The band compression is carried out within the frame via quantizing circuit 55 featuring the coarse quantizing property and quantizing circuit 56 featuring the fine quantizing property, and different amount 57 is obtained between the output signal sent from circuit 56 and the output of the same address of the preceding frame in frame memory 60.
