In order to facilitate a better understanding of the embodiments of the present invention, the following technical points are first described.
1. Regarding terminal capabilities.
It is first noted that the capabilities of the terminal can be divided into two types, wireless capabilities and core network capabilities. For wireless capability, the terminal may report the wireless capability of the terminal according to the request of the network. For core network capabilities, the terminal may report the network capabilities of the terminal at registration. The terminal may support a plurality of frequency bands (bands) and frequencies (frequencies). With the introduction of CA (Carrier Aggregation carrier aggregation) and DC (Dual Connectivity dual connectivity) technologies, various possible band combinations need to be arranged and combined, and the band combinations supported by the respective terminal manufacturers may be different, resulting in particularly large wireless capability. In addition, as networks evolve, more and more features are introduced into the networks, different features often require different wireless capabilities and network capabilities. For relevant network characteristics, the terminal needs to inform the network of whether or not supported information.
2. Identification information about the capabilities of the terminal.
In order to reduce the overhead caused by reporting the terminal capability, the terminal can be provided with identification information of the terminal capability. Identification information of terminal capabilities (which may be simply referred to as terminal capability identification information) may be used to identify terminal capability set information. The terminal capability identification information and the terminal capability set information have a mapping relation, and the terminal capability set can be mapped through the terminal capability identification information. A method for optimizing the terminal capability signaling is that the terminal only reports the identification information indicating the terminal capability set to the network. The network can map the identification information of the terminal capability to obtain a terminal capability set. Because the size of the terminal capability identification information is smaller than that of the terminal capability, the effect of saving capability signaling optimization can be achieved. The functions may be referred to as terminal capability optimization.
The identification information of the terminal capabilities may be assigned by the network or by the terminal manufacturer.
And the terminal reports the identification information of the terminal capability distributed by the terminal manufacturer to the network. The terminal is required to report the terminal capability set to the network in the mode of the terminal capability identification allocated to the network, and then the network sends the terminal capability identification information mapped by the terminal capability set to the terminal. Therefore, the network behavior corresponding to the two modes is different and corresponds to different network capabilities.
For the same terminal capability set, the terminal capability set can have the identification information of the terminal capability allocated by a network and the identification information of the terminal capability allocated by a terminal manufacturer, and only the identification information of the terminal capability allocated by the network, the identification information of the terminal capability allocated by the terminal manufacturer or the identification information of no terminal capability.
The terminal capability identification information allocated by the terminal manufacturer may be simply referred to as terminal capability identification information related to the terminal manufacturer. The identification information of the terminal capability allocated by the network may be simply referred to as network-related terminal capability identification information.
In order to support the terminal capability signaling optimization, the following problems are also solved:
Problem 1: terminal capability signaling optimization itself also requires a capability. If the network wants to allocate a terminal capability identification information for the terminal capability set of the terminal, it is unclear whether the terminal supports the capability of the network for allocating the terminal capability identification.
When the network receives the terminal capability identification information distributed by the terminal manufacturer and sent by the terminal, if the terminal capability set mapped by the terminal capability identification information distributed by the terminal manufacturer does not exist, if the network wants to map a network related terminal capability identification information for the terminal, it is unclear whether the terminal supports the first capability.
If the terminal closes the capacity signaling optimizing capacity related to the terminal manufacturer. The terminal capability identification information associated with the terminal manufacturer is not available to the terminal. At this time, it is not clear by the network whether to fall back to the operation before the capability signaling optimization, or to allocate a network-related terminal capability identification information to the terminal.
Problem 2: the notification of the network terminal to shut down the terminal manufacturer related capability signaling optimization capability and/or the network related capability signaling optimization capability is not supported at present.
Problem 3: when the terminal needs to report the terminal capability identification to the network, if the terminal has the identification information of the terminal capability allocated by the network and the identification information of the terminal capability allocated by a terminal manufacturer for the same terminal capability set. It is not clear whether the terminal reports the identification information of the terminal capability or reports the identification information of the terminal capability allocated by the network and the identification information of the terminal capability allocated by the terminal manufacturer at the same time.
Problem 4: an operator may support multiple types of networks (e.g., multiple radio access technologies or multiple network system types), and network identities of multiple networks of the same operator may be different (e.g., PLMN IDs for WCDMA and LTE may be different). In addition, one network may be shared multiple times by multiple operators. When the network allocation mode is adopted, the identification of the terminal capability allocated by the network can be applicable to a plurality of networks, and is not only applicable to the network to which the terminal is currently accessed. At present, it is not clear to the terminal whether the identification information of the terminal capability is applicable to other networks and to which other networks in addition to the current access network.

In another embodiment, the first information does not include terminal capability identification information related to a terminal manufacturer and terminal capability identification information related to a network. It is to be understood that when there is no terminal capability identification information, the terminal capability set of the terminal cannot be known, so that the terminal capability needs to be acquired.

Illustratively, the information of whether the received terminal supports the first capability indicates that the terminal supports the first capability, or the terminal has the first capability is derived from a network-related terminal capability identification of the received terminal.
Illustratively, receiving information of whether the terminal supports the second capability confirms that the terminal does not support the second capability.
In one embodiment, the terminal begins to support the second capability. The first communication equipment receives terminal capability identification information related to a terminal manufacturer of the terminal, and maps to obtain a terminal capability set. Subsequently, the terminal turns off the second capability. The first communication device receiving information of whether the terminal supports the second capability indicates that the terminal does not support the second capability. The terminal capability identity associated with the terminal manufacturer will no longer apply but the network still wants to continue with the terminal capability signalling optimisation. At this time, the first communication device may configure network-related terminal capability identification information for a terminal capability set of the terminal. Therefore, when the terminal does not support the second capability and/or the terminal has the first capability, the network-related terminal capability identification information is configured for the terminal capability set of the terminal.
In one embodiment, the received terminal capability identification information is terminal capability identification information related to a terminal manufacturer, and the terminal capability identification information related to the terminal manufacturer is a terminal capability set without mapping. After the terminal capability set of the terminal is obtained, the first communication device may configure network-related terminal capability identification information for the terminal capability set of the terminal. Therefore, when the terminal capability set related to the terminal manufacturer has no mapping to the terminal capability identification information and/or the terminal has the first capability, the terminal capability identification information related to the network is configured for the terminal capability set of the terminal.
In one embodiment, the terminal manufacturer-associated terminal capability identification information is a terminal capability set without mapping. In one embodiment, the terminal support first capability may be deduced by receiving network-related terminal capability identification information.
In one embodiment, the terminal supporting the second capability may be deduced by receiving terminal capability identification information associated with the terminal manufacturer.
Step 402: and executing a third correlation operation of terminal capability optimization according to the correlation information of the terminal capability identification related to the network.
In the embodiment of the present invention, the relevant information of the terminal capability identifier may include at least one of the following:
(1) Network-related terminal capability identification;
(2) Network identification information of a network to which the network-related terminal capability identification is applicable;
(3) Indication information of whether the terminal is unique to the terminal capability identification;

Optionally, the third related operation may include at least one of:
(1) Determining whether to send network-related terminal capability identities to the accessed network, optionally;
(2) Determining whether to transmit a terminal capability set at the time of handover;
(3) It is determined whether to send the terminal capability set at the time of terminal context acquisition.
In one embodiment, the "access network" in (1) is a network requesting access, or a network selecting access. The accessed network may be different from the first network, wherein the first network is a network that transmits information related to a terminal capability identification associated with the network.
Further, determining whether to send the network-related terminal capability identification to the accessed network may include:
when the first condition is met, sending a terminal capacity identifier related to the network to an accessed network; alternatively, when the first condition is not satisfied, at least one of: the method comprises the steps of sending terminal capability identification information related to a terminal manufacturer to an accessed network, sending terminal capability identification information related to a non-accessed network to the accessed network, and sending first capability to the accessed network, wherein the first capability is the capability of optimizing terminal capability signaling based on network distribution terminal capability identification.
Alternatively, the first condition may include:

In one embodiment, the network identifier (e.g., the selected PLMN ID) of the network requested to be accessed or the network selected to be accessed does not belong to the network identifier of the network to which the network-related terminal capability identification information applies, and then the network accessed may be considered to be the network to which the network-related terminal capability identification applies.
Further, determining whether to transmit the terminal capability set at the time of handover or at the time of terminal context acquisition may include at least one of:

and when the second condition is not satisfied, not transmitting the terminal capability set.
Optionally, the second condition may include: the network-related terminal capability identity is a terminal capability identity unique to the terminal.
Optionally, before receiving the related information of the network related terminal capability identifier, the method further includes:
transmitting first information, the first information comprising at least one of: terminal manufacturer related terminal capability identification information, network related terminal capability identification information, indication information requesting to allocate terminal capability identification for the terminal, information whether the terminal supports capability of terminal capability signaling optimization, information whether the terminal supports first capability and information whether the terminal supports second capability.
In the embodiment of the invention, the terminal capacity identification related to the application terminal and the terminal capacity identification related to the network are supported at the same time, the terminal capacity signaling optimization of different terminal capacities is more flexibly applicable, and the capacity reporting signaling is further optimized.
Referring to fig. 5, a flow of CN network element distributing network related terminal capability identification information is shown, and specific steps are as follows:
step 501: the UE sends the terminal capacity identification related information to the CN network element through the RAN network element.
The terminal capability identification related information comprises at least one of the following: terminal manufacturer related terminal capability identification, whether the terminal supports the information of the first capability (at this time, the first capability may be core network capability). The first capability is a capability optimized based on terminal capability signaling of network distribution terminal capability identification. The first capability may include at least one of: the ability of the terminal ability label is distributed by the network, and the ability of the terminal ability label is sent to the network.
Specifically, the UE may send the terminal capability identification related information in two ways.
Mode one:
in step 501a, the ue sends an initial registration request message to a CN (core network) network element through a RAN (radio access network) network element. The initial registration request message contains information related to terminal capability identification.
Mode two:
in step 501b.1, the ue sends a message 3, such as an RRC setup request, to the RAN network element.
In step 501b.2, the ran network element sends a message 4, such as RRC setup, to the UE.
In step 501b.3, the ue sends a message 5 to the RAN network element, such as RRC setup complete. The RRC setup complete message includes information related to terminal capability identification.
Step 501b.4, the ran network element sends an initial UE message to the CN network element. The initial UE message contains the related information of the terminal capability identification.
Step 502: the CN network element sends an initial context setup request to the RAN network element.
And when the condition is met, no UE wireless capability cell exists in the initial context establishment request or a terminal capability set is acquired.
Meeting condition one may include at least one of:
(1) Terminal capability identification related to terminal manufacturer has no mapping terminal capability;
(2) When the terminal capability identifier related to the terminal manufacturer is not included in step 501;
(3) The network related terminal capability identification is not applicable to the network to which the terminal is currently connected;
steps 503 and 504 are related procedures of initial context establishment.
Step 505: when there is no UE radio capability cell in the initial context setup request in step 502, the RAN network element sends a UE capability query message to the UE.
Step 506: the UE sends UE capability information to the RAN network element.
Step 507: the RAN network element sends a UE capability information indication message to the CN network element, wherein the UE capability information indication message comprises a container of the UE wireless capability. Generally, the UE radio capability container is kept on the CN side. The CN does not understand the content therein.
In another embodiment, the RAN network element learns whether the UE has a capability of network allocating a terminal capability identifier according to the received UE capability information. When the UE has the capability of network allocation terminal capability identification, the RAN network element sends the capability of the UE with the network allocation terminal capability identification to the CN network. Illustratively, the UE capability information indication message includes a capability of the UE having a network allocation terminal capability identifier.
Step 508: according to the capability of the UE for distributing the terminal capability identifier by the network, the CN network element distributes or maps a terminal capability identifier distributed by the network for the acquired wireless capability of the UE.
The CN network element sends terminal capacity identification information distributed by the network to the RAN network element and the UE respectively. The identification information of the terminal capability allocated by the network comprises at least one of the following items: network assigned terminal capability identification, network identification (e.g., PLMN ID, or NPN ID) of the network to which the terminal capability identification applies. In one embodiment, the network-assigned terminal capability identification may be applicable to multiple networks. Thus, the network identity of the network to which the terminal capability identity applies may be plural.
Step 509: the CN network element sends a UE context update request message to the RAN network element. The UE context update request message includes: and the network distributes the identification information of the terminal capability and NAS information.
The NAS message is not a UE configuration update request message. The UE configuration update request message includes: and the identification information of the terminal capability allocated by the network.
In step 510, the ran network element sends a downlink information transfer message to the UE. The downstream information transfer message contains the NAS message received from step 509.
Subsequently, when the RAN switches the UE between PLMNs, it needs to determine whether the identity of the terminal capability is applicable according to the network identity information to which the identity of the terminal capability is applicable. Similarly, when the UE accesses a new network (e.g., PLMN), it needs to determine whether the identifier of the terminal capability is applicable according to the network identifier information applicable to the terminal capability identifier. When not applicable, the CN network element may reassign the terminal capability identity.
In the switching process or the context obtaining process, the information of whether the terminal supports the first capability needs to be transferred between the CN network elements or the RAN network elements.
Referring to fig. 6, another flow of CN network element distributing network related terminal capability identification information is shown, and specific steps are as follows:
step 601: the UE sends the terminal capacity identification related information to the CN network element through the RAN network element.
The terminal capability identification related information comprises at least one of the following: network-related terminal capability identification, terminal manufacturer-related terminal capability identification.
The UE may send the terminal capability identity related information in two ways.
Mode one:
in step 601a, the ue sends an initial registration request message to a CN (core network) network element through a RAN (radio access network) network element. The initial registration request message contains information related to terminal capability identification.
Mode two:
in step 601b.1, the ue sends a message 3, such as an RRC setup request, to the RAN network element.
In step 601b.2, the ran network element sends a message 4, such as RRC setup, to the UE.
Step 601b.3, the ue sends a message 5 to the RAN network element, e.g. RRC setup complete. The RRC setup complete message includes information related to terminal capability identification.
Step 601b.4, the ran network element sends an initial UE message to the CN network element. The initial UE message contains the related information of the terminal capability identification.
Step 602: the CN network element sends an initial context setup request to the RAN network element.
According to the terminal capability identification related to the network, the CN network element confirms that the UE has the capability of the terminal capability identification distributed by the network.
And when the second condition is met, no UE wireless capability cell exists in the initial context establishment request or a terminal capability set is acquired.
Meeting condition two includes at least one of the following:
(1) Network-related terminal capability identification does not have mapped terminal capability;
(2) When the network-related terminal capability identifier is not included in step 601;
(3) The network-related terminal capability identification is not applicable to the network to which the terminal is currently connected.
Steps 603 and 604 are related processes of initial context establishment.
Step 605: when there is no UE radio capability cell in the initial context setup request in step 602, the RAN network element sends a UE capability query message to the UE.
Step 606: the UE sends UE capability information to the RAN network element.
Step 607: the RAN network element sends a UE capability information indication message to the CN network element, wherein the UE capability information indication message comprises a container of the UE wireless capability. Generally, the UE radio capability container is kept on the CN side. The CN does not understand the content therein.
Steps 608 and 609 are the same as steps 508 and 509 in fig. 5, and will not be described again here.
