Abstract

An image encoding apparatus has a forming unit for forming a second image having a different resolution on the basis of a first image, an encoding unit for separately encoding the first and second images, and a changing unit for changing the number or positions of reference pixels referred by the encoding unit for encoding between the encoding operations of the first and second images.
