1. An off-line card punching system for signing in at an activity site comprises a PU client, a user terminal and an administrator IC card, and is characterized in that: the PU client comprises an authentication login module, an activity storage module and a card punching management module,
the authentication login module is used for receiving login information of an administrator IC card and judging the legality of the login information of the administrator;
the activity storage module comprises an entry information storage unit and a card punching rule storage unit, wherein the entry information storage unit is used for storing entry information of participants, and the card punching rule storage unit is used for recording card punching rules of various activities;
the card punching management module comprises a two-dimensional code reading unit, a time acquisition unit, a comparison unit and a local information storage unit, wherein the two-dimensional code reading unit is used for acquiring a two-dimensional code with participant information of a user terminal, the time acquisition unit is used for acquiring time information when the two-dimensional code reading unit scans the code, the comparison unit compares the information of the two-dimensional code reading unit and the time acquisition unit with the information in the registration information storage unit and the setting in the card punching rule storage unit at the same time to obtain a card punching result, and the local information storage unit is used for storing successful card punching records, summarizing the records into related table files and waiting for uploading;
the user terminal comprises an entry module, a permission acquisition module, a two-dimensional code storage module and an identity confirmation module,
the registration module is used for acquiring activity information by participants and filling personal information participating in the activity;
the authority acquisition module is used for acquiring the authority of the terminal part of the user used by the participant;
the two-dimension code storage module is used for storing the two-dimension code of the successful registration of the participant;
the identity confirmation module is used for subsequent confirmation work after the card is punched by adopting an abnormal means.
2. The offline card punching system for check-in at an activity site of claim 1, wherein: the administrator IC card carries login information of an administrator.

The offline card punching system for check-in at an activity site of claim 1, wherein: the information stored in the registration information storage unit comprises the name of the participant, the activity place, the activity time, the name of the participant, the identity card information and the contact way, and a two-dimension code for successful registration of the participant is also stored in the registration information storage unit.

The offline card punching system for check-in at an activity site of claim 1, wherein: various active offline check-in rules are classified and set in the card punching rule storage unit, and the active check-in rules comprise check-in and check-in rules, check-out and check-out rules and process check-in rules.

The offline card punching system for check-in at an activity site of claim 1, wherein: the PU client side further comprises a downloading module, a time management module, a check-in screening module and a searching module, wherein the downloading module downloads participation information of each activity under the condition of a network, the participation information comprises activity content, registration information of participants and a card punching rule of each activity, the time management module is used for recording current time, the time acquisition unit is used for recording card punching time, the check-in screening module is used for screening card punching records of the participants in the sign-in and the activity process, incomplete registration records of the participants are eliminated, the searching module is used for inputting identity information of the participants, two-dimensional codes of corresponding participants for successful registration are searched in the registration information storage unit, and the two-dimensional codes are pushed to the two-dimensional code reading unit.

9. A method of punching a card by an offline card punching system for check-in at an activity site according to any one of claims 1 to 8, comprising the steps of:
s1: the participator logs in the platform management server through the user terminal, registration participates in related activities, after registration is successful, the user terminal automatically stores the two-dimension code of successful registration of the participator, and the participator carries the user terminal to arrive at an activity site;
s2: an administrator selects an off-line sign-in function to start on a platform management server through a sign-in authority management module, a download module of the PU client downloads registration information and a card punching rule of a participant, and the PU client is logged in by using an administrator IC card;
s3: when an administrator arrives at an activity site with a PU client, selecting a corresponding activity card punching point, selecting sign-in card punching, sign-out card punching or process card punching, and performing normal or abnormal card punching;
and (4) normal card punching:
reading the registration two-dimensional code of a participant by using a two-dimensional code reading unit, simultaneously acquiring time information when the two-dimensional code reading unit scans the code by using a time acquiring unit, simultaneously comparing the information of the two-dimensional code reading unit and the time acquiring unit with the settings in a registration information storage unit and a card punching rule storage unit by using a comparing unit to obtain the successful card punching or the failure card punching, and storing the successful card punching record by using a local information storage unit;
abnormal card punching:
the participant does not carry a successful registration two-dimensional code, the participant provides a name, an identity card number or a telephone number for a manager, the manager searches the successful registration two-dimensional code of the participant in a registration information storage unit through a searching module and pushes the two-dimensional code to a two-dimensional code reading unit, the two-dimensional code reading unit reads the registration two-dimensional code of the participant, a time obtaining unit simultaneously obtains time information when the two-dimensional code reading unit scans the code, a comparison unit simultaneously compares the information of the two-dimensional code reading unit and the time obtaining unit with the settings in the registration information storage unit and a card printing rule storage unit to obtain the successful card printing or the failed card printing, a local information storage unit stores the successful card printing record and requires the participant to leave a signature, and after an abnormal card printing unit takes a picture, the picture is stored in the local information storage unit;
s4: after the activity is finished, the check-in screening module screens the attendance and check-out records of the participants and the card punching records in the activity process, eliminates the incomplete card punching records of the participants, retains the complete card punching information of the participants, and uploads the complete card punching information to the platform management server to finish the activity card punching;
s5: the platform management server receives the abnormal card punching record, sends a receipt to the user terminal, the participant uploads the personal signature through the identity confirmation module, and the platform management server finally confirms whether the card punching is effective or not through note comparison.
