In order to provide a complete social security fund payment scheme based on a block chain, the application example of the application further provides a system branch management module, a system receiving management module, a basic information management module and a social security fund query module.

The collecting and managing module realizes the data collecting function and the multi-stage approval process of the fund collection service, can automatically create a fund collection task according to a plan, and automatically/manually calls the social security fund payment module to collect the social security fund after the fund collection task is approved.

The concrete advantages are that: 1. all business data, approval information, payment instructions, electronic receipt and the like are recorded on the chain, and the credibility of the data and the certificates is ensured by relying on the property that the block chain cannot be tampered; 2. the automatic collection of the fund of the provincial social security deposit and the automatic payment of the fund of the expenditure are realized, and the fund collection condition is reflected in real time, so that the operation risk is reduced; 3. and the fund flow direction, the account balance and the service data are associated in real time and are summarized and displayed, so that the comprehensive service management is realized.
In terms of hardware, in order to solve the problems of low dialing efficiency, opaque information, operational risk, easy loss or counterfeiting and the like in the conventional social security fund dialing method, the present application provides an embodiment of an electronic device for implementing all or part of the contents in the first or second social security fund dialing method based on a block chain, where the electronic device specifically includes the following contents:

In another embodiment, the block-chain-based social security fund payment apparatus may be configured separately from the central processor 9100, for example, the block-chain-based social security fund payment apparatus may be configured as a chip connected to the central processor 9100, and the block-chain-based social security fund payment function may be implemented by the control of the central processor.

receiving an encrypted social security fund payment instruction sent by a service management platform from a preset block link, wherein the social security fund payment instruction comprises a unique identifier of a roll-out account, a unique identifier of a roll-in account, a unique identifier of a commercial bank and a payment fund amount;
according to the unique identification of the commercial bank, informing the corresponding commercial bank node of obtaining the social security fund shifting instruction from the block chain, so that after the commercial bank node obtains the social security fund shifting instruction and verifies that the validity of the social security fund shifting instruction passes, according to the unique identification of the roll-out account and the unique identification of the roll-in account, initiating a payment operation aiming at the payment fund amount from the roll-out account to the roll-in account and generating a corresponding encrypted payment result;
and sending the encrypted payment result to the service management platform, and encrypting and storing the social security fund payment instruction and the data corresponding to the payment operation in the block chain.
2. The method of claim 1, further comprising:
sending a social security fund collection confirmation instruction notice to the commercial bank node, wherein the social security fund collection confirmation instruction notice comprises the unique identifier of the transferred-out account, the unique identifier of the transferred-in account and the amount of the collected fund;
receiving a collection confirmation instruction acquisition request sent by the commercial bank node after verifying that the validity of the social security fund collection confirmation instruction notification passes;
sending the social security fund collection confirmation instruction informing a corresponding social security fund collection confirmation instruction to the commercial bank node according to the collection confirmation instruction acquisition request so that the commercial bank node performs collection confirmation operation based on the social security fund collection confirmation instruction to generate an encrypted collection result;
and sending the encrypted collection result to the service management platform, and encrypting and storing the social security fund payment instruction and the account data corresponding to the collection confirmation operation in the block chain.

The method as claimed in claim 1, wherein the notifying a corresponding commercial bank node to obtain the social security fund payment instruction from the block chain according to the unique identifier of the commercial bank, so that the commercial bank node initiates a payment operation for the amount of the payment fund from the roll-out account to the roll-in account according to the unique identifier of the roll-out account and the unique identifier of the roll-in account after obtaining the social security fund payment instruction and verifying the validity of the social security fund payment instruction, and generates a corresponding encrypted payment result, includes:
sending a social security fund payment instruction notice corresponding to the social security fund payment instruction to a corresponding commercial bank node according to the unique identification of the commercial bank;
receiving a social security fund payment instruction acquisition request sent by the commercial bank node after verifying that the validity of the social security fund payment instruction notification passes;
the method comprises the steps of carrying out identity verification on a commercial bank node, notifying the commercial bank node to obtain an encrypted social security fund payment instruction from a block chain after the commercial bank node passes the identity verification, so that the commercial bank node obtains the social security fund payment instruction and carries out decryption processing, verifying a unique identifier of a transfer-out account and a unique identifier of a transfer-in account in the social security fund payment instruction based on a preset white list, and initiating a payment operation aiming at the amount of the payment fund from the transfer-out account to the transfer-in account and generating a corresponding encrypted payment result after the unique identifiers of the transfer-out account and the transfer-in account are verified, wherein the white list is used for storing the unique identifiers of all bank accounts with the payment authority;
and receiving the encrypted payment result sent by the commercial bank node.
4. The block chain-based social security fund payment method according to any one of claims 1 to 3, further comprising:
receiving a white list updating instruction, wherein the white list updating instruction comprises white list updating information;
and updating the white list in the block chain according to the white list updating information, and sending the white list updating information to the commercial bank node so that the commercial bank node updates the local white list according to the white list updating information.
5. The method of claim 4, further comprising:
receiving an inquiry request sent by the service management platform, wherein the inquiry request contains inquiry items and a unique identifier of a target inquiry account;
and if the unique identifier of the target inquiry account is inquired in the white list in the block chain, sending the data corresponding to the inquiry items to the service management platform for displaying.
6. A social security fund payment method based on a block chain is characterized by comprising the following steps:
sending an encrypted social security fund payment instruction to a social security fund payment device based on a block chain, wherein the social security fund payment instruction comprises a unique identifier of a roll-out account, a unique identifier of a roll-in account, a unique identifier of a commercial bank and a payment fund amount; based on a preset block chain, the block chain-based social security fund payment device informs a corresponding commercial bank node to acquire the social security fund payment instruction from the block chain according to the unique identification of the commercial bank, so that after the commercial bank node acquires the social security fund payment instruction and verifies that the validity of the social security fund payment instruction passes, payment operation aiming at the amount of the payment fund is initiated from the roll-out account to the roll-in account according to the unique identification of the roll-out account and the unique identification of the roll-in account and a corresponding encrypted payment result is generated;
and receiving the encrypted payment result forwarded by the social security fund payment device based on the block chain.
7. The method of claim 6, comprising:
and receiving an encrypted collection result forwarded by the block chain-based social security fund payment device, wherein the encrypted collection result is generated after the commercial bank node performs collection confirmation operation based on a social security fund collection confirmation instruction sent by the block chain-based social security fund payment device.
8. The block chain-based social security fund payment method according to claim 6 or 7, comprising:
receiving white list updating information and generating a corresponding white list updating instruction;
and sending the white list updating instruction to the block chain-based social security fund payment device so that the block chain-based social security fund payment device updates the white list in the block chain according to the white list updating information, and sending the white list updating information to the commercial bank node so that the commercial bank node updates the local white list according to the white list updating information.
9. The method of claim 8, comprising:
receiving query information aiming at a target query account, wherein the query information comprises query items and a unique identifier of the target query account;
generating a corresponding query request according to the query information, and sending the query request to the social security fund payment device based on the block chain, so that when or after the social security fund payment device based on the block chain queries the unique identifier of the target query account in a white list in the block chain, data corresponding to the query items are called;
and receiving and displaying data corresponding to the query items sent by the social security fund payment device based on the block chain.
10. A block chain-based social security fund payment device is characterized by comprising:
the instruction receiving module is used for receiving an encrypted social security fund transfer instruction sent by the service management platform from a preset block link, wherein the social security fund transfer instruction comprises a unique identifier of a transfer-out account, a unique identifier of a transfer-in account, a unique identifier of a commercial bank and a payment fund amount;
the fund transfer module is used for informing a corresponding commercial bank node of acquiring the social security fund transfer instruction from the block chain according to the unique identifier of the commercial bank, so that after the commercial bank node acquires the social security fund transfer instruction and verifies that the legality of the social security fund transfer instruction passes, initiating a payment operation aiming at the payment fund amount from the roll-out account to the roll-in account according to the unique identifier of the roll-out account and the unique identifier of the roll-in account and generating a corresponding encrypted payment result;
and the result sending module is used for sending the encrypted payment result to the service management platform and encrypting and storing the social security fund payment instruction and the data corresponding to the payment operation in the block chain.
11. A service management platform, comprising:
the instruction sending module is used for sending an encrypted social security fund shifting instruction to a social security fund shifting device based on a block chain, wherein the social security fund shifting instruction comprises a unique identifier of a roll-out account, a unique identifier of a roll-in account, a unique identifier of a commercial bank and a payment fund amount; based on a preset block chain, the block chain-based social security fund payment device informs a corresponding commercial bank node to acquire the social security fund payment instruction from the block chain according to the unique identification of the commercial bank, so that after the commercial bank node acquires the social security fund payment instruction and verifies that the validity of the social security fund payment instruction passes, payment operation aiming at the amount of the payment fund is initiated from the roll-out account to the roll-in account according to the unique identification of the roll-out account and the unique identification of the roll-in account and a corresponding encrypted payment result is generated;
and the result receiving module is used for receiving the encrypted payment result forwarded by the social security fund payment device based on the block chain.
12. A social security fund payment system, comprising: the system comprises a service management platform, a social security fund payment device and a commercial bank node which are sequentially in communication connection;
the service management platform is used for executing the block chain-based social security fund payment method of any one of claims 6 to 9;
the block chain-based social security fund payment device is used for executing the block chain-based social security fund payment method of any one of claims 1 to 5.
13. An electronic device comprising a memory, a processor, and a computer program stored on the memory and executable on the processor, wherein the processor implements the block chain-based social security fund payment method of any one of claims 1 to 5 when executing the computer program, or the processor implements the block chain-based social security fund payment method of any one of claims 6 to 9 when executing the computer program.

A computer-readable storage medium, on which a computer program is stored, which, when being executed by a processor, carries out the method for block-chain-based social security fund transfer according to any one of claims 1 to 5, or which, when being executed by a processor, carries out the method for block-chain-based social security fund transfer according to any one of claims 6 to 9.
