9. The digital backplane-based urban treatment system of claim 1, wherein the base data units comprise economic data, enterprise data, demographic data, and housing data.
10. The digital backplane-based urban treatment system of claim 1, wherein the industry data units comprise city management, community management, emergency supplies, internet + and public health.
