前記登録された顧客IDごとの利用可能電力量の上限値や即時遮断フラグの設定状態を前記電力利用管理サーバから取得し、読み取り可能なカードに記録するカード発行装置と、
前記主契約者および前記従契約者ごとに備えられ、前記電力利用管理サーバと通信ネットワークを介して接続する一方、前記カードを差し込むことで電力の供給を開始し、抜くことで電力を遮断する機能を有し、前記カードが差し込まれたときは、前記記録されたカードの内容を読み取り、一定期間ごとに使用した電力使用量を前記利用可能電力量の上限値から差し引いて利用可能な電力の残量値を演算し、当該残量値が所定値になった時に、前記即時遮断フラグが設定されている場合は直ちに電力の供給を遮断する電力遮断装置と、を備え、
