constituent element registrated as the next detour. In a detoured exchanger, the relay of the packet with the said display is detoured with limited usage rate of the element for a given value of less, and if it is judged that the possibility of reaching the objective exchanger is less due to impossible detour or detour itself, the packet is abondoned and a relay failure information packet is transmitted to the exchanger transmitting the abandoned packet and the objective exchanger.
