前記携帯端末信号及び前記変調信号に含まれる文字情報及び/又は音声情報を受信情報として記憶する受信情報記憶手段と、
前記記憶された受信情報に基づいて前記緊急情報の配信を検知する緊急情報検知手段と、
前記検知された緊急情報を含む携帯端末信号を前記変調信号に変換する変調信号変換手段と、
前記変換された緊急情報を含む変調信号を電波として出力する変調信号出力手段とを備える
