義務はなく,また自然文字であるために手書きの場合も
多く,光学読取り機で解読できない場合もあった.記載
漏れの場合や郵便番号が解読不能の場合には,結局担当
職員が肉眼で宛名書の地名を読むなどして種分けせざる
を得ず,自然文字の郵便番号の導入は,種分け業務の手
数の軽減対策としては不十分なものであった.なお,書

合にもレシートには受付順に受付シリアル番号を付与す
