if the link quality of the current first wireless link is judged to be higher than a fifth threshold, the wireless terminal sends a non-switching instruction to the first base station;
if the link quality of the current first wireless link is judged to be higher than the fifth threshold, the wireless terminal stores the first RRC configuration;
generating, by the first base station, a second RRC configuration message for the wireless terminal in response to receiving the no handover indication, wherein the second RRC configuration message for the wireless terminal includes a second RRC configuration including a configuration for sending an RRC message to the first base station;
transmitting, by the first base station to the wireless terminal, a second RRC configuration message for the wireless terminal in response to generating the second RRC configuration message for the wireless terminal;
applying, by the wireless terminal, the second RRC configuration in response to receiving the second RRC configuration message;
transmitting, by the wireless terminal, epidemic prevention information to the first base station in response to applying the second RRC configuration.

in response to determining that the current link quality of the first wireless link is above the fifth threshold, continuing, by the wireless terminal, to determine whether the link quality of the first wireless link is below the first threshold
If the link quality of the first wireless link is judged to be lower than the first threshold, the wireless terminal sends a measurement report to the first base station;
transmitting, by the first base station, a handover request to the second base station in response to receiving the measurement report, wherein the handover request includes an indication of an identity of the wireless terminal;
in response to receiving the handover request, determining, by the second base station, whether the second base station allows an RRC connection to be established with the wireless terminal;
if the second base station is judged to allow the establishment of RRC connection with the wireless terminal, the second base station judges whether an RRC configuration message for the wireless terminal has been sent to the wireless terminal;
if the RRC configuration message for the wireless terminal is judged to have been sent to the wireless terminal, the second base station sends a switching confirmation message to the first base station, wherein the switching confirmation message does not comprise the RRC configuration message for the wireless terminal any more;
transmitting, by the first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold and an indication of using the previously received first RRC configuration, and wherein the selective handover command no longer includes an RRC configuration message for the wireless terminal;
determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
if the link quality of the current first radio link is judged to be lower than the fifth threshold, the stored first RRC configuration is applied by the radio terminal;
establishing, by the wireless terminal, an RRC connection with the second base station through a random access procedure;
in response to establishing the RRC connection with the second base station, epidemic prevention information is sent by the wireless terminal to the second base station.

1. A method for quickly transmitting epidemic prevention information based on a wireless terminal is characterized by comprising the following steps:
collecting epidemic prevention information by a wireless terminal;
monitoring, by a wireless terminal, system information transmitted by a first base station, wherein the system information includes at least a configuration for a measurement report triggering event, and wherein the system information indicates to the wireless terminal a first threshold, a second threshold, a first backoff value, a third threshold, and a fourth threshold;
establishing, by a wireless terminal, an RRC connection with a first base station in response to monitoring system information transmitted by the first base station;
listening, by the wireless terminal, for a first reference signal transmitted by a first base station and for a second reference signal transmitted by a second base station;
determining, by a wireless terminal, a link quality of a first wireless link between the wireless terminal and the first base station based on the first reference signal;
determining, by a wireless terminal, a link quality of a second wireless link between the wireless terminal and the second base station based on the second reference signal;
if the link quality of the first wireless link is judged to be lower than the first threshold, a measurement report is sent to the first base station by the wireless terminal;
sending, by the first base station, a handover request to the second base station in response to receiving the measurement report;
in response to receiving the handover request, determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal;
if the second base station is judged to allow the establishment of RRC connection with the wireless terminal, generating an RRC configuration message for the wireless terminal by the second base station, wherein the RRC configuration message for the wireless terminal comprises a first RRC configuration, and the first RRC configuration comprises a configuration for random access to the second base station;
sending, by a second base station, a handover confirmation message to the first base station in response to generating the RRC configuration message for the wireless terminal, wherein the RRC configuration message for the wireless terminal is included in the handover confirmation message;
sending, by the first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, and wherein the selective handover command includes the RRC configuration message for the wireless terminal;
in response to receiving the selective handover command, determining, by the wireless terminal, whether a link quality of a current first wireless link is higher than a fifth threshold, wherein the fifth threshold is smaller than the first threshold;
if the link quality of the current first radio link is judged to be lower than the fifth threshold, the first RRC configuration is applied by the radio terminal;
establishing, by the wireless terminal, an RRC connection with the second base station through a random access procedure;
transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station,
the epidemic prevention information rapid transmission method based on the wireless terminal comprises the following steps:
if the link quality of the current first wireless link is judged to be higher than the fifth threshold, the wireless terminal sends a non-switching indication to the first base station;
if the link quality of the current first wireless link is judged to be higher than the fifth threshold, the wireless terminal stores the first RRC configuration;
generating, by a first base station, a second RRC configuration message for the wireless terminal in response to receiving the no-handover indication, wherein the second RRC configuration message for the wireless terminal includes a second RRC configuration comprising a configuration for sending an RRC message to the first base station;
transmitting, by the first base station to the wireless terminal, the second RRC configuration message for the wireless terminal in response to generating the second RRC configuration message for the wireless terminal;
applying, by the wireless terminal, the second RRC configuration in response to receiving the second RRC configuration message;
transmitting, by a wireless terminal, the epidemic prevention information to the first base station in response to applying the second RRC configuration,

in response to determining that the link quality of the current first wireless link is above the fifth threshold, continuing, by the wireless terminal, to determine whether the link quality of the first wireless link is below the first threshold;
if the link quality of the first wireless link is judged to be lower than the first threshold, a measurement report is sent to the first base station by a wireless terminal;
transmitting, by the first base station, a handover request to the second base station in response to receiving the measurement report, wherein the handover request includes an indication of an identity of the wireless terminal;
in response to receiving the handover request, determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal;
if the second base station is judged to allow the establishment of RRC connection with the wireless terminal, the second base station judges whether an RRC configuration message for the wireless terminal has been sent to the wireless terminal;
if the RRC configuration message for the wireless terminal is judged to be sent to the wireless terminal, the second base station sends a switching confirmation message to the first base station, wherein the RRC configuration message for the wireless terminal is not included in the switching confirmation message any more;
transmitting, by the first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold and an indication of using a previously received first RRC configuration, and wherein the RRC configuration message for the wireless terminal is no longer included in the selective handover command;
determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
if the link quality of the current first radio link is judged to be lower than the fifth threshold, the stored first RRC configuration is applied by the radio terminal;
establishing, by the wireless terminal, an RRC connection with the second base station through a random access procedure;
transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station,
the epidemic prevention information rapid transmission method based on the wireless terminal comprises the following steps:
if the link quality of the second wireless link is judged to be better than the link quality of the first wireless link and reaches the first compensation value, the wireless terminal sends a measurement report to the first base station;
sending, by the first base station, a handover request to the second base station in response to receiving the measurement report;
in response to receiving the handover request, determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal;
if the second base station is judged to allow the establishment of RRC connection with the wireless terminal, generating an RRC configuration message for the wireless terminal by the second base station, wherein the RRC configuration message for the wireless terminal comprises a first RRC configuration, and the first RRC configuration comprises a configuration for random access to the second base station;

sending, by the first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, and wherein the selective handover command includes the RRC configuration message for the wireless terminal;
determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
if the link quality of the current first radio link is judged to be lower than the fifth threshold, the first RRC configuration is applied by the radio terminal;
establishing, by the wireless terminal, an RRC connection with the second base station through a random access procedure;
transmitting, by the wireless terminal, the epidemic prevention information to the second base station in response to establishing the RRC connection with the second base station.
2. The method for rapidly transmitting epidemic prevention information based on wireless terminal as claimed in claim 1, wherein the method for rapidly transmitting epidemic prevention information based on wireless terminal comprises the following steps:
if the link quality of the second wireless link is judged to be higher than the fourth threshold and the link quality of the first wireless link is judged to be lower than the third threshold, a measurement report is sent to the first base station by the wireless terminal;
sending, by the first base station, a handover request to the second base station in response to receiving the measurement report;
in response to receiving the handover request, determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal;
if the second base station is judged to allow the establishment of RRC connection with the wireless terminal, generating an RRC configuration message for the wireless terminal by the second base station, wherein the RRC configuration message for the wireless terminal comprises a first RRC configuration, and the first RRC configuration comprises a configuration for random access to the second base station;
sending, by a second base station, a handover confirmation message to the first base station in response to generating the RRC configuration message for the wireless terminal, wherein the RRC configuration message for the wireless terminal is included in the handover confirmation message;
sending, by the first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, and wherein the selective handover command includes the RRC configuration message for the wireless terminal;
determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
if the link quality of the current first radio link is judged to be lower than the fifth threshold, the first RRC configuration is applied by the radio terminal;
establishing, by the wireless terminal, an RRC connection with the second base station through a random access procedure;
transmitting, by the wireless terminal, the epidemic prevention information to the second base station in response to establishing the RRC connection with the second base station.
3. An epidemic prevention information rapid transmission system based on a wireless terminal, which is characterized in that the epidemic prevention information rapid transmission system based on the wireless terminal comprises:
means for collecting epidemic prevention information by a wireless terminal;
means for monitoring, by a wireless terminal, system information transmitted by a first base station, wherein the system information includes at least a configuration for a measurement report triggering event, and wherein the system information indicates to the wireless terminal a first threshold, a second threshold, a first backoff value, a third threshold, and a fourth threshold;
means for establishing, by a wireless terminal, an RRC connection with a first base station in response to monitoring system information transmitted by the first base station;
means for listening, by a wireless terminal, for a first reference signal transmitted by a first base station and for a second reference signal transmitted by a second base station;
means for determining, by a wireless terminal, a link quality of a first wireless link between the wireless terminal and the first base station based on the first reference signal;
means for determining, by a wireless terminal, a link quality of a second wireless link between the wireless terminal and the second base station based on the second reference signal;
means for sending, by a wireless terminal, a measurement report to the first base station if the link quality of the first wireless link is determined to be below the first threshold;
means for transmitting, by a first base station, a handover request to the second base station in response to receiving the measurement report;
means for determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal in response to receiving the handover request;
means for generating, by a second base station, an RRC configuration message for the wireless terminal if it is determined that the second base station allows RRC connection with the wireless terminal, wherein the RRC configuration message for the wireless terminal includes a first RRC configuration including a configuration for random access to the second base station;
means for transmitting, by a second base station, a handover confirmation message to the first base station in response to generating an RRC configuration message for the wireless terminal, wherein the RRC configuration message for the wireless terminal is included in the handover confirmation message;
means for transmitting, by a first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, wherein the selective handover command includes the RRC configuration message for the wireless terminal;
means for determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command, wherein the fifth threshold is less than the first threshold;
means for applying, by the wireless terminal, the first RRC configuration if the link quality of the current first radio link is determined to be below the fifth threshold;
means for establishing, by a wireless terminal, an RRC connection with the second base station through a random access procedure;
means for transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station,
the epidemic prevention information rapid transmission system based on the wireless terminal comprises:
means for sending, by the wireless terminal, a no-handover indication to the first base station if it is determined that the link quality of the current first wireless link is higher than the fifth threshold;
means for storing, by the wireless terminal, the first RRC configuration if it is determined that the link quality of the current first radio link is higher than the fifth threshold;
means for generating, by a first base station, a second RRC configuration message for the wireless terminal in response to receiving the no-handover indication, wherein the second RRC configuration message for the wireless terminal includes a second RRC configuration comprising a configuration for transmitting an RRC message to the first base station;
means for transmitting, by a first base station, the second RRC configuration message for the wireless terminal to the wireless terminal in response to generating the second RRC configuration message for the wireless terminal;
means for applying, by a wireless terminal, the second RRC configuration in response to receiving the second RRC configuration message;
means for transmitting, by a wireless terminal, the epidemic prevention information to the first base station in response to applying the second RRC configuration,
the epidemic prevention information rapid transmission system based on the wireless terminal comprises:
means for continuing, by the wireless terminal, to determine whether the link quality of the first wireless link is below the first threshold in response to determining that the link quality of the current first wireless link is above the fifth threshold;
means for sending, by a wireless terminal, a measurement report to the first base station if the link quality of the first wireless link is determined to be below the first threshold;
means for transmitting, by a first base station, a handover request to the second base station in response to receiving the measurement report, wherein the handover request includes an indication of an identity of the wireless terminal;
means for determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal in response to receiving the handover request;
means for determining, by the second base station, whether an RRC configuration message for the wireless terminal has been sent to the wireless terminal if it is determined that the second base station allows the RRC connection to be established with the wireless terminal;
means for transmitting, by a second base station, a handover confirmation message to the first base station if it is determined that the RRC configuration message for the wireless terminal has been transmitted to the wireless terminal, wherein the RRC configuration message for the wireless terminal is no longer included in the handover confirmation message;
means for transmitting, by a first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold and an indication of using a previously received first RRC configuration, wherein the RRC configuration message for the wireless terminal is no longer included in the selective handover command;
means for determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
means for applying, by the wireless terminal, the saved first RRC configuration if it is determined that the link quality of the current first radio link is below the fifth threshold;
means for establishing, by a wireless terminal, an RRC connection with the second base station through a random access procedure;
means for transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station,
the epidemic prevention information rapid transmission system based on the wireless terminal comprises:
means for sending, by a wireless terminal, a measurement report to the first base station if it is determined that the link quality of the second wireless link is better than the link quality of the first wireless link by the first compensation value;
means for transmitting, by a first base station, a handover request to the second base station in response to receiving the measurement report;
means for determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal in response to receiving the handover request;
means for generating, by a second base station, an RRC configuration message for the wireless terminal if it is determined that the second base station allows RRC connection with the wireless terminal, wherein the RRC configuration message for the wireless terminal includes a first RRC configuration including a configuration for random access to the second base station;
means for transmitting, by a second base station, a handover confirmation message to the first base station in response to generating an RRC configuration message for the wireless terminal, wherein the RRC configuration message for the wireless terminal is included in the handover confirmation message;
means for transmitting, by a first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, wherein the selective handover command includes the RRC configuration message for the wireless terminal;
means for determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
means for applying, by the wireless terminal, the first RRC configuration if the link quality of the current first radio link is determined to be below the fifth threshold;
means for establishing, by a wireless terminal, an RRC connection with the second base station through a random access procedure;
means for transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station.

means for sending, by a wireless terminal, a measurement report to the first base station if it is determined that the link quality of the second wireless link is above the fourth threshold and the link quality of the first wireless link is below the third threshold;
means for transmitting, by a first base station, a handover request to the second base station in response to receiving the measurement report;
means for determining, by a second base station, whether the second base station allows an RRC connection to be established with the wireless terminal in response to receiving the handover request;
means for generating, by a second base station, an RRC configuration message for the wireless terminal if it is determined that the second base station allows RRC connection with the wireless terminal, wherein the RRC configuration message for the wireless terminal includes a first RRC configuration including a configuration for random access to the second base station;
means for transmitting, by a second base station, a handover confirmation message to the first base station in response to generating an RRC configuration message for the wireless terminal, wherein the RRC configuration message for the wireless terminal is included in the handover confirmation message;
means for transmitting, by a first base station, a selective handover command to the wireless terminal in response to receiving the handover confirmation message, wherein the selective handover command includes an indication of a fifth threshold, wherein the selective handover command includes the RRC configuration message for the wireless terminal;
means for determining, by the wireless terminal, whether a link quality of a current first wireless link is above a fifth threshold in response to receiving the selective handover command;
means for applying, by the wireless terminal, the first RRC configuration if the link quality of the current first radio link is determined to be below the fifth threshold;
means for establishing, by a wireless terminal, an RRC connection with the second base station through a random access procedure;
means for transmitting, by a wireless terminal, the epidemic prevention information to the second base station in response to establishing an RRC connection with the second base station.
