step 4, the monitoring automation module 4 continuously scans and monitors the handling state of the alarm signal a in the second monitoring information management and control module 3, starts from a timing starting point T1, and if a specified time T1 elapses and T1 is equal to the current time-T1, the second monitoring information management and control module is still in a state to be confirmed, the monitoring automation module 4 queries a corresponding department from a department station table of the second monitoring information management and control module 3 according to the station name of the alarm signal a, then queries a corresponding on-duty mobile phone from a communication record table, generates text information according to a preset template, converts the text information into voice information through a voice platform, calls the on-duty mobile phone number, and reminds an on-duty person to process the signal in time; if the treatment state of the alarm signal A is still the state to be confirmed after the appointed time t2, continuing dialing the mobile phone numbers of the secondary station leader and the station leader;
step 5, after the alarm signal a is confirmed on the supporting application program, the supporting application program feeds back the confirmed person name to the second monitoring information control module 3 through the intranet and extranet connection channel, after the second monitoring information control module 3 receives the feedback information, the handling state of the alarm signal a is set to be a state to be fed back, and the handling state, the time T2 when the confirmation information is received, and the confirmed person name are synchronously returned to the first monitoring information control module 2 through forward and reverse isolation;
step 6, after the monitoring automation module 4 scans that the state of the alarm signal a is changed into a state to be fed back, timing in step 4 is stopped, and meanwhile, the handling state of the alarm signal a in the second monitoring information management and control module 3 is continuously monitored, starting from a timing starting point T2, if a specified time T3 elapses, T3 is equal to the current time-T2, the state is still the state to be fed back, the monitoring automation module 4 queries a corresponding department from a station table of the second monitoring information management and control module 3 according to the station name of the alarm signal a, queries a corresponding on-duty mobile phone from a communication table, generates text information according to a preset template, converts the text information into voice information through a voice platform, dials a phone number of the on-duty mobile phone, and reminds an operator to process the signal in time; if the state is still the state to be fed back after the appointed time t4, continuing dialing the mobile phone numbers of the secondary station leader and the station leader;
step 7, after the alarm signal a is fed back on the supporting application program, the supporting application program feeds back the name and the content of the feedback person to the second monitoring information management and control module 3 through the intranet and extranet connection channel, after the second monitoring information management and control module 3 receives the feedback information, the processing state of the alarm signal a is set to be a state to be deleted, and the processing state, the time T3 when the confirmation information is received, and the name of the feedback person are synchronously returned to the first monitoring information management and control module 2 through forward and reverse isolation.
And 8, after the monitoring automation module 4 scans that the state of the alarm signal A is changed into a state to be deleted, and 6, timing is stopped.

the dispatching automation subsystem (1) is used for acquiring an alarm signal and executing issuing operation on the alarm signal; the first monitoring information management and control module (2) is connected with the scheduling automation subsystem (1) and is used for transmitting the alarm signal to the second monitoring information management and control module (3) and acquiring the alarm signal processing state from the second monitoring information management and control module (3);
the second monitoring information management and control module (3) is connected with the monitoring automation module (4), the short message platform (5) and the intranet and extranet connection channel (7), and is used for acquiring the alarm signal from the first monitoring information management and control module (2), transmitting the alarm signal to a matched application program of the mobile terminal through the intranet and extranet connection channel (7), acquiring the alarm signal processing state from the matched application program of the mobile terminal through the intranet and extranet connection channel (7), and transmitting the alarm signal processing state to the first monitoring information management and control module (2);
the monitoring automation module (4) is used for carrying out overtime judgment on the alarm signal according to the alarm signal treatment state; the intelligent voice telephone platform (6) is connected with the monitoring automation module (4) and is used for initiating intelligent voice telephone reminding to the mobile terminal according to the overtime judgment result; and the short message platform (5) is used for sending a reminding short message to the mobile terminal according to the alarm signal and the alarm signal processing state.
2. The grid alarm monitoring system according to claim 1, wherein the alarm signal handling state comprises a to-be-confirmed state, a to-be-fed back state, and a to-be-cleared state.
3. The power grid alarm monitoring system according to claim 2, wherein for an alarm signal which is in a state to be confirmed or a state to be fed back after exceeding a threshold time, the monitoring automation module (4) queries a corresponding department from a preset department station table according to a station name in the alarm signal, and queries a corresponding on-duty mobile phone number and/or a sub-station length mobile phone number and/or a station length mobile phone number from a preset communication record table according to the queried department; and the intelligent voice telephone platform (6) initiates intelligent voice telephone reminding to the mobile terminal by dialing the on-duty mobile phone number and/or the auxiliary station leader mobile phone number and/or the station leader mobile phone number.

The power grid alarm monitoring system according to claim 2, wherein for an alarm signal exceeding a threshold time in a to-be-confirmed state or a to-be-fed state, the monitoring automation module (4) generates text information of the smart voice phone alert according to a preset template according to the alarm signal and an alarm signal handling state.

The power grid alarm monitoring system according to claim 4, wherein the smart voice telephony platform (6) comprises a text-to-speech module (61), the text-to-speech module (61) being connected to the monitoring automation module (4) for converting the text information into speech information; and the intelligent voice telephone platform (6) carries out intelligent voice telephone reminding by playing the voice information.

The grid alarm monitoring system according to claim 5, wherein the smart voice telephony platform (6) further comprises a telephone outbound module (62), a voice gateway (63), and a SPC exchange (64); the telephone calls out the module (62) and connects the text-to-speech module (61), the speech gateway (63) connects the telephone calls out the module (62), the stored program control exchange (64) connects the speech gateway (63).

The power grid alarm monitoring system according to claim 6, wherein the first monitoring information management and control module (2) and the second monitoring information management and control module (3) perform signal transmission through a forward and reverse isolation device; and network firewalls are arranged between the short message platform (5), the internal and external network connecting channel (7) and the program controlled exchanger (64) and the operator network.

The power grid alarm monitoring system according to claim 1, further comprising a first time service subsystem (8) disposed in the first safety zone, wherein the first time service subsystem (8) is connected to the scheduling automation subsystem (1) and the first monitoring information management and control module (2), and is configured to perform time synchronization and calibration on the scheduling automation subsystem (1) and the first monitoring information management and control module (2).
9. The power grid alarm monitoring system according to claim 1, further comprising a second time service subsystem (9) disposed in a third safety zone, wherein the second time service subsystem (9) is connected to the second monitoring information management and control module (3) and the monitoring automation module (4), and is configured to perform time synchronization and calibration on the second monitoring information management and control module (3) and the monitoring automation module (4).
10. A power grid alarm monitoring method based on the power grid alarm monitoring system of any one of claims 1 to 9, characterized by comprising the following steps:
s01, acquiring an alarm signal, and transmitting the alarm signal to a matched application program of the mobile terminal;
s02, sending a reminding short message to the mobile terminal according to the alarm signal and the alarm signal processing state;
s03, continuously acquiring the alarm signal processing state fed back by the matched application program, and performing overtime judgment on the alarm signal according to the alarm signal processing state;
and S04, initiating intelligent voice call reminding to the mobile terminal according to the overtime judgment result.
