in response to receiving the request message, the second base station determining whether the second base station is operating in a first state, wherein the request message indicates a plurality of radio bearers to be transferred by the first base station;
if the second base station is judged to work in the first state, the second base station judges whether the second base station can receive the radio bearer of the first base station;
if the second base station is judged to be capable of receiving the radio bearer of the first base station, the second base station sends the first indication to the first base station;
notifying, by the first base station, the mobile terminal to transfer in response to receiving the first indication;
establishing, by the mobile terminal, an RRC connection with the second base station in response to receiving the notification to transfer;
sending, by the mobile terminal to the first base station, a notification of successful establishment of an RRC connection with the second base station after the mobile terminal establishes the RRC connection with the second base station;
in response to receiving the notification of successful establishment of the RRC connection with the second base station, transferring, by the first base station, the plurality of radio bearers to be transferred indicated in the request message to the second base station;
and if the second base station cannot receive the plurality of radio bearers, discarding one or more radio bearers which cannot be received by the second base station, wherein the second base station informs the mobile terminal to retransmit access control information included in the discarded one or more radio bearers.
3. The intelligent 5G-based cell gate inhibition management method of claim 2, wherein: the intelligent community access control management method based on the 5G comprises the following steps:
retransmitting, by the mobile terminal, the discarded information to the second base station in response to receiving the notification to retransmit;
the mobile terminal sends subsequently collected access control management information to the second base station;
and the second base station forwards the received access control management information to an access control management center.
4. The intelligent 5G-based cell gate inhibition management method of claim 1, wherein: the intelligent community access control management method based on the 5G comprises the following steps:
in response to receiving the request message, the second base station determining whether the second base station is operating in a second state, wherein the request message indicates a plurality of radio bearers to be transferred by the first base station;
if the second base station is judged to work in the second state, judging which radio bearers of the plurality of radio bearers to be transferred can be received by the second base station;
sending, by the second base station, a second indication to the first base station in response to determining which of the plurality of radio bearers to be transferred can be received, the second indication indicating one or more radio bearers that the second base station can receive;
sending, by the first base station, a second notification to the mobile terminal in response to receiving the second indication, wherein the second notification is used to notify the mobile terminal of the transfer and to notify the mobile terminal of one or more radio bearers that the second base station is capable of receiving;
establishing, by the mobile terminal, an RRC connection with the second base station in response to receiving the second notification;
sending, by the mobile terminal to the first base station, a notification of successful establishment of an RRC connection with the second base station after the mobile terminal establishes the RRC connection with the second base station;
in response to receiving the notification of successful establishment of the RRC connection with the second base station, transferring, by the first base station, one or more radio bearers to the second base station that the second base station is capable of receiving.
5. The intelligent 5G-based cell gate inhibition management method of claim 4, wherein: the intelligent community access control management method based on the 5G comprises the following steps:
sending, by the mobile terminal, the collected access control management information to the first base station and the second base station, respectively, based on the second notification;
and the first base station and the second base station forward the received access control management information to an access control management center.

a unit for receiving access control management information by a mobile terminal;
means for establishing, by the mobile terminal, an RRC connection with a first base station;
means for receiving, by the mobile terminal, a first reference signal transmitted by the first base station and a second reference signal transmitted by a second base station;
means for generating, by the mobile terminal, a link quality measurement report based on the received first reference signal and second reference signal;
means for transmitting, by the mobile terminal, the link quality measurement report from the first base station;
means for sending, by the first base station, a request message to the second base station if the first base station determines, based on the link quality measurement report, that a radio bearer needs to be transferred to the second base station;
means for transmitting, by the second base station, a first indication or a second indication to the first base station in response to receiving the request message;
means for controlling, by the first base station, the mobile terminal to operate based on the first indication or the second indication.
7. The intelligent 5G-based cell gate inhibition management system according to claim 6, wherein: the intelligent community access control management system based on the 5G comprises:
means for determining, by the second base station, whether the second base station is operating in a first state in response to receiving the request message, wherein the request message indicates a plurality of radio bearers to be transferred by the first base station;
means for determining, by the second base station, whether the second base station is capable of receiving a radio bearer of the first base station if it is determined that the second base station is operating in the first state;
means for sending, by the second base station, the first indication to the first base station if it is determined that the second base station is capable of receiving the radio bearer of the first base station;
means for notifying, by the first base station, the mobile terminal to transfer in response to receiving the first indication;
means for establishing, by the mobile terminal, an RRC connection with a second base station in response to receiving the notification to transfer;
means for transmitting, by the mobile terminal to the first base station, a notification of successful establishment of an RRC connection with a second base station after the mobile terminal establishes the RRC connection with the second base station;
means for transferring, by the first base station, the plurality of radio bearers to be transferred indicated in the request message to the second base station in response to receiving the notification of successful establishment of the RRC connection with the second base station;
means for discarding, by the second base station, one or more radio bearers that cannot be received if the second base station cannot receive the plurality of radio bearers, wherein the second base station notifies the mobile terminal to retransmit access control information included in the discarded one or more radio bearers.
8. The intelligent 5G-based cell access control management system of claim 7, wherein: the intelligent community access control management system based on the 5G comprises:
means for retransmitting, by the mobile terminal, the discarded information to the second base station in response to receiving the notification to retransmit;
a unit for transmitting subsequently collected access control management information to the second base station by the mobile terminal;
and the second base station is used for forwarding the received access control management information to an access control management center.
9. The intelligent 5G-based cell gate inhibition management system according to claim 6, wherein: the intelligent community access control management system based on the 5G comprises:
means for determining, by the second base station, whether the second base station is operating in a second state in response to receiving the request message, wherein the request message indicates a plurality of radio bearers to be transferred by the first base station;
means for determining, by the second base station, which radio bearers of a plurality of radio bearers to be transferred can be received if it is determined that the second base station is operating in the second state;
means for sending, by the second base station to the first base station, a second indication indicating one or more radio bearers that the second base station is capable of receiving in response to determining which of the plurality of radio bearers to be transferred are capable of being received;
means for transmitting, by the first base station, a second notification to the mobile terminal in response to receiving the second indication, wherein the second notification is to notify the mobile terminal to transfer and to notify the mobile terminal of one or more radio bearers that the second base station is capable of receiving;
means for establishing, by the mobile terminal, an RRC connection with the second base station in response to receiving the second notification;
means for transmitting, by the mobile terminal to the first base station, a notification of successful establishment of an RRC connection with the second base station after the mobile terminal establishes the RRC connection with the second base station;
means for transferring, by the first base station, one or more radio bearers that the second base station is capable of receiving to the second base station in response to receiving the notification of successful establishment of the RRC connection with the second base station.
10. The intelligent 5G-based cell access control management system of claim 9, wherein: the intelligent community access control management system based on the 5G comprises:
a unit configured to send, by the mobile terminal, the collected access control management information to the first base station and the second base station, respectively, based on the second notification;
and the first base station and the second base station are used for forwarding the received access control management information to an access control management center.
