And the rotation number oscillating signal 12 and the oscillating signal 8 are altogether added for a specified period, a phase adjusting signal 11 is produced by an addition comparator 10 and the phase of the rotation number oscillating signal 12 of a rotation number oscillation producer 9 is adjusted so as an addition value can become minimum by means of the aforesaid signal. If a phase adjusting volume becomes zero, an alternating number at a certain limit value is analized by a counter 13, and a kind of emergency is discriminated by the alternating number.
