競馬開催日に預金の引出・振込ができない契約がなされた金融機関のロック口座に投票購入資金を予め預金して勝馬投票が行える会員制の加入者が操作を行う会員投票端末を、その端末からのアクセス信号を通信回路を介して受信し、投票に関する依頼に応答する投票システムからなり、その投票システムは、投票端末からのアクセスに応答する応答サブシステムと、投票端末からのプリペイドカードを利用した投票を受付けるカード管理サブシステムとから構成するプリペイドカード決済機能を備える電話回線回路経由投票システムと、そのプリペイドカードに関する。

【従来の技術】
図４は、ロック口座を金融機関に持って勝馬投票が行える会員制の加入者が利用できる電話回線経由投票システム１００の説明図を示す。

この実施例では会員加入者の各種の投票端末３１〜３４からそれぞれ通信回線を介する投票に関する各種のアクセス信号に応答する複数の応答サブシステム１０１〜１０４を備える。

この実施例で示した各種の投票端末３１〜３４と、それに対応する応答サブシステム１０１〜１０４について説明する。投票端末が会員加入者のｗｅｂブラウザ付パソコン３１である場合は、インターネットを介してｗｅｂブラウザ付パソコン応答サブシステム１０１（第一の応答サブシステム）によりアクセス信号を受信する。

その第１の応答サブシステム１０１はファイアウオール１０１ａ、ｗｅｂサーバ１０１ｂ、インターネット対応の投票・情報照会アプリケーションサーバコンピュータ１０１ｃからなる。そのサーバコンピュータ１０１ｃは、投票端末３１からの投票受付或は投票情報照会の依頼信号を受信する。

その第４の応答サブシステム１０４は、加入者端末へ予め会員専用とするためにインストールした手続プログラム（通信設定手段及び投票データ交信応答手段）による投票・情報照会応答装置１０４を備える。応答装置１０４ａは投票端末３４からの投票受付或は投票情報照会の依頼信号を受信する。さらに、第１の応答サブシステム１０１と同様に総合センター４０と交信しその結果を投票端末３４へ返信し、前記手続プログラムにより予め定めた表示画面により端末３４へ表示する。

以上の従来の投票システム１００は、以下に述べる問題点があった。すなわち、電話回線経由投票会員はそれぞれ前述したようにロック口座に予め投票券の購入資金を預金しておく必要があるが、開催日の前日の夕方までしかロック口座への入金が受け付けられない。

従って、ロック口座の残金不足で競馬開催日を迎えた場合、もしくは口座残高を使い切ってしまった場合は次の開催日まで投票はできない問題があった。このため、開催期間中に投票するには、現金投票所に出向き現金により投票するほかなかった。

【発明が解決しようとする課題】
本発明は前述した点に鑑みてなされたものであり、その目的とするところはロック口座を金融機関に設け預金を行い勝馬投票を行う会員制の加入者が利用できる従来の電話回線経由投票システムにおいて、会員投票端末からのアクセスに応答する１以上の応答サブシステムと、会員加入者の投票端末からプリペイドカードを利用して投票するためのプリペイドカードを管理するカード管理サブシステムとから構成するプリペイドカード決済機能を備える電話回線経由投票システムと、そのプリペイドカードを提供することにある。

また、会員の投票端末がインターネットを介して応答サブシステムに接続して投票を行うに際しては、仮想プリペイドカードをｗｅｂ上で購入して投票できる投票システムを提供することにある。

【課題を解決するための手段】
前記課題を解決するため、本発明のプリペイドカード決済機能を備える電話回線経由投票システムは、競馬開催日に預金の引出・振込ができない契約がなされた金融機関のロック口座に投票購入資金を予め預金して勝馬投票が行える会員制の加入者が操作を行う会員投票端末と、その端末からのアクセス信号を通信回線を介して受信し投票に関する依頼に応答する投票システムからなり、その投票システムは、競馬場内外の現金投票所の発信端末から通信回線を経由して送信される投票データを集計する計算センターと開催案内／競馬場／オッズ情報を蓄積する情報センターよりなる総合センターと交信し、投票受付とその結果或は投票情報照会結果を総合センターから受信し、その会員の投票端末へ返信する電話回線経由投票システムにおいて、
前記投票システムは、通信回線に接続し投票できるＰＢ音操作可能なプッシュホン、モデム接続部のあるパソコンと、さらにインターネットを経由し投票できるＷｅｂブラウザを備えたパソコン、インターネット対応携帯電話とを含む前記会員投票端末からのそれぞれのアクセス信号に応答する複数の応答サブシステムに加えて、それらの各応答サブシステムからのプリペイドカードを利用する投票依頼に対応し、それらのサブシステムに加えて、投票端末で使用されるプリペイドカードを管理するカード管理サブシステムを備え、そのカード管理サブシステムは、そのデータベースに発行されたプリペイドカードの認証コードテーブルと、会員の前記ロック口座に加算されるプリペイドカード入金を記録するプリペイド入金残高管理テーブルとを備え、
そのプリペイドカードを販売所から購入したか、或いはインターネットのホームページ上で決済し認証コードの通知を受けて仮想プリペイドカードを購入した会員が前記投票端末から投票システムにアクセスするに際し、プリペイドカード入金画面をメニューから選択して、その入力画面に前記プリペイドカードの認証コードを入力すれば、前記応答サブシステムはその入力データを通信回線を介して受信して、入力された認証コードと会員の加入者番号・パスワードをカード管理サブシステムに送り、プリペイドカードの認証コードと認証コードテーブルとを照合してそのカードを認証し、会員の加入者番号とプリペイドカード額面金額をプリペイド入金残高テーブルに入金記録し、認証コードテーブルに使用されたプリペイドカードの番号を無効とする処理を行い、ロック口座加算結果を応答サブシステムに送り、応答サブシステムは投票端末へロック口座残高と加算されるプリペイドカード券面金額と共に投票データメニュー或は入力画面を送信し、ロック口座による通常の投票と同様の投票が行えることを特徴とする。

また、前記プリペイドカードは、前記投票システムの電話回線経由投票の投票購入資金として使用可能でカード毎に異なる認証コードを記載したプリペイドカードを販売する販売所を競馬場施設内或は一般店舗に設置して前記会員に販売するプリペイドカードと、インターネットのホームページで購入の申込みを受付け、電子マネー、クレジットカード、デビットカードでの決済に応じて会員端末に認証コードを通知する仮想プリペイドカードとを備え、前記カード管理サブシステムには仮想プリペイド販売のホームページから通知される販売された認証コードを認証コードテーブルに記録する仮想カード登録手段を備えることを特徴とする。

【発明の実施の形態】
本発明の実施の形態を以下図に基づいて説明する。

図１は本発明のプリペイドカード決済機能を備える電話回線経由投票システム１０を示す一実施の形態の説明図である。この実施例では投票システム１０１は、第１〜第４の応答サブシステム１１〜１４とカード管理サブシステム１５とから構成する。ここで、図１の符号番号が従来例の図４の符号番号と同一のものは同一機能であり、その説明を省略する。

投票システム１０のカード管理サブシステム１５の管理業務コンピュータ１５ｄは、サーバコンピュータ１１ｃからプリペイドカードの認証コードを受信し、予め発行されたプリペイドカードの認証コードが記録された認証コードテーブル１５ｂを検索して認証を行い、その結果をプリペイド入金残高管理テーブル１５ｃに記録し、認証コードテーブル１５ｂにそのカードを再度使用できない処理をして、第１応答サブシステム１１へそのロック口座加算結果を送るプリペイドコード認証手段１５ｅを備える。

前記プリペイドカードは、前記投票システム１０の電話回線経由投票の投票購入資金として使用可能でカード毎に異なる認証コードを記載したプリペイドカードを販売する販売所を競馬場施設内或は一般店舗に設置して前記会員に販売するプリペイドカードと、インターネットのホームページで購入の申込みを受付け、電子マネー、クレジットカード、デビットカードでの決済に応じて会員端末に認証コードを通知する仮想プリペイドカードとの２種類のプリペイドカードを利用可能とする。

プリペイドカードの販売所に発行されたプリペイドカードの認証番号は、カード管理サブシステム１５の認証コードテーブル１５ｄに予め登録して、購入した会員からカード使用に際して通知されるカード記載の認証コードで有効確認がなされる。

また、仮想プリペイドカードについては、前記カード管理サブシステム１５に仮想プリペイド販売のホームページから通知される販売された認証コードを認証コードテーブルに記録する仮想カード登録手段１５ｆを備える。

【発明の効果】
本発明のプリペイドカード決済機能を備える電話回線経由投票システム並びにそれに使用するプリペイドカードは以下に示す効果を奏する。

ロック口座を金融機関に持って、投票購入のための預金を行い勝馬投票が行える会員制の加入者が利用できる電話回線経由投票システムにおいて、会員投票端末からプリペイドカードを利用して投票することができる。

競馬開催日にロック口座残高が不足していても、プリペイドカードを競馬場内外の施設又はコンビニなどのプリペイドカード販売店舗から購入することにより、ロック口座残高に投票資金を加算することができるので、ロック口座預金残高不足のため投票をあきらめていた会員が投票できるようになる。

また、会員投票端末が、インターネットを介するパソコン或はインターネット対応携帯電話の場合は、さらに、以下のようにすることができる。すなわち、インターネットを介してｗｅｂ上で仮想プリペイドを購入して投票することもできる。このため、クレジットカードやデビットカード、電子マネーを保有していればプリペイドカードの購入が自宅からも行なうことができる。
