Disclosure of Invention
The embodiment of the disclosure provides a method and a device for monitoring illegal parking.
In a first aspect, an embodiment of the present disclosure provides a method for monitoring illegal parking, including: acquiring an image and a position of a parked vehicle; if the illegal parking vehicles meet the preset reporting condition, identifying the image to obtain the license plate number; acquiring a contact way of the vehicle owner according to the license plate number; uploading the image, the position and the license plate number to a block chain, so as to inform a traffic police department of punishing through block chain broadcasting and obtain a punishing result; and informing the vehicle owner of the punishment result according to the contact way.
In some embodiments, the method further comprises: and if the illegal parking vehicles do not meet the preset reporting condition, warning the illegal parking vehicles to dissuade by using on-site broadcasting equipment or informing nearby traffic polices.
In some embodiments, the method further comprises: if the illegal parking vehicle meets the preset trailer condition, informing a vehicle management station of the trailer through block chain broadcasting, and acquiring the destination of the trailer; and informing the owner of the destination according to the contact information.
In some embodiments, the method further comprises: responding to a navigation request of the fire fighting truck, and planning a path according to the position of the illegal vehicle to obtain a navigation route; and sending the navigation route to the fire fighting truck.
In some embodiments, the method further comprises: detecting whether a fire fighting violation parking exists on a fire fighting passage between the current position of the fire fighting truck and a destination in real time; identifying the license plate number of the fire-fighting illegal parking vehicle, and acquiring the contact way of the vehicle owner according to the license plate number; uploading the image, the position and the license plate number of the fire-fighting violation parking vehicle to a block chain, so as to inform a vehicle management department of a trailer through the block chain broadcast and inform a traffic police department of punishing, and acquiring the destination and the punishing result of the fire-fighting violation parking vehicle; readjusting the navigation route according to the trailer result of the fire fighting illegal parking and the current position of the fire fighting truck; and informing the owner of the destination and the punishment result of the fire violation trailer according to the contact way of the owner of the fire violation parking.
In some embodiments, the penalty result is uploaded to the blockchain and broadcast by the traffic police department.
In some embodiments, the trailer's destination is uploaded to the blockchain by the vehicle pipe and broadcast.
In a second aspect, an embodiment of the present disclosure provides an apparatus for monitoring parking violations, including: an acquisition unit configured to acquire an image and a position of a parked vehicle; the identification unit is configured to identify the image to obtain a license plate number if the illegal parking vehicle meets a preset reporting condition; the contact unit is configured to acquire a contact way of the vehicle owner according to the license plate number; the uploading unit is configured to upload the image, the position and the license plate number to the block chain, so as to inform a traffic police department of punishing through block chain broadcasting and obtain a punishing result; and the notification unit is configured to notify the vehicle owner of the penalty result according to the contact information.
In some embodiments, the apparatus further comprises a warning unit configured to: and if the illegal parking vehicles do not meet the preset reporting condition, warning the illegal parking vehicles to dissuade by using on-site broadcasting equipment or informing nearby traffic polices.
In some embodiments, the upload unit is further configured to: if the illegal parking vehicle meets the preset trailer condition, informing a vehicle management station of the trailer through block chain broadcasting, and acquiring the destination of the trailer; and informing the owner of the destination according to the contact information.

In some embodiments, the penalty results are uploaded to the blockchain and broadcast by the traffic police department.

In a third aspect, an embodiment of the present disclosure provides an electronic device for monitoring illegal parking, including: one or more processors; storage means having one or more programs stored thereon which, when executed by the one or more processors, cause the one or more processors to carry out the method according to any one of the first aspects.
In a fourth aspect, embodiments of the present disclosure provide a computer readable medium having a computer program stored thereon, wherein the program when executed by a processor implements the method of any one of the first aspect.
According to the method and the device for monitoring illegal parking, hardware equipment such as an inductor and a camera which are laid in a forbidden parking area is used for sensing and shooting, the video information captured by the camera is intelligently identified in real time by means of technologies such as computer image identification, corresponding processing is carried out, and for illegal parking conditions meeting preset rules, the information such as license plate numbers of illegal parking vehicles is shot and captured to obtain illegal parking data. Establishing an alliance chain through a block chain technology, adding monitoring equipment, a traffic police department, a vehicle management station and the like into alliance chain nodes, and synchronizing illegal parking data to all nodes on the chain in real time; based on the illegal parking data broadcasted on the chain, the intelligent analysis is carried out, and according to different illegal parking conditions, nearby traffic polices are informed to warn to dissuade from the illegal parking data, or traffic polices are subjected to processes of issuing a ticket, deducting driving license points, dragging vehicles and the like by traffic polices; if the dragging is implemented, the information is synchronized to the vehicle management station on the chain. By accessing the alliance chain, the fire department can acquire the illegal parking conditions of roads and destination fire-fighting channels in the planned route in real time when giving an alarm, and timely inform the traffic police department on the alliance chain to drag and move illegal parking vehicles and the like, so that the smooth operation of rescue and relief work is ensured.

The present disclosure is described in further detail below with reference to the accompanying drawings and examples. It is to be understood that the specific embodiments described herein are merely illustrative of the relevant invention and not restrictive of the invention. It should be noted that, for convenience of description, only the portions related to the related invention are shown in the drawings.
It should be noted that, in the present disclosure, the embodiments and features of the embodiments may be combined with each other without conflict. The present disclosure will be described in detail below with reference to the accompanying drawings in conjunction with embodiments.
Fig. 1 illustrates an exemplary system architecture to which embodiments of the disclosed method of monitoring parking violations or apparatus for monitoring parking violations may be applied.
As shown in fig. 1, the system architecture may include a sensing device, a camera, a terminal device such as a mobile phone, a server, a block chain, a traffic police department information system, a fire department information system, a vehicle management department information system, and the like. The induction equipment, the camera, the mobile phone and other terminal equipment are connected with the server through a network. The server, the traffic police department information system, the fire department information system and the vehicle management department information system are all added into the block chain to become nodes of the alliance chain.
The vehicle illegal parking data are captured by the sensing equipment and the camera and then transferred to the server for processing. And the server uploads the processed data to the block chain. And broadcasting the processed data to nodes such as traffic police, vehicle management stations, fire fighting and the like on the chain by using a block chain technology. And the traffic police and other departments upload the illegal parking processing results to the block chain. And broadcasting the illegal parking processing result to nodes such as traffic police, vehicle management stations, fire fighting and the like on the chain through a block chain technology. And the server pushes the illegal parking processing result to a related terminal, such as an illegal parking vehicle owner mobile phone and the like, through the block chain.
The server may be hardware or software. When the server is hardware, it may be implemented as a distributed server cluster composed of multiple servers, or may be implemented as a single server. When the server is software, it may be implemented as multiple pieces of software or software modules (e.g., multiple pieces of software or software modules used to provide distributed services), or as a single piece of software or software module. And is not particularly limited herein.
It should be noted that the method for monitoring illegal parking provided by the embodiment of the present disclosure is generally executed by the server 105, and accordingly, a device for monitoring illegal parking is generally disposed in the server 105.
It should be understood that the numbers of sensing devices, cameras, mobile phones, etc. terminal devices, servers, block chains, traffic police department information systems, fire department information systems, and vehicle management department information systems in fig. 1 are merely illustrative. According to the implementation needs, any number of terminal devices such as induction devices, cameras and mobile phones, servers, block chains, traffic police department information systems, fire department information systems and vehicle management information systems can be provided.
With continued reference to FIG. 2, a flow 200 of one embodiment of a method of monitoring parking violations in accordance with the present disclosure is shown. The method for monitoring illegal parking comprises the following steps:
step 201, acquiring an image and a position of an illegal vehicle.
In this embodiment, the executing entity (e.g., the server shown in fig. 1) of the method for monitoring illegal parking may receive the sensed illegal parking event from the sensing device through a wired connection or a wireless connection. And then the camera is informed to capture the illegal video. The server intelligently analyzes the video to obtain the violation condition through computer image recognition and other technologies. And if the vehicle stays at the parking-forbidden position for more than a preset time, capturing an image of the illegal vehicle from the video for image recognition analysis. The vehicle type can be analyzed through image recognition, and special vehicles such as police cars, ambulances, fire trucks and the like do not need to stop against regulations. The position of the illegal vehicle can be positioned according to the position of the sensor or the camera. The server can control a plurality of groups of sensors and cameras, and numbering can be carried out one to one according to installation positions. When the server receives the parking violation event, the position of the vehicle can be determined according to the number of the sensing equipment.
In some alternative implementations of the present embodiment, the offending vehicles are alerted to dissuade using a live broadcast or the like or by notifying nearby traffic police. Optionally, the vehicle license plate can be identified, the contact way of the vehicle owner is inquired after the vehicle license plate number is obtained, and then the vehicle owner is informed to move the vehicle through a short message or an automatic telephone. The warning may also output a license plate number when dissuaded, e.g., "the owner of license plate number ABCD please move the car".
And 202, if the illegal parking vehicles meet the preset reporting condition, identifying the images to obtain the license plate numbers.
In this embodiment, the predetermined reporting condition may include that the vehicle does not drive away within a specified time, the driver leaves the parking violation vehicle, and the like. The fact that the vehicle does not drive away within the set time can be detected through real-time monitoring of the camera. The image recognition can be carried out through the image shot by the camera, and it is determined that no driver exists in the vehicle. The license plate number can be recognized by the image recognition method of the prior art.
And step 203, acquiring the contact way of the vehicle owner according to the license plate number.
In this embodiment, the traffic police department may have registered the license plate number and the contact address in advance. Traffic police departments may share this information through block chains. The server can inquire the contact way of the car owner according to the license plate number.
And step 204, uploading the image, the position and the license plate number to a block chain, so as to inform a traffic police department of punishing through block chain broadcasting, and obtaining a punishing result.
In this embodiment, illegal parking data such as license plate numbers, photos, positions, etc. of illegal parking vehicles are uploaded to the alliance chain, and are synchronously broadcast to all nodes on the chain. And after monitoring the illegal parking data, the traffic police department system automatically processes the illegal parking data, issues an electronic ticket and informs the owner of the illegal parking data through a short message. And uploading the punishment result to the block chain, and broadcasting the punishment result to all nodes on the chain. For confidentiality, the server can adopt an asymmetric encryption mode, and only a traffic police department can analyze the image, the position and the license plate number. The traffic police department can also adopt an asymmetric encryption mode and only let the server analyze the punishment result.
And step 205, informing the vehicle owner of the punishment result according to the contact way.
In this embodiment, the server may be associated with a telecommunications system to notify the owner of the penalty for parking violations by telephone or by text message.
With continued reference to fig. 3, fig. 3 is a schematic diagram of an application scenario of the method of monitoring parking violations according to the present embodiment. In the application scenario of fig. 3, a vehicle is parked at a large entrance, and other people and vehicles cannot enter or exit. And detecting that the vehicle is parked at the forbidden position by a sensor positioned near the doorway, and sending an illegal parking event to the server. The server sends an instruction to a camera near the gate to shoot the video. After the video is uploaded to the server by the camera, the server judges whether the vehicle parks in a violation manner or not through image recognition. The camera collects data in real time, and if the parking time of the vehicle exceeds the specified time or no driver is in the vehicle is judged through image recognition, the license plate number is recognized, and the vehicle owner contact way is obtained through the license plate number. The server can confirm the position of vehicle according to the position of induction system or camera. And uploading the illegal parking data such as the image, the position, the license plate number and the like to a block chain. The blockchain broadcasts the offending data to all nodes. After the traffic police department monitors the illegal stop data, an electronic ticket is issued and uploaded to the block chain for broadcasting. And after the server monitors the penalty ticket, the server informs the vehicle owner of the penalty result according to the contact way.
According to the method provided by the embodiment of the disclosure, information interconnection and intercommunication of nodes such as various monitoring devices, traffic police departments, vehicle management centers and fire departments are realized through the alliance chain established by the block chain technology, and the efficiency of processing illegal vehicles is improved.
With further reference to fig. 4, a flow 400 of yet another embodiment of a method of monitoring parking violations is shown. The process 400 of the method for monitoring parking violations includes the following steps:
step 401, images and positions of the illicit vehicle are acquired.
And 402, if the illegal vehicle meets the preset reporting condition, identifying the image to obtain the license plate number.
And step 403, acquiring the contact information of the vehicle owner according to the license plate number.
And step 404, uploading the image, the position and the license plate number to a block chain, so as to inform a traffic police department of punishing through block chain broadcasting, and obtaining a punishing result.
And step 405, informing the vehicle owner of the punishment result according to the contact way.
Steps 401-405 are substantially the same as steps 201-205 and are therefore not described in detail.
And 406, if the illegal parking vehicle meets the preset trailer condition, notifying a vehicle management station of the trailer through block chain broadcasting, and acquiring the destination of the trailer.
In the embodiment, real-time videos of parking violations are continuously obtained and analyzed, and when the parking violations meet preset dragging rules (if the parking violations cause that other vehicles and pedestrians cannot pass), the vehicles are informed to a vehicle management department through block chain broadcasting. Whether the departure blocks the passage of other vehicles and pedestrians can be determined through information such as an electronic map. The destination information can be uploaded to the block chain for broadcasting after the vehicle is towed by the vehicle management station. The server can listen to the destination information.
Step 407, the owner is notified of the destination according to the contact information.
In this embodiment, the server may notify the car where the host car is towed by telephone or by text message. The owner may also be notified of the time of the pick-up and other precautions.
In some optional implementations of this embodiment, the method further includes: responding to a navigation request of the fire fighting truck, and planning a path according to the position of the illegal vehicle to obtain a navigation route; and sending the navigation route to the fire fighting truck. After receiving the alarm, the fire department uploads a navigation request including a departure place and a destination to a block chain, and the block chain broadcasts the navigation request. And after monitoring the navigation request, the server carries out path planning according to the position of the illegal parking vehicle to obtain a navigation route. The navigation route avoids the position occupied by the illegal parking vehicle. This is distinguished from ordinary map navigation, the route of which may not be passable due to illicit vehicle occupancy.
In some optional implementations of this embodiment, the method further includes: detecting whether a fire fighting violation parking exists on a fire fighting passage between the current position of the fire fighting truck and a destination in real time; identifying the license plate number of the fire-fighting illegal parking vehicle, and acquiring the contact way of the vehicle owner according to the license plate number; uploading the image, the position and the license plate number of the fire-fighting violation parking vehicle to a block chain, so as to inform a vehicle management department of a trailer through the block chain broadcast and inform a traffic police department of punishing, and acquiring the destination and the punishing result of the fire-fighting violation parking vehicle; readjusting the navigation route according to the trailer result of the fire fighting illegal parking and the current position of the fire fighting truck; and informing the owner of the destination and the punishment result of the fire violation trailer according to the contact way of the owner of the fire violation parking. The server can retrieve the cameras laid on the roads and the destinations of the fire truck, and the fire department can call the destination cameras in the whole course to acquire the real-time illegal parking conditions of the roads and the destination fire fighting channels during the police dispatch period. If the situation of violation of parking exists on the road along the fire-fighting route or the fire-fighting passage at the destination in the navigation route of the fire-fighting police, the server broadcasts and informs the vehicle administration department of the trailer through the block chain in advance and broadcasts and informs the traffic police department of punishing, and the processing result is uploaded to the alliance chain and broadcasted to all nodes on the chain.
As can be seen from fig. 4, compared with the embodiment corresponding to fig. 2, the flow 400 of the method for monitoring illegal parking in the embodiment represents the step of trailer processing for the illegal parking vehicle. Therefore, more nodes can be introduced by the scheme described by the embodiment, resources can be shared, and the processing efficiency of the illegal vehicle is improved. In addition, the system can also realize the early cleaning of the destination before the fire departments and the like give out an alarm, and strive for time for the work of emergency rescue, disaster relief and the like.
With further reference to fig. 5, as an implementation of the methods shown in the above-mentioned figures, the present disclosure provides an embodiment of a device for monitoring illegal parking, which corresponds to the embodiment of the method shown in fig. 2, and which is particularly applicable to various electronic devices.
As shown in fig. 5, the apparatus 500 for monitoring illegal parking of the present embodiment includes: an acquisition unit 501, an identification unit 502, a contact unit 503, an upload unit 504, and a notification unit 505. Wherein, the acquiring unit 501 is configured to acquire an image and a position of a parking violation vehicle; the identification unit 502 is configured to identify the image to obtain a license plate number if the parking violation vehicle meets a preset reporting condition; the contact unit 503 is configured to obtain a contact way of the owner according to the license plate number; an uploading unit 504 configured to upload the image, the position, and the license plate number to a block chain to inform a traffic police department of penalty by block chain broadcasting and obtain a penalty result; and a notification unit 505 configured to notify the vehicle owner of the penalty result according to the contact information.
In this embodiment, the specific processes of the obtaining unit 501, the identifying unit 502, the contacting unit 503, the uploading unit 504 and the notifying unit 505 of the device 500 for monitoring illegal parking may refer to step 201, step 202, step 203, step 204 and step 205 in the corresponding embodiment of fig. 2.
In some optional implementations of the present embodiment, the apparatus 500 further comprises a warning unit (not shown in the drawings) configured to: and if the illegal parking vehicles do not meet the preset reporting condition, warning the illegal parking vehicles to dissuade by using on-site broadcasting equipment or informing nearby traffic polices.
In some optional implementations of the present embodiment, the uploading unit 504 is further configured to: if the illegal parking vehicle meets the preset trailer condition, informing a vehicle management station of the trailer through block chain broadcasting, and acquiring the destination of the trailer; and informing the owner of the destination according to the contact information.
In some optional implementations of this embodiment, the apparatus 500 further comprises a navigation unit (not shown in the drawings) configured to: responding to a navigation request of the fire fighting truck, and planning a path according to the position of the illegal vehicle to obtain a navigation route; and sending the navigation route to the fire fighting truck.
In some optional implementations of the present embodiment, the navigation unit is further configured to: detecting whether a fire fighting violation parking exists on a fire fighting passage between the current position and the destination of the fire fighting truck in real time; identifying the license plate number of the vehicle which parks illegally in the fire fighting, and acquiring the contact way of the vehicle owner according to the license plate number; uploading the image, the position and the license plate number of the fire-fighting violation parking vehicle to a block chain, so as to inform a vehicle management department of towing the vehicle and inform a traffic police department of punishing the vehicle through the block chain in a broadcasting way, and acquiring the destination and the punishing result of the fire-fighting violation parking vehicle; readjusting the navigation route according to the trailer result of the fire fighting illegal parking and the current position of the fire fighting truck; and informing the owner of the destination and the punishment result of the fire violation trailer according to the contact way of the owner of the fire violation parking.
In some alternative implementations of this embodiment, the penalty results are uploaded to the blockchain and broadcast by the traffic police department.
In some alternative implementations of this embodiment, the destination of the trailer is uploaded to the blockchain by the vehicle pipe and broadcast.
Referring now to FIG. 6, a schematic diagram of an electronic device (e.g., the server of FIG. 1) 600 suitable for use in implementing embodiments of the present disclosure is shown. The server shown in fig. 6 is only an example, and should not bring any limitation to the functions and the scope of use of the embodiments of the present disclosure.
As shown in fig. 6, the electronic device 600 may include a processing means (e.g., central processing unit, graphics processor, etc.) 601 that may perform various appropriate actions and processes in accordance with a program stored in a Read Only Memory (ROM) 602 or a program loaded from a storage means 608 into a Random Access Memory (RAM) 603. In the RAM603, various programs and data necessary for the operation of the electronic apparatus 600 are also stored. The processing device 601, the ROM 602, and the RAM603 are connected to each other via a bus 604. An input/output (I/O) interface 605 is also connected to bus 604.
Generally, the following devices may be connected to the I/O interface 605: input devices 606 including, for example, a touch screen, touch pad, keyboard, mouse, camera, microphone, accelerometer, gyroscope, or the like; output devices 607 including, for example, a Liquid Crystal Display (LCD), a speaker, a vibrator, and the like; storage 608 including, for example, tape, hard disk, etc.; and a communication device 609. The communication means 609 may allow the electronic device 600 to communicate with other devices wirelessly or by wire to exchange data. While fig. 6 illustrates an electronic device 600 having various means, it is to be understood that not all illustrated means are required to be implemented or provided. More or fewer devices may alternatively be implemented or provided. Each block shown in fig. 6 may represent one device or may represent multiple devices as desired.
In particular, the processes described above with reference to the flow diagrams may be implemented as computer software programs, according to embodiments of the present disclosure. For example, embodiments of the present disclosure include a computer program product comprising a computer program embodied on a computer readable medium, the computer program comprising program code for performing the method illustrated in the flow chart. In such an embodiment, the computer program may be downloaded and installed from a network via the communication means 609, or may be installed from the storage means 608, or may be installed from the ROM 602. The computer program, when executed by the processing device 601, performs the above-described functions defined in the methods of embodiments of the present disclosure. It should be noted that the computer readable medium described in the embodiments of the present disclosure may be a computer readable signal medium or a computer readable storage medium or any combination of the two. A computer readable storage medium may be, for example, but not limited to, an electronic, magnetic, optical, electromagnetic, infrared, or semiconductor system, apparatus, or device, or any combination of the foregoing. More specific examples of the computer readable storage medium may include, but are not limited to: an electrical connection having one or more wires, a portable computer diskette, a hard disk, a Random Access Memory (RAM), a read-only memory (ROM), an erasable programmable read-only memory (EPROM or flash memory), an optical fiber, a portable compact disc read-only memory (CD-ROM), an optical storage device, a magnetic storage device, or any suitable combination of the foregoing. In embodiments of the disclosure, a computer readable storage medium may be any tangible medium that can contain, or store a program for use by or in connection with an instruction execution system, apparatus, or device. In embodiments of the present disclosure, however, a computer readable signal medium may comprise a propagated data signal with computer readable program code embodied therein, for example, in baseband or as part of a carrier wave. Such a propagated data signal may take many forms, including, but not limited to, electro-magnetic, optical, or any suitable combination thereof. A computer readable signal medium may be any computer readable medium that is not a computer readable storage medium and that can communicate, propagate, or transport a program for use by or in connection with an instruction execution system, apparatus, or device. Program code embodied on a computer readable medium may be transmitted using any appropriate medium, including but not limited to: electrical wires, optical cables, RF (radio frequency), etc., or any suitable combination of the foregoing.
The computer readable medium may be embodied in the electronic device; or may be separate and not incorporated into the electronic device. The computer readable medium carries one or more programs which, when executed by the electronic device, cause the electronic device to: acquiring an image and a position of a parked vehicle; if the illegal parking vehicles meet the preset reporting condition, identifying the images to obtain license plate numbers; acquiring the contact way of the vehicle owner according to the license plate number; uploading the image, the position and the license plate number to a block chain, so as to inform a traffic police department of punishing through block chain broadcasting and obtain a punishing result; and informing the vehicle owner of the punishment result according to the contact way. The implementation mode realizes the alliance chain established by the block chain technology, realizes the information interconnection and intercommunication of the nodes such as various monitoring equipment, traffic police departments, vehicle management departments, fire departments and the like, and improves the efficiency of processing illegal vehicles.
Computer program code for carrying out operations for embodiments of the present disclosure may be written in any combination of one or more programming languages, including an object oriented programming language such as Java, smalltalk, C + +, and conventional procedural programming languages, such as the "C" programming language or similar programming languages. The program code may execute entirely on the user's computer, partly on the user's computer, as a stand-alone software package, partly on the user's computer and partly on a remote computer or entirely on the remote computer or server. In the case of a remote computer, the remote computer may be connected to the user's computer through any type of network, including a Local Area Network (LAN) or a Wide Area Network (WAN), or the connection may be made to an external computer (for example, through the Internet using an Internet service provider).

The units described in the embodiments of the present disclosure may be implemented by software or hardware. The described units may also be provided in a processor, and may be described as: a processor includes an acquisition unit, an identification unit, a contact unit, an upload unit, and a notification unit. Where the names of these units do not in some cases constitute a limitation on the unit itself, for example, the acquisition unit may also be described as a "unit that acquires an image and a location of an illicit vehicle".
