the Bluetooth terminal sends a second broadcast signal to a pre-connected mobile phone terminal so as to establish Bluetooth connection with the mobile phone terminal;
after the connection between the Bluetooth terminal and the mobile phone terminal is established, sending an inquiry instruction to a network manager, wherein the inquiry instruction is used for inquiring whether the connection between the mobile phone terminal and the network manager is established;
if the connection between the mobile phone terminal and the network manager is established, the Bluetooth terminal transmits data to the mobile phone terminal in a Bluetooth transmission mode so that the mobile phone terminal can transmit the data to the network manager which is connected with the mobile phone terminal in advance;
if the connection between the mobile phone terminal and the network manager is not established, the Bluetooth terminal directly sends an instruction to the mobile phone terminal so as to inform the mobile phone terminal of establishing the connection with the network manager, or the Bluetooth terminal sends an instruction to the network manager through the Bluetooth beacon and informs the mobile phone terminal of establishing the connection with the network manager through the network manager.

the notification unit is used for directly sending an instruction to the mobile phone terminal so as to notify the mobile phone terminal to establish connection with the network manager if the connection between the mobile phone terminal and the network manager is not established, or sending an instruction to the network manager by the bluetooth beacon through the bluetooth terminal and notifying the mobile phone terminal to establish connection with the network manager through the network manager;
and the second sending unit is used for transmitting data to the Bluetooth beacon in a Bluetooth transmission mode by the Bluetooth terminal when the mobile phone terminal cannot establish connection with the network manager or a connection signal is weak, so that the Bluetooth beacon can transmit the data to the network manager connected with the Bluetooth beacon in advance.
