Abstract
The invention relates to a public health event early warning method, in particular to a method for early warning of an emergency public health event. The historical track of the mobile phone of the patient is confirmed through the mobile communication network to judge whether the user is likely to contact with the epidemic situation confirmed case, and the method is wide in coverage range and poor in accuracy. The invention provides a method for early warning of an emergency public health event, wherein a base station obtains information of a first terminal and a nearby second terminal and sends the information to a public emergency center through a core network, wherein a user of the first terminal carries a confirmed diagnosis infectious case, a camera obtains photos of the user of the first terminal and the user of the second terminal and sends the photos to the public emergency center through a video server, and the public emergency center sends a warning message to the second terminal after analyzing the photos. The method provided by the invention can accurately find the close contact person of the confirmed patient in the public health event, and improve the social public health epidemic prevention capability and level.

Background
The mobile communication system is composed of a terminal and a network, wherein: the terminal mainly comprises a mobile phone used by a person and other Internet of things equipment. The network is responsible for the access of the terminal to the mobile communication network by wireless means, for the access authentication, authorization and accounting of the terminal, and for providing access to the internet or other data networks.
With the increase of the popularization rate of social mobile phones, almost everyone uses the mobile phone, real-name registration is adopted in a mobile network, and the mobile phone number and corresponding identity information, such as an identity card number and a photo, of each user are stored in the network. Mobile communication systems are provided with positioning capabilities. For example, the history and the current position of the number can be analyzed according to the mobile phone number, the positioning accuracy of the coverage area of a single base station is hundreds of meters to dozens of kilometers, and the combined positioning accuracy of multiple base stations is several meters. Generally, a mobile communication system can locate a base station within the coverage of the base station according to the base station connected to the mobile phone for communication.
The mobile communication network can judge whether the user is likely to contact the epidemic situation confirmed case or not according to the historical track (province/city/district/county and other ranges) of the mobile phone of the confirmed patient, and sends out early warning information through various health codes. The present invention will be described in detail below with reference to the drawings and examples.
The system and the method are combined with a video monitoring system deployed in a public place to identify personnel, the video monitoring system mainly comprises a camera, a server and a wired or wireless network for connecting the camera and the server, and the server is deployed in a service center machine room and is responsible for processing data collected and uploaded by the camera.
As shown in fig. 1, a base station obtains information of a first terminal and a second terminal nearby and sends the information to a public emergency center through a core network, meanwhile, a camera obtains photos of users of the first terminal and the second terminal and sends the photos to the public emergency through a video server, and the public emergency center sends out a warning message after analyzing the photos.
Examples
The user of the first terminal is set to carry a confirmed diagnosis of an infection case, and the user of the second terminal is in the vicinity of the user of the first terminal.
The first terminal accesses the base station and the core network in a wireless mode, and the core network stores the location information of the first terminal, for example, the cell number of the access base station, and optionally, the terminal identity and the location information thereof are retained for 14 days.
The first terminal is shot by a nearby camera, the camera uploads a shot image to a video server, and the video server stores video content; optionally, the video information retention time is 14 days;
the second terminal accesses the base station and the core network in a wireless manner, and the core network stores the location information of the second terminal, for example, the cell number of the access base station, and optionally, the terminal identity and the location information thereof are retained for 14 days.
The second terminal is shot by a nearby camera, the camera uploads a shot image to a video server, and the video server stores video content; optionally, the video information retention time is 14 days.
The public emergency center confirms that the first terminal user is a confirmed patient, provides the identity information of the confirmed patient to the core network, and the core network analyzes the activity track of the first terminal corresponding to the user identity within 14 days, for example, obtains cell numbers of all passing base station cells and maps the cell numbers to a specific geographic position area, for example, a geographic longitude and latitude range. The identity information comprises information such as an identity card, a mobile phone number, a photo and the like.
And the core network searches all terminal information in the cell number and the nearby cells according to the cell number to obtain the information of the second terminal used by the potential close contact person. And the core network sends the information obtained by the analysis to a public emergency center.
The public emergency center sends the information to the video server, and the method comprises the following steps: identity information of the first terminal, such as a photograph, and geographical location area information passed within 14 days; optionally, user identity information of the second terminal, such as a photograph, may also be provided.
The video server finds out video content provided by the corresponding camera according to the picture of the first terminal and the passing geographic position area, analyzes and compares personnel information in a range of 1 to 2 meters of the first terminal, and finds out related close contacts; optionally, the user's picture of the second terminal may be used for preliminary screening, improving the speed of the search.
And the video server sends the searched information of the close contacts, such as identity card information, photos and the like, to the public emergency center.
The public emergency center searches the received identification number of the close contact person for the corresponding mobile phone number of the second terminal, and sends early warning information to the second terminal in the modes of short messages, telephone or in-application notification and the like to prompt a user to be a high-risk close contact person.

1. A method for emergency public health event early warning, comprising the steps of: step 1: a first terminal accesses a base station and a core network in a wireless mode, and the core network stores identity information and position information of the first terminal and stores the identity information and the position information within set time; step 2: the first terminal is shot by a nearby camera, the camera uploads a shot image to a video server, and the video server stores the video within a set time; and step 3: other terminals near the first terminal are accessed to the base station and the core network in a wireless mode, and the core network stores the position information of the identity information of the other terminals and stores the position information within set time; and 4, step 4: each terminal in the other terminals is shot by a nearby camera, the camera uploads a shot image to a video server, and the video server stores the video within a set time; and 5: the public emergency center confirms that the first terminal user carries a confirmed infectious case, provides the identity information of the first terminal user to the core network, the core network analyzes the activity track of the user identity within the time with the same storage time, and obtains the identity information and the position information of other terminals used by potential close contacts, and the core network sends the identity information and the position information of the first terminal and the obtained identity information and the obtained position information of the other terminals to the public emergency center; step 6: the public emergency center sends the received information sent in the step 5 to the video server, the video server finds out the video content provided by the corresponding camera according to the picture of the first terminal user and the passing geographical location area, analyzes and compares the personnel information of other terminal users nearby the first terminal, finds out the related close contact person, and the video server sends the identity information of the found close contact person and the picture corresponding to the identity information to the public emergency center; and 7: and the public emergency center searches the corresponding mobile phone number according to the received identity information of the close contact person, and sends early warning information to the other terminals to prompt the user to be a high-risk close contact person.
