まず、各移動局103は、それぞれの移動局103の操作者が操作部309を操作してグループAあるいはグループBを選択し、基地局101に登録する。これによって基地局101の記憶部には、表1に示す移動局グループテーブルのようにグループAとグループBに分かれて登録される。即ち、図8に示される状態である。この状態で移動局103−NをグループAからグループBに変更する場合について図7の動作説明図を用いて説明する。図7において、指令卓106−2が、移動局103−Nの所属するグループを変更する場合について説明する。まず、アイドル状態(ステップ701)は、基地局101の無線装置105は、送信用無線機Txから常に空線信号を送出しており、通信エリア102内に位置する移動局103は、同期が取られている状態である。この状態で、指令卓106−2がグループ変更する移動局を選択する(ステップ702)。例えば、図2に示す操作部203を操作して記憶部202に記憶されている表1に示す基地局グループテーブルを呼出し、表示部204に表示する。そして、操作卓106の操作者は、グループを変更したい移動局、例えば、移動局103−Nを選択し、操作部203を操作してグループAからグループBへの変更要求を制御部104に送信する(ステップ703)。
