Description

ETC invoice information processing method, system, equipment and storage medium
Technical Field
The present invention relates to the field of data processing technologies, and in particular, to an ETC invoice information processing method, system, device, and storage medium.
Background
In the area of network contract transportation, both passenger and freight, there is a need for a transportation provider (e.g., driver) to provide ETC (Electronic Toll Collection ) invoices to a transportation demander (e.g., passenger or owner).
At present, two billing modes exist, one is that after an order is ended, a transport provider manually inputs the amount of high-speed fees, packages the high-speed fees and transport service fees to a transport demand party for settlement, and then uniformly invoices; the network transportation platform records the starting time and the ending time of the order and the track of the transportation provider, then the network platform fits with the expressway according to the running track, estimates a high-speed fee according to the high-speed charging standard, takes the high-speed fee and the transportation service fee as a bill, and issues an invoice according to the amount when the budget demand party needs the invoice.
For manual entry of the premium amount, the disadvantage is: firstly, the operation is inconvenient, secondly, for long-distance transportation, high speed up and down is needed for a plurality of times sometimes, so that a plurality of times of charging exists, and a service provider can easily miscalculate the amount of the plurality of times of charging.
While for the order path fitting scheme, the disadvantage is: firstly, after the order is finished, the transportation demand party sends an invoice making request and then makes an invoice, a large amount of invoice making requests enter a network platform server and then are required to be searched and calculated, server operation resources are consumed, secondly, for vehicles with positioning drift and even GPS positioning cannot be obtained by a network platform, high-speed fee amount cannot be calculated accurately in practice, thirdly, for the freight field, after a driver and a goods owner reach the order on the network platform in some scenes, the goods can be traded on line, and therefore, the action of 'order finishing' is avoided (for example, the goods owner does not have power to click on the network platform to confirm the order finishing, or the order finishing cannot be confirmed according to positioning information due to remote positions), and therefore ETC invoices cannot be made.

As shown in fig. 1, an embodiment of the present invention provides an ETC invoice information processing method, including the following steps:
s100: receiving an ETC invoice billing request, wherein the billing request comprises a freight order number, and the ETC invoice billing request is a billing request sent by a freight owner aiming at a specific freight order;
S200: the corresponding shipping order information is obtained according to the shipping order number, and the shipping order information may be information contained in a shipping order snapshot, including but not limited to: order time, loading time, unloading time, order completion time, carrier information (e.g., driver ID, name, etc.), carrier information such as vehicle record information (e.g., record number, record expiration date, etc. of the vehicle at the ETC invoice information processing system and ETC fee settlement platform);
s300: acquiring corresponding vehicle record information according to the freight order number, and sending the vehicle record information to an ETC (electronic toll collection) expense settlement platform;
s400: determining order starting time according to the freight order information, and transmitting an billing starting instruction comprising the order starting time to the ETC charge settlement platform;
s500: determining order ending time according to the freight order information, and transmitting an order ending instruction comprising the order ending time to the ETC expense settlement platform;
s600: and receiving ETC invoice information from the ETC fee settlement platform and storing the ETC invoice information.
The ETC invoice information processing method is in butt joint with the ETC fee settlement platform, real ETC charging data of a carrier (a transportation provider, namely a driver) can be obtained, ETC invoice information is associated with order information, starting time and ending time corresponding to the issuing of the invoice can be accurately determined, the issuing of the ETC invoice is prevented from being not matched with the order, the operation is convenient, the invoice information processing accuracy, timeliness and convenience are improved, and the resource consumption of a server of the ETC invoice information processing system can be reduced. The method may be applied to a server of the shipping platform or a separate server, and the server may be in communication with the shipping platform. The method will be described herein as applied to a server of a shipping platform.
In this embodiment, the ETC fee settlement platform may provide two billing methods: historical interface billing types and real-time interface billing types. The historical interface invoicing type is for shipping orders that have been ordered or shipping orders that have been placed on a predetermined number of days (e.g., 20 days) or more, such as the time interval between deals shown in fig. 3, which may not be confirmed, but are still calculated as order completed to reduce the probability of failure to place an invoice. The real-time interface billing type is real-time billing service in the order carrying process. The flow of the ETC invoice information processing method from step S100 to S600 is a complete flow of the history interface billing type. The real-time interface billing type is different from the execution sequence of the flow.
For the real-time interface billing type, after the order is submitted, firstly, the real-time interface billing type is interacted with an ETC expense settlement platform, and vehicle record information and a billing start instruction are sent to the ETC expense settlement platform. And after the cargo owner sends out the ETC invoice billing request, transmitting a billing ending instruction to the ETC fee settlement platform.
As shown in fig. 2, specifically, the ETC invoice information processing method further includes the following steps:
S710: receiving a freight order transaction notification, and acquiring a freight order number of a transaction;
s720: acquiring corresponding vehicle record information according to the freight order number, and sending the vehicle record information to an ETC (electronic toll collection) expense settlement platform;
s730: acquiring order forming time according to the freight order number, taking the order forming time as order starting time, and transmitting an order starting instruction comprising the order starting time to the ETC expense settlement platform;
s740: marking the freight order as to-be-invoiced.
In this embodiment, after the step S200, the method further includes the following steps:
judging the billing type of the corresponding freight order according to the freight order information;
if the real-time interface billing type is the real-time interface billing type, continuing the step S500, namely, the flow of the real-time interface billing type comprises the steps S710-S740, the steps S100 and S200 and the steps S500 and S600;
if the history interface billing type is the history interface billing type, the step S300 is continued, namely the history interface billing type corresponds to the complete flow of the steps S100 to S600.
In this embodiment, the invoices are generally only allowed for whole-vehicle, long-distance orders, taking into account the particularities of the road toll invoice. The reason is that the parking scenes are assembled, and the attribution party of the ticket is unknown; short distance scenario (here referring to orders with the same city or distance below 200 KM), the vast majority of the shipping process does not go at high speed. These two scenarios do not bill through the cargo platform and the driver can provide the owner ETC invoice off line. The ETC invoice issued by the ETC card only has rights to be obtained by a cardholder or an actual consumer, so before business is carried out, the user needs to take the authorization of a driver to issue an invoice. The billing head of the ETC can be used only by passing through the freight platform and the ETC fee settlement platform and checking at the same time. The user needs to submit head-up information for registration, which comprises the following steps: head-up name, head-up tax number, unit address, telephone, account opening line, bank account number, operating range (express, freight agent, ordinary freight, special line transport, etc.), signing agreement and checking, the head-up can normally make invoices after passing. Each application places an ETC invoice order, which generates an order snapshot that reveals the actual order information, including: transaction party information (shipper name, company name, carrier name, license plate number), order information (order number, shipping time, time of transaction, completion time).
In this embodiment, the step S300 or the step S720: after acquiring the corresponding vehicle record information according to the freight order number and sending the vehicle record information to an ETC (electronic toll collection) expense settlement platform, the ETC expense settlement platform verifies the vehicle record information, and the method further comprises the following steps:
receiving a vehicle record verification result returned by the ETC charge settlement platform;
and if the vehicle record verification result is verification failure, determining that billing fails.
In this embodiment, in the step S400, determining the order start time according to the shipping order information includes the steps of:
determining order creation time and calculating shipment time according to the shipment order information;
judging whether the calculated loading time minus m days is earlier than or equal to the order creation time, wherein m is a first preset value and m is more than 0; the value of m can be selected according to the need, for example, when the value is set to 2, whether the loading time-2 days is earlier than or equal to the order creation time is judged;
if yes, the order creation time is taken as the order starting time;
if not, the calculated shipment time minus the time of m days is taken as the order start time, e.g., shipment time-2 days is taken as the order start time.
In this embodiment, in the step S500, determining the order end time according to the shipment order information includes the following steps:
judging the billing type of the corresponding freight order according to the freight order information;
if the real-time interface billing type is adopted, determining a freight order mileage and an order time according to the freight order information, and determining an order ending time according to the freight order mileage and the order time;
if the historical interface billing type is adopted, determining the mileage of the freight order and the calculated loading time according to the information of the freight order, and determining the end time of the order according to the mileage of the freight order and the calculated loading time.
Specifically, for the real-time interface billing type, determining the order end time according to the freight order mileage and the order closing time includes the following steps:
inquiring and obtaining a second preset value n corresponding to the freight order information according to a mapping table of the mileage of the freight order and the second preset value; the mapping table of the shipping order mileage and the second preset value can be a preset mapping table, which prescribes the value of the second preset value selected when the mileage is within a certain range, and the value of the second preset value can be preset according to the requirement;
Judging whether the order forming time plus the time of n+1 days (namely the order forming time+n+1) is earlier than or equal to the order completing time;
if yes, the order forming time plus the time of n+1 days is taken as the order ending time;
if not, the order completion time is taken as the order end time.
In this embodiment, for a historical interface billing type, determining an order end time from the shipping order mileage and calculated shipment time includes the steps of:
inquiring and obtaining a second preset value n corresponding to the freight order information according to a mapping table of the mileage of the freight order and the second preset value; likewise, the mapping table of the shipping order mileage and the second preset value may be a preset mapping table, which specifies the value of the second preset value selected when the mileage is within how much range, and the value of the second preset value may be preset as required;
judging whether the calculated loading time plus the time of n+1 days (i.e., calculated loading time+n+1) is earlier than or equal to the order completion time;
if so, taking the calculated loading time plus the time of n+1 days as the order ending time;
If not, the order completion time is taken as the order end time.
In this embodiment, for shipping order information that would be used to calculate both the order start time and the order receive time, the following steps are used to determine the calculated shipping time from the shipping order information:
determining carrier information and shipment location based on the shipment order information;
acquiring a carrier track from a user management platform according to the carrier information;
judging whether an address overlapped with the loading place exists in the carrier track or not;
if so, taking the earliest time which coincides with the loading place in the carrier track as calculated loading time;
if not, acquiring a shipping page of the shipping order, and taking the shipment time in the shipping page as the calculated shipment time.
The information processing flows of the history interface ticket issuing type and the real-time interface ticket issuing type are specifically described below with reference to fig. 3 and 4.
As shown in fig. 3, in the information processing flow of the history interface billing type, specific logic includes: the freight main party (transport demand party) delivers goods on the freight platform, namely, the freight main party and the carrier are in charge (the concept of the charge: 1. The carrier is assigned (dispatch) when the order is placed, or 2. The carrier is successful (robbed) and the order is completed, - > the freight main party selects invoice head-up application billing (corresponding to step S100), the freight platform acquires the freight order information, the vehicle record information is sent to the ETC expense settlement platform (corresponding to steps S200 and S300), the record check is carried out by the vehicle record information, the record check is successful, the transmission history billing start instruction (corresponding to step S400) and the transmission history billing end instruction (corresponding to step S500) wait for the invoice to be successfully fetched after the ETC expense settlement platform returns a result.
In this embodiment, the freight order within 1 year of the current time of the time interval of the transaction (the time can be further lengthened or shortened as required, for example, within half a year, within 2 years, etc.) can be subjected to ETC invoice information processing, so as to obtain electronic invoice information, and the billing requirement of the finished order can be met for the newly registered user. In this ticket taking logic, corresponding to step S400 and step S500, the logic for taking the value of the order start time in the ticket start instruction and the logic for taking the value of the order end time in the ticket end instruction are as follows:
(1) Determining and calculating loading time:
first priority: the user management platform is used for acquiring the track of the driver (carrier), and the earliest time when the loading place coincides with the secondary address of the track of the driver is used as the actual loading time.
Second priority: and taking the loading time of the shipping page as the calculated shipping time without track or unsuccessful matching.
(2) Determining an order start time:
calculating the loading time-2 days, and if the loading time is earlier than or equal to the order creation time, taking the order creation time as the order starting time;
calculating the loading time-2 days, and taking the calculated loading time-2 days as the order starting time if the loading time-2 days is later than the order creation time;
in addition, if the order has no calculated loading time or the calculated loading time is later than the order completion time, the order creation time is taken as the order start time.
(3) Order end time in the order end instruction:
first priority: the estimated discharge time is transmitted, the estimated discharge time=calculated loading time+n+1 (note: this is calculated loading time, not transmitted start instruction time), the mapping table of the second preset value n and mileage is as follows, and the segmentation of mileage and the corresponding n value in the mapping table can be adjusted as required:
mileage/KM n
(0,300】 For 1 day
(300,800】 For 1 day
(800,2000】 For 2 days
(2000,+∞) For 3 days
The predicted discharge time is earlier than or equal to the order completion time, and the predicted discharge time is taken as the order end time.
Second priority: the unloading time is predicted to be later than the order completion time, and the order completion time is taken as the order end time.
The following is a specific description of a shipping order as an example:
an order: the distance between loading and unloading places is 1000KM
The shipping order information is as follows:
5.1 8:00 shipper shipping, contracted shipment time of 5.2:12:00
5.1 8:01 deal
5.2 10:00 loading
5.4 16:00 discharge
5.4 16:05 order completion
5.20 10:00 principal application billing
--
The node and parameters of the transmission:
in the order start instruction [ order start time ]: 5.2 10:00
In the order end instruction [ order end time ]: 5.4 10:00
As shown in fig. 4, taking network freight as an example for description, in the information processing flow of the real-time interface billing type, specific logic includes: the freight main party (transport demand party) delivers goods on the freight platform, the freight platform checks that the goods is the freight main party with only one invoice head (if a plurality of invoices head, the freight main party is required to select one invoice head) to make an order (concept of making a transaction: 1. A driver is assigned when making an order; 2. The driver takes an order (order) (corresponding to step S710)) the network transport platform sends the vehicle record information of the driver to the ETC expense settlement platform, the record check is carried out by the network transport platform (corresponding to step S720) and the record check is successful, an order start instruction is transmitted (corresponding to step S730) and the order is completed, the order is marked as to-be-made (corresponding to step S740), the freight main party applies for making an order (corresponding to step S100) and obtains the freight order information (corresponding to step S200) and a pushing real-time order end instruction (corresponding to step S500) and successfully takes the order (corresponding to step S600).
When the method is adopted, the billing start instruction is transmitted at the time of bill making and delivery by the goods owner side instead of the user applying for billing, the billing timeliness is improved, the time occupied by ETC expense settlement start time of the carrier vehicle is equivalent, the ETC expense in the time interval is classified as the order expense from the time point until the transmission end instruction is successful, the direct association between the expense and the order is realized, the accuracy is high, the billing head is locked before the transportation starts, and the billing brushing risk is reduced.
In this scheme, there are two cases in which the order is completed, one is that the owner or the carrier clicks to confirm that the order is completed (the freight platform can determine that the order is completed), and the other is that the owner or the carrier does not click to confirm that the order is completed (the freight platform cannot determine whether the order is completed), in order to accommodate the two cases, the order end time of the order end instruction is determined as follows: order completion time + n +1 (n is the number of days associated with distance, configurable), and if later than the order completion time (meaning that an order that can be determined has been completed), the order completion time is taken.
Specifically, corresponding to step S500, logic for determining the order end time of the end of invoicing instruction is, for example:
First priority: the estimated discharge time (at which point the freight platform is considered unable to determine whether the order has been completed) is transmitted, with estimated discharge time = order time + n +1. The mapping table of the second preset value and the mileage is as follows, and the segmentation of the mileage and the corresponding n value in the mapping table can be adjusted as required:
mileage/KM n
(0,300】 For 1 day
(300,800】 For 1 day
(800,2000】 For 2 days
(2000,+∞) For 3 days
If the predicted unloading time is earlier than or equal to the order completion time, taking the predicted unloading time as the order end time;
second priority: the unloading time is predicted to be later than the order completion time, and the order completion time is taken as the order end time.
The following is a specific description of a shipping order as an example:
an order: the distance between loading and unloading places is 1000KM
5.1 8:00 shipper
5.1 8:01 deal
5.2 10:00 loading
5.4 16:00 discharge
5.4 16:05 order completion
5.20 10:00 application for billing
--
The node and parameters of the transmission:
in the order start instruction [ order start time ]: 5.1 8:01
In the order end instruction [ order end time ]: 5.4 8:01
The advantage of this is that after the goods are unloaded (the order is actually completed), the goods owner can often confirm the completion of the order because the goods are already traded by the line, and when the goods owner needs to apply for the order, the driver can possibly carry out the order by carrying other orders, at this time, the order is confirmed by the time transmission end instruction of the goods owner clicking, and the cost of the next goods owner can obviously be calculated, so that the verification of the estimated unloading time and the order completion time is increased, the ETC cost in the more real goods order travel can be related to the order, and the cost information is more accurate. Therefore, the whole ETC charge billing process does not depend on travel track information any more, and for positioning drift, particularly for the situation that the vehicle positioning cannot be accurately tracked in the freight field, ETC charges can be more conveniently, accurately and rapidly associated with orders, so that billing can be performed.
As shown in fig. 5, after the billing succeeds, the cargo owner can select an order, apply for taking a ticket, and the freight platform sends invoice information and a list to the cargo owner through a mail service, and the cargo owner can receive the electronic invoice information and the list through mail. In another embodiment, the shipping platform may also provide a download link for the electronic invoice.
