Outputs from reflection light detectors 5a and 5b are applied to comparators 8a and 8b respectively, and only the signal of a reference level or more is taken out. Output signals of comparators 8a and 8b are inputted to AND circuit 9 and are operated for AND. By the output signal of AND circuit 9, it can be detected whether a photo resist exists on the electrode surface or not.
