一般に、車載用のナビゲーション装置は、DVD−ROMなどから地図データを読み出し、この地図データによりディスプレイに地図を表示するとともに、その地図に、自車位置を表示したり、これから走行するべき道路を指示するようにしている。

ところが、車両にナビゲーション装置を搭載していても、例えば、高速道路の走行が長い時間続くような場合や熟知している道路のような場合には、ナビゲーション装置の地図表示機能やナビゲーション機能は、不要なことが多い。したがって、その場合には、ナビゲーション装置は、実質的に稼働していないことと等価であり、ユーザは装置のコストに見合った恩恵を受けていないことになる。
