該書込決定手段が決定した書込対象が書き込むべき書込データのデータ量を用いて、前記書込データの書き込みに必要な前記蓄電器の蓄電必要量を演算する書込演算手段と、
前記蓄電器の蓄電残量を検出する残量検出手段と、
前記書込演算手段が演算した蓄電必要量及び前記残量検出手段が検出した蓄電残量に基づき、データ書き込みの可否を判定する書込判定手段と、
