り、サービスの幅も広がった。しかし、大量同報などが
発生したとき端末回線が出力に取られてしまい、入力の
呼が発生しても話中となって呼損率が高くなり使いづら
いものとなってしまう。また同様に、複数の人が同時に
数十ページにもわたる入力をしたとき端末回線が入力に
取られてしまい、出力ができず遅延時間が多くなってし
まう。このため、従来ではトラヒイツクを予測し、人間
の操作より人力専用・入出力共用の制限(以後入力・出
力規制と呼ぶ)を行ってきた。しかし、このような操作
では下記に示す問題点があった。
