Background
An automatic neighbor relation detection (ANR) related characteristic is defined in the protocol 38.300 of the 3GPP radio system, and the characteristic allows the serving cell to automatically generate the neighbor relation through the neighboring cell CGI information in the measurement report result of the UE in the cell.
According to the protocol 38.300, it is required to support bidirectional neighbor configuration in a specific scenario, that is, if Cell a adds Cell B to the neighbor list of the local end through ANR, it is required to notify Cell B to add Cell a to the neighbor list. At present, bidirectional neighbor CONFIGURATION can be completed based on an Xn port, and bidirectional neighbor negotiation (as shown in fig. 1) is completed through a Served Cell Information NR and corresponding neighbor Information NR carried in an Xn SETUP REQUEST/Xn SETUP CONFIGURATION UPDATE/NG-RAN NODE CONFIGURATION UPDATE access signaling, but the neighbor Information NR does not explicitly indicate which neighbors need to be configured bidirectionally, and which neighbors need to be configured bidirectionally, so that after receiving a message in a neighbor hour, all neighbors are default to be configured bidirectionally, and the neighbor CONFIGURATION relationship cannot be released, thereby limiting the usage scenario of the ANR function.
