The method as claimed in claim 1, wherein in the issuing process, when the sheet medium passes through the skew correcting part, the printing part, the scanning part, and the stamping part in sequence after the detection of the double sheet, no processing operation is performed on the sheet medium.

The method as claimed in claim 1, wherein in the receiving process, when the sheet medium is a paper money, the paper money with a successful counterfeit identification sequentially passes through the deviation rectifying part, the reprint detecting device and the transmission channel to enter the predetermined receiving box, wherein the deviation rectifying part and the reprint detecting device do not perform any processing action on the paper money; when the sheet medium is a bill, the bill which is successfully identified is returned to the printing part for printing after the deviation rectifying part is corrected, and then enters the preset containing box after printing through the deviation rectifying part, the overlapped sheet detecting device and the transmission channel, wherein when the bill passes through the deviation rectifying part and the overlapped sheet detecting device in sequence, the bill is not processed.

The method as claimed in claim 4, wherein in the receiving process, when the sheet medium is paper money, the paper money successfully identified passes through the deviation correcting part and enters the magnetic stripe reading device for secondary identification, the magnetic anti-counterfeiting line on the paper money is detected, if the detection fails, the paper money is returned to the receiving port, the customer takes away the paper money within a preset time, and the gate of the receiving port is closed; if not, the waiting overtime is determined, the forgetting to take back function is started, and the paper money enters the recycling box through the ticket inlet channel, the stamping part and the forgetting to take back mechanism; if the secondary counterfeit detection is successful, the paper money sequentially passes through the double-sheet detection device and the transmission channel to enter the preset storage box, wherein the double-sheet detection device does not perform any processing action on the paper money.
