Method and device for reporting measurement report
Technical Field
The present invention relates to the field of communications, and in particular, to a method and an apparatus for reporting a measurement report.
Background
A Home base station (Home eNB, HeNB for short) is a small and low power base station, and is deployed in indoor places such as homes and offices. The main purpose of the home base station is to provide higher service rate to the user and reduce the cost required for using high-rate service, and at the same time, make up the insufficient coverage of the existing distributed cellular wireless communication system.
Fig. 1 shows a network architecture of a home base station in a Long Term Evolution (LTE) advanced system proposed by the Third Generation Partnership project (3 GPP). The core network element includes a Mobile Management Entity (MME) and a Serving Gateway (S-GW). The MME assumes mobility management related functions of a User Equipment (UE). The S-GW performs data routing processing on the user plane, terminates downlink data of the UE in an idle state, and manages and stores a Bearer (E-UTRAN Radio Access Bearer, abbreviated as ERAB) context of the UE. An Evolved Universal Radio Access Network (Evolved Universal Radio Access Network) is composed of a HeNB and a home base station Gateway (HeNB Gateway, abbreviated as HeNB GW). The HeNB completes connection with a core network element based on a core network interface protocol defined in the standard, and accesses the UE based on an air interface protocol defined in the standard. To a large extent, the HeNB bears no difference in functionality from a common Macro base station (Macro eNB). Based on the requirement of network planning, in some deployment scenarios, a new network element may be introduced between the HeNB and the network element of the core network: the HeNB GW can bear part of the management function of the home base station.
In the existing LTE system, various operation flows for reporting a measurement report by the UE and contents of the measurement report are defined, which includes a scenario in which a neighboring cell is a home base station. When the system configures the UE to acquire and report the system information of the neighboring cell, the UE receives the system information of the neighboring cell and may perform the following measurement report operations according to the configuration of the base station: 1) the UE may obtain cell identification information of the neighboring cell according to the configuration of the base station, where the cell identification information may include a cell physical identifier, a cell global identifier, a cell tracking area identifier, and a list of all operator identifiers supported by the cell, and when the neighboring cell supports a Closed Subscriber Group (CSG) and a hybrid operating mode, the UE may further include CSG identification information of the neighboring cell and access identity information of the UE to the neighboring cell; 2) the UE may further not obtain and correspondingly not report the operator list information supported by the neighboring cell based on 1) according to the configuration of the base station, thereby accelerating the reporting of the system information of the neighboring cell and further accelerating the operation of the base station. In an existing system architecture, when a cell supports a closed subscriber group and a hybrid working mode, and when a UE verifies an access capability of the UE to the cell, only a CSG ID broadcasted by the cell and a unique identifier configured by the cell are used, and the CSG access verification is performed on a combined identifier of a Primary Public Land Mobile Network (PPLMN) or one PLMN of multiple PLMNs configured by the cell to obtain the access capability of the UE and perform a reporting operation. The PPLMN here is generally an operator identity (PLMN ID) to which the cell belongs, and is a component of a globally unique identity of the cell. Based on the existing system architecture, the above-mentioned UE reporting operation flow and content are both a scenario in which the CSG ID broadcasted by the neighboring cell is combined with only the unique PLMN broadcasted by the neighboring cell or one PLMN of multiple PLMNs configured by the neighboring cell to form a CSG access verification identifier, and the UE also reports only one kind of identity information.
As wireless systems further develop, a network configuration requirement that a CSG ID broadcasted by a cell is combined with a plurality of PLMN IDs broadcasted by the cell to form a combined identifier for verifying the UE access capability is further proposed, and a measurement reporting method of a UE for a neighboring cell broadcast CSG ID scenario in the related art is not sufficient to support the new requirement.
Disclosure of Invention
The invention provides a method and a device for reporting a measurement report, which at least solve the problem that the measurement report method of UE aiming at the broadcasting CSG ID scene of an adjacent cell in the related technology is not enough to support new requirements.
According to an aspect of the present invention, a method for reporting a measurement report is provided, including: the UE determines the information of the access capability of the UE for accessing the adjacent cell; and the UE carries the information of the access capability in a measurement report for reporting.

the first method is as follows: the UE carries the multiple PLMN IDs or the PLMN ID and the corresponding access capability in the measurement report according to a correspondence between the access capability of the UE corresponding to the combined identifier formed by the multiple PLMN IDs and the CSG ID, and the multiple PLMN IDs, where the PLMN ID may be used to indicate that the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID is a first preset access identity access, where the first preset access identity is one of: accessible, inaccessible, membership accessible, non-membership accessible.
The second method comprises the following steps: the UE divides the combined identifications with the same access capability in a plurality of combined identifications formed by the PLMN IDs and the CSG ID corresponding to the UE into a group, and the group uses the common access capability identification information to report.
The third method comprises the following steps: and the UE reports the measurement report according to the attribute of the adjacent cell and/or the corresponding relation of the reporting strategy of the measurement report.
Preferably, in the third mode, the UE may report in the following manner:
when the neighboring cell is a closed working mode cell, the UE determines whether only the PPLMN in the multiple PLMNs broadcasted by the neighboring cell meets the access condition, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the UE can be accessed corresponding to the access capability of the combined identifier formed by the PLMN ID and the CSG ID;
if the judgment result is yes, the UE performs one of the following operations:
operation one: the UE carries a cell global identity (ECGI) in an evolution system including a PPLMN ID in the measurement report, and carries information of access capability of the UE corresponding to a combined identity of the PPLMN ID and the CSG ID in the ECGI;
and operation II: the UE carries the ECGI including the PPLMN ID and the PLMN ID list including the PPLMN ID in the measurement report, and carries the information of the access capability of the UE relative to the combined identifier formed by the PPLMN ID and the CSG ID in the PLMN ID list;
if the judgment result is negative, the UE executes one of the following operations:
operation three: the UE carries an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID in the measurement report, and carries information of the access capability of the UE corresponding to the combined identification of the PPLMN ID and the CSG ID in the ECGI and information of the access capability of the UE corresponding to the combined identification formed by each PLMN ID and the CSG ID in the PLMN ID list;
and operation four: the UE carries the ECGI of the PPLMN ID and a PLMN ID list which can include the PPLMN ID in the measurement report, and carries the information of the access capability of the UE relative to the combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list;
the PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
In order to reduce the signaling load, the access capability information is indicated by one of the following methods: adding a new cell in the measurement report, and indicating the access capability of the UE to the combined identifier formed by the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell; the access capability information is identified by extending the meaning of an existing cell and/or the existing combination of cells in the measurement report.
The PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a second preset access identity, where the second preset access identity includes: accessible or not.
Preferably, the UE may report according to the correspondence between the attribute of the neighboring cell and the reporting policy of the measurement report, in the following manner: when the neighboring cell is the hybrid operating mode cell, the UE determines a PLMN meeting an access condition, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the access capability of the UE to the combined identifier of the PLMN ID and the CSG ID is member identity access;
the UE carries an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID in a measurement report, and carries the information of the access capability of the UE relative to the combined identification of the PPLMN ID and the CSG ID in the ECGI and the information of the access capability of the UE relative to the combined identification formed by each PLMN ID and the CSG ID in the PLMN ID list; or the UE carries the ECGI including the PPLMN ID and the PLMN ID list capable of including the PPLMN ID in the measurement report, and carries the information of the access capability of the UE relative to the combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list; or when the UE accesses the UE with non-membership identities corresponding to the combined identifiers of all PLMN IDs and CSG IDs that can serve the UE and are broadcast by the neighboring cell, the UE carries the PLMN IDs and PPLMN IDs that can serve the UE and are broadcast by the neighboring cell in the measurement report;
the PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
In implementation, in order to reduce the signaling load, the UE carries all PLMN IDs broadcasted by the neighboring cells in the measurement report, including:
adding a new cell in the measurement report, and indicating the access identity of the UE to the combined identifier of the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell;
the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a third preset access identity, where the third preset access identity includes: with membership or with non-membership.
In implementation, in order to reduce the signaling load, the access capability information is indicated by one of the following methods:

As a preferred embodiment, when acquiring a plurality of CSG IDs, the UE reports access capability information of the UE with respect to a combined identifier formed by each of the plurality of CSG IDs and a PLMN ID.
In order to improve the flexibility of sending the measurement report, the information of the access capability of each adjacent cell is reported through one measurement report, the information of the access capabilities of a plurality of adjacent cells is reported through one measurement report, or the information of the access capability of one adjacent cell is reported through a plurality of measurement reports.
Preferably, before the UE determines the information of the access capability of the UE to access the neighboring cell, the method further includes: the UE receives measurement configuration information sent by a serving base station, where the measurement configuration information includes a CGI for the serving base station to configure the UE to measure and acquire the neighboring cell, a measurement destination parameter configured by the serving base station to perform a UE handover operation, and/or a measurement configuration indication parameter newly added, and the measurement configuration indication parameter includes a measurement destination parameter and/or a measurement operation execution behavior control parameter.
Preferably, after the UE carries the information of the access capability in a measurement report for reporting, the method further includes: the UE performs handover of the UE to the neighboring cell under the control of the serving cell receiving the measurement report.
Preferably, the performing, by the UE, handover of the UE from the source base station to the neighboring cell under control of the serving cell receiving the measurement report includes:
when the combined identifier of the PPLMN ID and the CSG ID of the adjacent cell indicated in the measurement report is inaccessible relative to the UE, the source cell deselects the PLMN corresponding to the PPLMN ID as a serving PLMN from the UE to the target cell;
when the combined identifier formed by the PPLMN ID and the CSG ID of the neighboring cell indicated in the measurement report is accessed as the non-member identity with respect to the UE, and when the combined identifier of the PLMN ID and the CSG ID of the neighboring cell is accessed as the member identity with respect to the UE, the source cell preferentially selects the PLMN corresponding to the PLMN ID as the serving PLMN from the UE to the target cell.
As a preferred embodiment, the serving base station comprises one of: macro base station, micro base station, pico base station, relay base station. The preferred embodiment improves the access performance of heterogeneous networks.
It should be noted that the steps illustrated in the flowcharts of the figures may be performed in a computer system such as a set of computer-executable instructions and that, although a logical order is illustrated in the flowcharts, in some cases, the steps illustrated or described may be performed in an order different than presented herein.
In another embodiment, a reporting software of the measurement report is further provided, and the software is used for executing the technical solutions described in the above embodiments and the preferred embodiments.
In another embodiment, a storage medium is further provided, where the reporting software of the measurement report is stored in the storage medium, and the storage medium includes but is not limited to: optical disks, floppy disks, hard disks, erasable memory, etc.
The embodiment of the present invention further provides a device for reporting a measurement report, where the device may be applied to a UE, and the device for reporting a measurement report may be used to implement the method for reporting a measurement report and the preferred embodiment, which have been described and are not described again, and the following describes modules involved in the device for reporting a measurement report. As used below, the term "module" may be a combination of software and/or hardware that implements a predetermined function. While the systems and methods described in the following embodiments are preferably implemented in software, implementations in hardware, or a combination of software and hardware are also possible and contemplated.
Fig. 4 is a block diagram of a reporting apparatus of a measurement report according to an embodiment of the present invention, and as shown in fig. 4, the apparatus includes: a first determination module 42 and a first reporting module 44, which are described in detail below.
A first determining module 42, configured to determine information of access capability of the UE to access the neighboring cell; a first reporting module 44, connected to the first determining module 42, configured to carry the information of the access capability in a measurement report for reporting.
Fig. 5 is a block diagram of a preferred structure of a reporting apparatus of a measurement report according to an embodiment of the present invention, and as shown in fig. 5, the apparatus further includes: the first obtaining module 52, the second obtaining module 54, the receiving module 56, and the switching module 58, the first determining module 42 includes: a second determination module 422, a third determination module 424; the first reporting module 44 includes: a second reporting module 442, a third reporting module 444, a fourth reporting module 446, and a fifth reporting module 448; the fifth reporting module 448 includes: the module includes a decision module 4481, a first processing module 4482, a second processing module 4483, a third processing module 4484, a fourth processing module 4485, a fourth determination module 4486, a fifth processing module 4487, a sixth processing module 4488 and a seventh processing module 4489, which are described in detail below.
Preferably, the apparatus further comprises: a first obtaining module 52, configured to obtain, through the system information and/or broadcast message of the neighboring cell, a PLMN ID supported by the neighboring cell; a second obtaining module 54, configured to obtain, through the broadcast message of the neighboring cell, a closed subscriber group identity CSG ID supported by the neighboring cell.
The first determination module 42 includes: a second determining module 422, configured to determine, when only one PPLMN ID is broadcast by the neighboring cell, information of access capability of the UE corresponding to a combined identifier formed by the PPLMN ID and the CSG ID;

The first reporting module 44 includes: a second reporting module 442, configured to report, when the neighboring cell only broadcasts one PPLMN ID, the access capability of the UE for the combined identifier formed by the PPLMN ID and the CSG ID;
a third reporting module 444, configured to, when multiple PLMN IDs are broadcasted by the neighboring cell, carry the multiple PLMN IDs or the PLMN IDs and the corresponding access capabilities in the measurement report according to a correspondence between the access capabilities of the UE corresponding to the combined identifiers respectively formed by the multiple PLMN IDs and the CSG IDs and the multiple PLMN IDs, where the PLMN ID may be used to indicate that the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID is a first preset access identity access, where the first preset access identity is one of: accessible, inaccessible, accessed with membership, accessed with non-membership;
a fourth reporting module 446, configured to, when the neighboring cell broadcasts multiple PLMN IDs, divide the combined identifiers having the same access capability among multiple combined identifiers formed by the CSG ID and the multiple PLMN IDs corresponding to the UE into a group, where the group uses the common access capability identifier information to report;
a fifth reporting module 448, configured to report the measurement report according to the attribute of the neighboring cell and/or the corresponding relationship of the reporting policy of the measurement report when the neighboring cell broadcasts multiple PLMN IDs.
The fifth reporting module 448 includes: a determining module 4481, configured to determine whether only the PPLMN in multiple PLMNs broadcasted by the neighboring cell meets an access condition when the neighboring cell is the cell in the closed operating mode, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the UE can be accessed corresponding to the access capability of the combined identifier formed by the PLMN ID and the CSG ID;
a first processing module 4482, connected to the determining module 4481, configured to, when the determination result of the determining module 4481 is yes, carry an ECGI including a PPLMN ID in the measurement report, and carry information of an access capability of the UE corresponding to a combined identifier of the PPLMN ID and the CSG ID in the ECGI; or the second processing module 4483, connected to the determining module 4481, is configured to, when the determination result of the determining module 4481 is yes, carry, in the measurement report, the ECGI including the PPLMN ID and the PLMN list including only the PPLMN ID, and carry information of the access capability of the UE with respect to the combined identifier including the PPLMN ID and the CSG ID in the PLMN list;
a third processing module 4484, connected to the determining module 4481, configured to, if the determination result of the determining module 4481 is negative, carry an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID in the measurement report, and carry information of an access capability of the UE corresponding to a combined identifier of the PPLMN ID and the CSG ID in the ECGI and information of an access capability of the UE corresponding to a combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list; or the fourth processing module 4485, connected to the determining module 4481, is configured to, when the determination result of the determining module 4481 is negative, carry, in the measurement report, the ECGI of the PPLMN ID and a PLMN ID list that can include the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list;
the PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
The fifth reporting module 448 includes: a fourth determining module 4486, configured to determine, when the neighboring cell is the hybrid operating mode cell, a PLMN meeting an access condition, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the access capability of the UE to the combined identifier of the PLMN ID and the CSG ID is member identity access;
a fifth processing module 4487, connected to the fourth determining module 4486, configured to carry, in the measurement report, an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier of the PPLMN ID and the CSG ID in the ECGI and information of access capability of the UE with respect to a combined identifier of each PLMN ID and the CSG ID in the PLMN ID list; or a sixth processing module 4488, connected to the fourth determining module 4486, configured to carry, in the measurement report, the ECGI including the PPLMN ID and a PLMN ID list that can include the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier formed by each PLMN ID in the PLMN ID list and the CSG ID; or the seventh processing module 4489 is connected to the fourth determining module 4486, and is configured to carry, in the measurement report, the PLMN IDs and PPLMN IDs of all UEs capable of being served and broadcasted by the neighboring cell when the UE accesses the UE with respect to the non-membership combined identifiers of all PLMN IDs and CSG IDs capable of being served and broadcasted by the neighboring cell.
The PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
Preferably, the above apparatus further comprises: a receiving module 56, configured to receive measurement configuration information sent by a serving base station, where the measurement configuration information includes a CGI of the neighboring cell that is configured by the serving base station for the UE to measure and acquire, a measurement destination parameter that is configured by the serving base station for the purpose of performing a UE handover operation, and/or a measurement configuration indication parameter that is newly added, and the measurement configuration indication parameter includes a measurement destination parameter and/or a measurement operation execution behavior control parameter.
Preferably, the method further comprises the following steps: a handover module 58, configured to perform handover to the neighboring cell under the control of the serving cell receiving the measurement report.
Reference will now be made in detail to the preferred embodiments, which are a combination of the above embodiments and preferred embodiments.
Preferred embodiment 1
The preferred embodiment provides a method for reporting a measurement report by user equipment, which comprises the following steps: the UE reports access identity information (information of access capabilities of neighboring cells) to the serving base station.
Preferably, the access identity information includes access capability of a combined identifier of an operator identifier (PLMN) and a Closed Subscriber Group (CSG) identifier broadcasted by the UE with respect to the neighboring cell; the access capability comprises one of the adjacent cells which can be accessed by the UE with membership identity, the adjacent cells which can be accessed by the UE with non-membership identity and the adjacent cells which can not be accessed by the UE; the serving base station is a serving base station currently accessed by the UE and comprises a macro base station, a micro base station, a pico base station and a relay base station.
In implementation, the UE reporting the access identity information (information of the access capability of the neighboring cell) to the serving base station may adopt various manners, for example: the UE reports a Primary operator (Primary PLMN, abbreviated as PPLMN) ID broadcasted by the neighboring cell and/or an operator ID list including the Primary operator ID. Preferably, the UE reports the access identity capability information of the UE for the combined ID formed by the PPLMN ID and the CSG ID, and/or reports the access identity capability information for the combined identifier formed by each PLMN ID and the CSG ID in the operator ID list including the PPLMN ID.
Preferably, the PPLMN Identifier may be included in an E-UTRAN Cell Global Identifier (ECGI) or a new PLMN Identifier list including an independent PPLMN Identifier is introduced, and a Cell corresponding to the PLMN Identifier list including the PPLMN Identifier may be a Cell included in the existing UE measurement report information and/or a newly introduced Cell and/or a Cell after expansion and/or redefinition. Wherein, the expanding the existing signaling comprises expanding the maximum capacity of the PLMN identification list contained in the existing signaling. The cell corresponding to the access identity capability information can be realized by expanding and/or redefining the cell contained in the existing UE measurement report information and/or a newly introduced cell, and the expansion mode comprises expanding the value range of the existing access identity capability information;
as a preferred embodiment, when the neighboring cell is a closed subscriber group working mode cell, reporting may be performed in the following manner:
(1) when the adjacent cell only broadcasts the PPLMN identifier or when the adjacent cell broadcasts a plurality of PLMN identifiers, the UE determines that only the PPLMN identifier satisfies the access condition, where the meeting the access condition includes that the UE determines that the PPLMN is a PLMN capable of serving the UE and a combined identifier formed by the PLMN broadcast by the UE for the PPLMN and the CSG ID broadcast by the adjacent cell is an accessible identity, the PLMN capable of serving the UE includes a PLMN subscribed by the UE, and further may be a PLMN (Registered PLMN) and/or an Equivalent PLMN (Equivalent PLMN, EPLMN) currently Registered by the UE, and the UE performs one of the following operations:
operation one: and the UE reports the access capability information of the combined identifier of the PPLMN ID and the CSG ID in the relative cell global identifier of the UE.
And operation II: and the UE reports the combined identifier access capability information of the PPLMN and the CSG ID in other cells except the relative cell global identifier PPLMN.
The access capability information can be marked by adding a clear cell in the measurement report information of the UE or through indirect indication; the indirect indication comprises that the UE which is preset by the system meets the access condition of preset configuration relative to the combined identification formed by the PLMN ID and the CSG ID carried in a certain cell.
(2) When the UE judges that other PLMN IDs except the PPLMN ID meet the access condition, the UE executes one of the following operations:
operation one: the UE reports an ECGI (evolved packet access gateway) including a PPLMN ID (PPPMN) and a PLMN ID list not including the PPLMN ID, and the UE reports access capability aiming at a combined identifier formed by the PPLMN and a CSG ID and access capability aiming at a combined identifier formed by each PLMN identifier and the CSG ID in the PLMN ID list respectively, wherein the access capability aiming at the combined identifier formed by the PPLMN ID and the CSG ID comprises that the UE can access one of adjacent cells by a member identity and the UE cannot access the adjacent cells, and the access capability reporting mode comprises that the UE adds an explicit indication cell in a measurement report and indicates by different values of the indication cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access the adjacent cell by member identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or indicates through an indirect indication mode of the system configuration;
and operation II: the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN (PPP-local area network) and a PLMN list comprising the PPLMN, and only reports the access capability of the UE for a combined identifier formed by each PLMN identifier and a CSG ID (content gateway identifier) in the PLMN list, wherein the access capability for the combined identifier formed by each PLMN identifier and the CSG ID in the PLMN list comprises that the UE can access an adjacent cell by a member identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or indicates through an indirect indication mode of system configuration;
as a preferred embodiment, when the neighboring cell is a mixed operation mode cell, the following reporting method may be adopted:
(1) when the adjacent cell only broadcasts the PPLMN identifier or when the adjacent cell broadcasts a plurality of PLMN identifiers, the UE determines that only the PPLMN meets the access condition, wherein the condition that the access condition is met comprises that the UE judges that the PPLMN is the PLMN which can receive the service of the UE, and the UE executes one of the following operations:
the UE reports the access capability information of the combined identifier of the PPLMN ID and the CSG ID in the relative cell global identifier of the UE;
UE reports the access capability information of the combined identifier of PPLMN and CSG ID in other cells except the cell global identifier PPLMN;
the access capability information can be indicated by adding a clear cell in the measurement report information of the UE; the access capability information of the UE to the PPLMN and the CSG ID is indicated to be accessed by membership identity or accessed by non-membership identity through different values of the cell and/or whether the cell carries the information;
(2) when the UE judges that other PLMN IDs except the PPLMN ID meet the access condition, the UE executes one of the following operations:
operation one: the UE reports an ECGI (evolved packet gateway) including a PPLMN ID (PPPMN) and a PLMN (public land mobile network) list not including the PPLMN ID, and respectively reports access capability aiming at a combined identifier formed by the PPLMN ID and a CSG ID and access capability aiming at each combined identifier formed by the PLMN ID and the CSG ID in the PLMN ID list of the UE, wherein the access capability aiming at the combined identifier formed by the PPLMN ID and the CSG ID comprises that the UE can access one of adjacent cells by a member identity and the UE can access the adjacent cells by a non-member identity, and the mode of reporting the access capability comprises that the UE adds an explicit indication cell in a measurement report and indicates the measurement report by different values of the indication cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list includes that the UE may access one of the neighboring cells by a membership identity and the UE may access the neighboring cells by a non-membership identity, and the reporting capability mode includes that the UE adds an explicit indication cell in a measurement report to perform indication and/or performs indication in a system configuration mode; the method of system configuration includes that when the access capability of the UE for the PPLMN and the CSG ID is a member, the access capability of the UE relative to a combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list can be a member identity by default without an explicit cell identifier;
and operation II: the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN (PPP-local area network) and a PLMN list capable of comprising the PPLMN, and only reports the access capability of the UE for a combined identifier formed by each PLMN identification and a CSG ID (content gateway identity) in the PLMN list, wherein the access capability for the combined identifier formed by each PLMN identification and the CSG ID in the PLMN list comprises that the UE can access one of adjacent cells by a member identity and can access the adjacent cells by a non-member identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate; indicating that the UE can access the adjacent cell with membership identity or the UE can access the adjacent cell with non-membership identity through different value of the indication information element;
as another preferred embodiment, the UE performs the above operation by receiving the measurement configuration indication parameter of the base station, and the measurement configuration includes that the UE receives measurement configuration information sent by the base station and including an indication that the UE performs the above measurement report. Preferably, after the UE receives a measurement configuration indication that the UE configured by the base station acquires system information of the neighboring cell during a handover operation executed by the UE and/or receives new indication information sent by the base station, the UE applies a new measurement reporting parameter to execute the measurement reporting operation; the measurement reporting parameters comprise a time length control parameter for reading system information of the adjacent cells by the UE and/or a measurement mechanism application parameter based on a measurement interval and/or a content definition parameter contained in a reported measurement report.
Preferably, when the neighboring cell broadcasts a plurality of CSG ID identifiers, the UE reports access capability information of a combined identifier formed by the UE and different PLMN ID identifiers respectively with respect to different CSG IDs, where the access capability information includes different PLMN ID and CSG ID identifiers for the UE, the UE can access the neighboring cell with a membership identity, the UE can access the neighboring cell with a non-membership identity, and the UE cannot access one of the neighboring cells;
as another preferred embodiment, after receiving the reported measurement report of the UE, the base station performs a handover operation from the UE to the neighboring cell, and may perform the following operations:
when a measurement report reported by the UE indicates that a combined identifier of a PPLMN ID and a CSG ID of an adjacent cell is inaccessible relative to the UE, the PLMN is not selected as a serving PLMN from the UE to a target cell;
and when the combined identification of the PPLMN ID and the CSG ID of the adjacent cell is accessed as a non-member identity relative to the UE and the combined identification of other PLMN IDs and the CSG ID is accessed as a member identity relative to the UE in the measurement report reported by the UE, preferentially selecting the other PLMN as the service PLMN from the UE to the target cell.
Through the technical scheme of the preferred embodiment, the serving base station can configure a scenario in which the UE is configured to support respective combinations of the CSG ID broadcasted by the UE and the multiple PLMN IDs broadcasted by the UE for the neighboring cells, complete measurement of system requirements and reporting operation of obtaining corresponding system information, and further support requirements of an operation flow mechanism on the base station side, thereby improving overall performance of the system.
Preferred embodiment two
The preferred embodiment provides a method for reporting a measurement report by a user equipment, and a scenario of the preferred embodiment is shown in fig. 2, where a UE served by an eNB is close to a home base station, and the serving base station eNB may configure the UE to perform a measurement operation procedure for the purpose of reporting system information of an adjacent cell. In the schematic diagram, the UE acquires system information of the neighboring cell based on the configuration of the serving base station and reports the system information to the serving base station, and the serving base station may complete subsequent network mechanism operations based on the reporting of the UE, for example, establishing an information storage list of the neighboring base station, establishing an X2 connection with the neighboring base station, and the like.
The scheme proposed by the preferred embodiment is mainly directed to a scenario in which the neighboring base station is a base station supporting the CSG ID, and for convenience of description, under the condition that a scenario in which other types of base stations support the CSG ID is not excluded, the following procedure specifically included in the embodiment takes the neighboring base station as the home base station as a main scenario, as shown in fig. 6, including the following step S60
Step S601, the base station sends measurement configuration information to the UE.
In this step, the configuration information sent by the base station includes a purpose that the base station configures the UE to perform a measurement operation, which includes various measurement report purposes configured in a measurement report configuration (ReportConfigEUTRA) supported by the existing system, and this embodiment describes, as an example, a measurement operation in which the serving base station configures a UE measurement report neighboring Cell Global Identifier (CGI) as a measurement purpose, so that the serving base station adds identification information of a reportCGI in the measurement report configuration (ReportConfigEUTRA) or may also introduce new identification information to configure the UE to perform a subsequent measurement report operation;
step S602: the UE determines the measurement operation that needs to be performed.
In this step, the UE determines the type of the measurement report that needs to be performed based on the measurement configuration information sent by the base station in S601, which is aimed at the cell CGI of the neighboring cell that needs to be measured and reported in this embodiment, so the UE may perform the following operations: the UE needs to monitor and receive system information of the neighboring cell, and needs to obtain a cell physical identifier (cell physical identifier), a cell global identifier (ECGI), and all operator identifiers (PLMN List) supported by the cell broadcasted by the neighboring cell. How the UE monitors and receives the system information of the adjacent cell can be completed according to the existing supporting mechanism of the system, when the adjacent cell contains CSG ID and/or Access Mode information in the broadcast message, the UE also needs to further monitor and receive the CSG ID and/or Access Mode information of the adjacent cell to complete the subsequent operation;
step S603: the UE receives system information of a neighboring cell.
In this step, the UE performs corresponding measurement operations on the neighboring cells according to the measurement operation types described in said S602 that need to be performed.
Step S604: and the UE judges which mode is adopted for reporting.
Based on the measurement operation type in S602 and the system information of the neighboring cell received in S603, the UE needs to complete the following operations in this step:
(1) if the neighbor cell broadcasts only one PPLMN. The UE needs to report access capability indication information of a combined identifier formed by the PPLMN + CSG ID, where the access capability includes that, when the neighboring cell is a closed working mode cell, the access identity of the UE to the neighboring cell is accessible or not accessible, and when the neighboring cell is a mixed working mode cell, the access identity of the UE to the neighboring cell is accessible with a member identity or accessible with a non-member identity.
(2) If the neighboring cell broadcasts multiple PLMNs, the UE may perform one of the following:
operation one: the UE judges the access capability information of the combined identifier formed by the PLMN IDs and the CSG IDs broadcasted by the UE relative to the adjacent cells, and further reports the access capability indication information of the combined identifier relative to the PLMN IDs + CSG IDs; and the UE corresponds the access capability information relative to each { PLMN + CSG ID } with the PLMN ID in the reported measurement report; the corresponding mode comprises that the UE reports a data structure, and each entry in the data structure respectively corresponds to a PLMN ID and the access capability of the UE to a combined identifier formed by corresponding { PLMN ID + CSG ID }; the access capability includes that when the adjacent cell is a cell in a closed working mode, the UE can access or cannot access the combined identifier formed by each PLMN ID and CSG ID, and when the adjacent cell is a cell in a hybrid working mode, the UE can access the combined identifier formed by each { PLMN ID and CSG ID } by the UE in membership or can access the UE in non-membership. Or the UE can report another data structure, the PLMN ID in the { PLMN ID + CSG ID } combined identification which can be accessed by one identity capability is used as the same group identification in the data structure, and common access identity indication information is used for reporting; the indication manner here is not limited to various forms, and may further include indicating by an indirect indication manner, for example, by carrying or not carrying some indication identifier or corresponding a PLMN ID identifier included in some fixed sequence location or a fixed data combination to some access identity information, where the fixed data combination, for example, when the neighboring cell is a closed subscriber group operating mode cell, defines a group of PLMN IDs carried in some location included in the reported measurement report as corresponding to a user access identity, and defines a group of PLMN IDs carried in another location as corresponding to a non-accessible identity; when the adjacent cell is a cell in a hybrid working mode, defining a group of PLMN IDs carried at a certain position in a reported measurement report as corresponding to user access identities, and defining a group of PLMN IDs carried at another certain position as corresponding to non-member user identities; the aim is that the base station can acquire the access identity information of the UE relative to the respective PLMN ID + CSG ID; the manner here can also be applied to the remaining embodiments that follow.
In this step, the PPLMN may also report in two ways, including in ECGI and not in ECGI;
operation two, according to the type of the neighboring cell, the UE may further select to perform the following operations:
preferably, when the neighboring cell is a closed subscriber group working mode cell, the UE further performs the following operations:
1) when a plurality of PLMN identifications are broadcasted by an adjacent cell, the UE judges that only the PPLMN meets the access condition, wherein the access condition comprises that the PLMN can serve the UE and/or the UE can be accessed corresponding to the access capability of a combined identification formed by the PLMN ID and the CSG ID, and the UE executes one of the following operations:
UE needs to report the access capability information of the PPLMN identifier and CSG ID combined identifier in the ECGI;
the base station carries the PPLMN ID in other cells besides the ECGI message reported by the UE, and the UE reports the access capability information of the PPLMN ID and CSG ID combined identifier carried in other cells;
the access capability information can be marked by adding a clear cell in the measurement report information of the UE or indirectly indicated; the indirect indication comprises that the system configures UE to meet the access condition relative to a combined identifier formed by a PLMN identifier and a CSG ID carried in a certain cell;
2) when the UE judges that the remaining PPLMNs except the PPLMN meet the access condition, the UE executes one of the following operations:
in this scenario, the scenario that the PPLMN is satisfied or the PPLMN is not satisfied with the access condition is included.
The UE reports an ECGI (evolved node network) including a PPLMN ID (PPPMN) and a PLMN (public land mobile network) list not including the PPLMN ID, and respectively reports access capability aiming at a combined identifier formed by the PPLMN ID and a CSG ID contained in the ECGI and access capability aiming at a combined identifier formed by each PLMN ID and the CSG ID in the PLMN list, wherein the access capability aiming at the combined identifier formed by the PPLMN and the CSG ID comprises that the UE can access one of adjacent cells by a member identity and the UE cannot access the adjacent cells, and the access capability reporting mode comprises that the UE adds an explicit indication cell in a measurement report and indicates the measurement report by different values of the indication cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access the adjacent cells by membership identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or presets the access capability corresponding to a certain cell through the system configuration;
the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN (PPP-local area network) and a PLMN (public land mobile network) list capable of comprising the PPLMN, and only reports the access capability of the UE aiming at a combined identifier formed by each PLMN identifier and a CSG ID (content gateway identifier) in the PLMN list, wherein the access capability aiming at the combined identifier formed by each PLMN identifier and the CSG ID in the PLMN list comprises that the UE can access an adjacent cell by a member identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report and/or indicates an access capability corresponding to a certain cell through the system configuration;
preferably, when the neighboring cell is a hybrid operation mode cell, the UE may perform one of the following decision operations:
1) the UE reports an ECGI including a PPLMN ID and a PLMN list not including the PPLMN ID, and the UE reports access capability aiming at a combined identifier formed by the PPLMN ID and a CSG ID contained in the ECGI and access capability aiming at a combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list of the UE respectively, wherein the access capability aiming at the combined identifier formed by the PPLMN and the CSG ID comprises that the UE can access an adjacent cell by a member identity and the UE can access one of the adjacent cells by a non-member identity, and the access capability reporting mode comprises that the UE adds an explicit indication cell in a measurement report and indicates by different values of the indication cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access one of the adjacent cells by membership identity and the UE can access the adjacent cells by non-membership identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or presets the access capability corresponding to a certain cell through the system configuration;
2) the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN ID (PPPMN) and a PLMN list comprising the PPLMN ID, and only reports the access capability of the UE for a combined identifier formed by each PLMN identifier and a CSG ID in the PLMN list, wherein the access capability for the combined identifier formed by each PLMN identifier and the CSG ID in the PLMN list comprises that the UE can access one of adjacent cells by a member identity and can access the adjacent cells by a non-member identity, and the reporting capability mode comprises that the UE indicates in a mode of adding an explicit indication cell in a measurement report and/or indicates in a mode of presetting the access capability corresponding to a certain cell through system configuration;
3) the UE only reports PLMN ID identification in combined identification of { PLMN ID + CSG ID } which can be accessed by member identity, when the PLMN ID identification which can be accessed by member identity contains PPLMN, the same methods 1) and 2) can be used for processing the reporting method of PPLMN, if the PLMN ID identification which can be accessed by member identity does not contain PPLMN ID, the UE can independently indicate the information that the UE can not be accessed by member identity for the { PPLMN + CSG ID }, and the access information for the rest PLMN ID + CSG ID can be completed by using the method;
the list of information involved in this step can be implemented as follows:
the PLMN identity list including the PPLMN identity may represent a cell included in the measurement report information of the existing UE, and/or a newly introduced cell, after the cell is expanded and/or redefined, and the expanding of the existing signaling includes expanding the maximum capacity of the existing PLMN identity list; the access identity capability information may be a cell included in the existing UE measurement report information, which is expanded and/or a cell after redefinition and/or a newly introduced cell, and the expansion includes expanding a value range of the existing access identity capability information.
The method for presetting the access capability corresponding to a certain cell by the system configuration involved in the step comprises the following implementation modes:
adding a new cell in the measurement report, and indicating the access capability of the UE to the combined identifier formed by the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell;
the access capability information is identified by extending the meaning of an existing information element and/or the existing information element combination in the measurement report.
And carrying the PLMN ID or the PLMN ID list in the measurement report, and indicating that the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or the PLMN ID list is preset access identity access.
Step S605: and the UE reports the measurement report information to the service base station.
Based on the foregoing operation steps, if the UE needs to report PLMN IDs with different attributes, for example, PLMN IDs in { PLMN ID + CSG ID } combined identifiers for different access capability information, the UE may also report measurement reports separately, and the different measurement reports include PLMN IDs with different attributes in a manner of indicating that the different measurement reports include the PLMN IDs with different attributes;
step S606, each network element in the network completes the rest of network operations based on the measurement report.
Preferably, the remaining network operations may include: the serving base station may establish and/or update the neighbor relation table, and may also establish an X2 connection with the neighbor base station, and may also further configure the UE to complete other operations such as measurement;
it should be noted that the method described in this embodiment may also be applied to a scenario in which the UE configured by the base station measures the neighboring cell with other targets, for example, the base station configures the UE to report the neighboring strongest signal cell (i.e., configures a measurement purpose of reportstrongcells in the measurement configuration), and reports information required by SON (i.e., configures a measurement purpose of reportstrongcells for SON in the measurement configuration), and other scenarios in which the information of the neighboring cell needs to be reported.
Preferred embodiment three
The preferred embodiment provides a method for reporting a measurement report by a user equipment, and a scenario of the preferred embodiment is shown in fig. 2, where a UE served by an eNB is close to a home base station, and the serving base station eNB may configure the UE to perform an operation procedure of reporting system information of an adjacent cell. In the schematic diagram, the UE acquires system information of the neighboring cell based on the configuration of the serving base station and reports the system information to the serving base station, and the serving base station may complete subsequent network mechanism operations based on the reporting of the UE, for example, establishing an information storage list of the neighboring base station, establishing an X2 connection with the neighboring base station, and the like.
The present preferred embodiment describes a handover operation procedure performed by a UE to an HeNB based on the configuration of an eNB, and this embodiment describes a scenario in which a target HeNB to be handed over operates in a closed operating mode, and a specific operation flowchart is shown in fig. 7 and includes the following steps S701 to S707.
Step S701, the configuration information of the opposite terminal is obtained between the base stations.
In this step, some mechanisms based on the network between the base stations may obtain some configuration information of the opposite end, where the network mechanism includes measurement reporting based on the UE in the foregoing embodiment, and interaction obtaining between the base stations based on network management system configuration and after being established based on the X2 interface;
the operations performed in this step provide the required basis for the subsequent switching operations.
Step S702, the base station sends measurement configuration information to the UE.
The configuration information sent by the base station includes a purpose that the base station configures the UE to perform a measurement operation, including various measurement report purposes configured in a measurement report configuration (ReportConfigEUTRA) supported by the existing system, and this embodiment describes, by taking as an example, a purpose that the serving base station configures a UE measurement report neighboring cell CGI and further completes a handover operation, so that the serving base station adds a report CGI and identification information of si-RequestForHO in the measurement report configuration (ReportConfigEUTRA) or may introduce new identification information to configure the UE to perform a subsequent measurement configuration report operation.
In step S703, the UE determines a measurement operation that needs to be performed.
The UE determines the type of the measurement report that needs to be executed based on the measurement configuration information sent by the base station in S702, and aims to measure and report the cell CGI of the neighboring cell and further provide information for the handover operation in this embodiment. The UE may perform the following operations: the UE needs to monitor and receive system information of the neighboring cell, and needs to obtain a cell physical identifier (cell physical identifier), a cell global identifier (ECGI), and all operator identifiers (PLMN List) supported by the cell broadcasted by the neighboring cell. How the UE monitors and receives the system information of the adjacent cell can be completed according to the existing supporting mechanism of the system, when the adjacent cell contains CSG ID and/or Access Mode cells in the broadcast information, the UE also needs to further monitor and receive the CSG ID and/or Access Mode information of the adjacent cell to complete the subsequent operation;
s704, the UE receives system information of the neighboring cell.
In this step, the UE performs a corresponding measurement operation on the neighboring cell according to the type of measurement operation that needs to be performed as described in S703.
Step S705, the UE determines which reporting mode is used.
Based on the measurement operation type in S703 and the system information of the neighboring cell received in S704, the UE may perform a determination operation according to the operation method performed in the first embodiment in this step, and in addition, the UE may also perform the following operations:
operation one: if the neighboring cell broadcasts multiple PLMNs, the UE may perform one of the following:
1, when a plurality of PLMN identities are broadcasted by an adjacent cell, a UE determines that only a PPLMN satisfies an access condition, where the access condition includes that the PLMN is a PLMN capable of serving the UE and/or that an access capability of the UE for a combined identity of the PLMN ID and the CSG ID is accessible, and the UE performs one of the following operations:
1) the UE only includes the PPLMN in the ECGI and needs to report the access capability information relative to the PPLMN identification + CSG ID combined identification in the ECGI;
2) the base station carries the PPLMN ID in other cells besides the ECGI message reported by the UE, for example, reports a PLMN list including the PPLMN, and the UE reports the access capability information of the UE to the combined identifier formed by the PPLMN identifier and the CSG ID carried in other cells;
the access capability information can be marked by adding a clear cell in the measurement report information of the UE or indirectly indicated; the indirect indication comprises a mode that the system configures and presets access capability corresponding to a certain cell;
2, when the UE determines that the remaining PPLMNs other than the PPLMN satisfy the access condition in 1, where the PPLMN is also satisfied or the PPLMN is not satisfied with the access condition in 1, the UE performs one of the following operations:
1) the UE reports an ECGI including a PPLMN ID and a PLMN list not including the PPLMN ID, and the UE reports access capability aiming at a combined identifier formed by the PPLMN ID and a CSG ID contained in the ECGI and access capability aiming at a combined identifier formed by each PLMN ID and the CSG ID in the PLMN list of the UE respectively, wherein the access capability aiming at the combined identifier formed by the PPLMN and the CSG ID comprises that the UE can access an adjacent cell by a member identity and the UE cannot access one of the adjacent cells, the access capability reporting mode comprises the mode that the UE adds a clear indication cell in a measurement report, and the mode indicates and/or presets the access capability corresponding to a certain cell by different values of the indication cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access the adjacent cells by membership identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or the system configures and presets the access capability corresponding to a certain cell to indicate;
the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN ID (PPPMN) and a PLMN list comprising the PPLMN ID, and only reports the access capability of the UE aiming at a combined identifier formed by each PLMN identifier and a CSG ID in the PLMN list, wherein the access capability aiming at the combined identifier formed by each PLMN identifier and the CSG ID in the PLMN list comprises that the UE can access an adjacent cell by a member identity, and the reporting capability mode comprises that the UE indicates in a mode of adding an explicit indication cell in a measurement report and/or indicates in a mode of presetting the access capability corresponding to a certain cell by the system configuration;
step S706, the UE reports the measurement report information to the service base station.
Based on the foregoing operation steps, if the UE needs to report PLMN IDs with different attributes, for example, PLMN IDs in PLMN ID + CSG ID combined identifiers for different access capability information, the UE may also report measurement reports separately, and the different measurement reports include PLMN IDs with different attributes to indicate;
and step S707, each network element in the network completes the rest network operations based on the measurement report.
Preferably, the remaining network operations include: the serving base station determines whether the UE can be handed over to the target base station, and further determines a serving PLMN after the UE is handed over to the target base station, and in addition to a principle that the source base station selects the serving PLMN of the UE at the target base station in the existing handover operation process, the serving base station needs to use the following method for a scenario that the target base station is an HeNB configured with multiple PLMNs:
and when the combined identification of the PPLMN ID and the CSG ID of the adjacent cell is indicated to be inaccessible relative to the UE in the measurement report reported by the UE, not selecting the PPLMN as the service PLMN from the UE to the target cell.
It should be noted that the operation procedure of switching the UE to operate in the closed operation mode home base station scenario, which is not described in this embodiment, can be completed by using the existing operation method of the system.
Preferred embodiment four
The preferred embodiment provides a method for reporting a measurement report by a user equipment, and a scenario of the preferred embodiment is shown in fig. 2, where a UE served by an eNB is close to a home base station, and the serving base station eNB may configure the UE to perform an operation procedure of reporting system information of an adjacent cell. In the schematic diagram, the UE acquires system information of the neighboring cell based on the configuration of the serving base station and reports the system information to the serving base station, and the serving base station may complete subsequent network mechanism operations based on the reporting of the UE, for example, establishing an information storage list of the neighboring base station, establishing an X2 connection with the neighboring base station, and the like.
The present preferred embodiment describes a handover operation procedure performed by the UE to the HeNB based on the eNB configuration, and this embodiment describes a scenario in which a target HeNB to be handed over operates in a hybrid operating mode, and compared with the operation steps in the third preferred embodiment, the difference of this embodiment mainly lies in a measurement reporting method of the UE, specifically,
if the neighboring cell broadcasts multiple PLMNs, the UE may perform one of the following:
operation one: when a plurality of PLMN identifications are broadcasted by an adjacent cell, the UE judges that only the PPLMN meets the access condition, wherein the access condition comprises that the PLMN is a PLMN capable of serving the UE and/or the access capability of the UE for the combined identification of the PLMN ID and the CSG ID is accessed by a member identity, and the UE executes one of the following operations:
1) the UE only comprises the PPLMN ID in the ECGI and needs to report the access capability information relative to the PPLMN ID + CSG ID combined identifier in the ECGI;
2) the base station carries the PPLMN ID in other cells besides the ECGI message reported by the UE, for example, only including the PLMN list of the PPLMN and the UE reports the access capability information of the PPLMN identification + CSG ID combined identification carried in other cells;
the access capability information can be marked by adding a clear cell in the measurement report information of the UE or indirectly indicated; the indirect indication comprises an indication of the mode of presetting the access capability corresponding to a certain cell by the system configuration;
and operation II: when the UE judges that the remaining PPLMNs except the PPLMN meet the access condition in 1, wherein the PPLMN meets the access condition in 1 or the PPLMN does not meet the access condition in 1, the UE executes one of the following operations:
1) the UE reports an ECGI including a PPLMN ID and a PLMN list not including the PPLMN ID, and the UE reports access capability aiming at a combined identifier formed by the PPLMN ID and a CSG ID contained in the ECGI and access capability aiming at a combined identifier formed by each PLMN ID and the CSG ID in the PLMN list of the UE respectively, wherein the access capability aiming at the combined identifier formed by the PPLMN and the CSG ID comprises that the UE can access an adjacent cell by a member identity and one of the adjacent cells by a non-member identity, the access capability reporting mode comprises that the UE adds an explicit indication cell in a measurement report, and the indication is carried out by different values of the indication cell or the system configures the access capability corresponding to a preset cell; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access the adjacent cells by membership identity, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or presets the access capability corresponding to a certain cell through the system configuration;

operation three: when the UE judges that all PLMN IDs are only satisfied: when the UE accesses all the combined identifications of the PLMN ID and the CSG ID which can serve the UE and are broadcasted by the adjacent cells as non-membership identities, the UE performs one of the following operations:
the UE carries the PLMN IDs and PPLMN IDs of all UEs capable of serving and broadcasted by the neighboring cell in the measurement report, which may be implemented in the following manner:
the first method is as follows: the UE reports an ECGI (evolved node network) including PPLMN (PPP-local area network) and a PLMN (public land mobile network) list not including the PPLMN, and respectively reports access capability aiming at a combined identifier formed by the PPLMN and a CSG ID (content addressable mobile network) contained in the ECGI and access capability aiming at a combined identifier formed by each PLMN identifier and the CSG ID in the PLMN list, wherein the access capability aiming at the combined identifier formed by the PPLMN and the CSG ID comprises indication by adding an explicit indication cell in a measurement report and/or indication by presetting the access capability corresponding to a certain cell through system configuration; the access capability of the combined identifier formed by each PLMN identifier and CSG ID in the PLMN list comprises that the UE can access the adjacent cells by non-membership, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report to indicate and/or presets the access capability corresponding to a certain cell through the system configuration;
here, if the neighboring cell broadcasts only one PPLMN, the UE may not need to report the remaining PLMN list and the corresponding access capability information;
the second method comprises the following steps: the UE reports an ECGI (evolved packet access gateway) comprising a PPLMN (PPP-local area network) and a PLMN list capable of comprising the PPLMN, and only reports the access capability of the UE aiming at a combined identifier formed by each PLMN identification and a CSG ID (content gateway service) in the PLMN list, wherein the access capability aiming at the combined identifier formed by each PLMN identification and the CSG ID in the PLMN list comprises that the UE can access an adjacent cell in a non-member identity mode, and the reporting capability mode comprises that the UE adds an explicit indication cell in a measurement report and/or indicates an access capability mode corresponding to a preset cell through system configuration.
It should be noted that, after the serving base station receives the measurement report of the UE, in addition to performing the operations in the foregoing embodiments, different operations that may be performed are as follows: and when the combined identification of the PPLMN ID and the CSG ID of the adjacent cell is accessed as a non-member identity relative to the UE and the combined identification of other PLMN IDs and the CSG ID is accessed as a member identity relative to the UE in the measurement report reported by the UE, preferentially selecting the other PLMN as the service PLMN from the UE to the target cell.
Preferred embodiment five
The present preferred embodiment describes, on the basis of the foregoing preferred embodiment, a method for a UE to complete a measurement report when a neighboring cell broadcasts multiple CSG ID scenarios. In the foregoing embodiments, the measurement operations for the purpose of acquiring the neighboring cell information and further completing the handover operation are respectively described for a scenario where the neighboring cell broadcasts one CSG ID, and when the neighboring cell broadcasts multiple CSG IDs, the method is as follows:
for different CSG IDs broadcasted by the neighboring cell, the PLMN IDs broadcasted by the neighboring cell or each PLMN ID broadcasted by the neighboring cell and having a home relationship with the different CSG IDs are respectively combined, and further the operation step of broadcasting only one CSG ID for the neighboring cell in the above embodiment is performed. After the operation for each CSG ID is completed, the UE may perform the following reporting operation:
and the UE reports the access capability information of the combined identifier formed by the UE and the identifiers of different PLMN IDs respectively relative to different CSG IDs. The access capability includes that when the adjacent cell is a cell in a closed working mode, the UE can access the combined identifier formed by each PLMN ID and CSG ID or the UE cannot access the combined identifier formed by each PLMN ID and CSG ID, and when the adjacent cell is a cell in a hybrid working mode, the UE can access the combined identifier formed by each PLMN ID and CSG ID by membership or the UE can access by non-membership.
For example, the UE may report a measurement report using the CSG ID as an index cell, and then different CSG IDs correspond to the capability information entry; or the UE may report the access capability information for the UE for different CSG IDs in multiple measurement reports;
or the UE may also use the PLMN ID as an entry index of the reported information, where entries corresponding to different PLMN IDs respectively correspond to access capability information for the UE after the PLMN ID and all or part of CSG IDs broadcasted by the cell are combined into a combined identifier.
It should be noted that the method proposed in the preferred embodiment may also be applied to the UTRAN system and other scenarios of various types of base stations that support broadcasting multiple PLMNs and may be configured to support the CSG ID operation mode. In this embodiment, when the neighboring cell is a closed operating mode cell, the above preferred embodiments all use access capability or no access capability to identify access capability, and in practice, the "access capability" may also be expressed as "access by member identity", and the meanings indicated by both are the same.
In the above embodiments, the operation of the UE receiving information from the serving cell may be implemented by the UE receiving the information from the serving base station, and the operation of the UE receiving information from the serving base station may be implemented by the UE receiving information from its serving cell; the operation of information interaction between adjacent cells can be realized by the information interaction between the base stations of the adjacent cells when the operation is implemented.
Through the embodiments, a scenario that UE configures to support CSG ID broadcasted by neighboring cells and multiple PLMN IDs broadcasted by the neighboring cells to respectively combine can be configured by a serving base station, thereby completing measurement of system requirements and reporting operation of obtaining corresponding system information, and further supporting requirements of an operation flow mechanism on a base station side, thereby improving overall performance of the system. It should be noted that these technical effects are not possessed by all the embodiments described above, and some technical effects are obtained only by some preferred embodiments.
It will be apparent to those skilled in the art that the modules or steps of the present invention described above may be implemented by a general purpose computing device, they may be centralized on a single computing device or distributed across a network of multiple computing devices, and alternatively, they may be implemented by program code executable by a computing device, such that they may be stored in a storage device and executed by a computing device, or they may be separately fabricated into various integrated circuit modules, or multiple modules or steps thereof may be fabricated into a single integrated circuit module. Thus, the present invention is not limited to any specific combination of hardware and software.
The above description is only a preferred embodiment of the present invention and is not intended to limit the present invention, and various modifications and changes may be made by those skilled in the art. Any modification, equivalent replacement, or improvement made within the spirit and principle of the present invention should be included in the protection scope of the present invention.

Claims (17)

1. A method for reporting a measurement report is characterized by comprising the following steps:
user Equipment (UE) determines the information of the access capability of the UE to access the adjacent cell;
the UE carries the information of the access capability in a measurement report for reporting, and the method comprises the following steps:
when the adjacent cell only broadcasts one PPLMN ID, the UE reports the access capability of the UE to the combined identifier formed by the PPLMN ID and the CSG ID;
wherein the information of the access capability is indicated by one of the following ways: adding a new cell in the measurement report, and indicating the access capability of the UE to the combined identifier formed by the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell; the information of the access capability is identified by expanding the meaning of the existing cell and/or the existing cell combination in the measurement report, the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a second preset access identity, where the second preset access identity includes: accessible or not.
2. The method of claim 1, wherein before the UE determines the information of the UE's access capability to access the neighboring cell, further comprising:
the UE acquires the PLMN ID of the operator identifier supported by the adjacent cell through the system information and/or the broadcast message of the adjacent cell;
and the UE acquires the CSG ID supported by the adjacent cell through the broadcast message of the adjacent cell.
3. A method for reporting a measurement report is characterized by comprising the following steps:
user Equipment (UE) determines the information of the access capability of the UE to access the adjacent cell;
the UE carries the information of the access capability in a measurement report for reporting, and the method comprises the following steps:
when the neighboring cell broadcasts a plurality of PLMN IDs, the UE reports the PLMN IDs in one of the following ways:
the UE carries the multiple PLMN IDs or the PLMN IDs and the corresponding access capabilities in the measurement report according to a correspondence between the access capabilities of the UE corresponding to the combined identifiers respectively formed by the multiple PLMN IDs and CSG IDs and the multiple PLMN IDs, where the PLMN ID may be used to indicate that the access capabilities of the UE with respect to the combined identifiers formed by the PLMN IDs and CSG IDs are a first preset access identity, where the first preset access identity is one of: accessible, inaccessible, accessed with membership, accessed with non-membership;
the UE divides the combined identifications with the same access capability in a plurality of combined identifications formed by the UE corresponding to a plurality of PLMN IDs and the CSG ID into a group, and the group uses common access capability identification information to report;
and the UE reports according to the corresponding relation between the attribute of the adjacent cell and the reporting strategy of the measurement report.
4. The method of claim 3, wherein before the UE determines the information of the access capability of the UE to access the neighboring cell, further comprising:
the UE acquires the PLMN ID of the operator identifier supported by the adjacent cell through the system information and/or the broadcast message of the adjacent cell;
and the UE acquires the CSG ID supported by the adjacent cell through the broadcast message of the adjacent cell.
5. The method of claim 3, wherein reporting, by the UE according to the correspondence between the attributes of the neighboring cells and the reporting policy of the measurement report, comprises:
when the neighboring cell is a closed working mode cell, and the UE determines that only the PPLMN in the PLMNs broadcasted by the neighboring cell meets the access condition, the UE performs one of the following operations:
the UE carries a cell global identity (ECGI) in an evolution system comprising a PPLMN ID in the measurement report, and carries the information of the access capability of the UE corresponding to the combined identity of the PPLMN ID and the CSG ID in the ECGI;
the UE carries the ECGI including the PPLMN ID and the PLMN ID list including the PPLMN ID in the measurement report, and carries the information of the access capability of the UE relative to the combined identifier formed by the PPLMN ID and the CSG ID in the PLMN ID list;
wherein the access condition comprises: the PLMN is a PLMN capable of serving the UE and/or the UE is capable of being accessed corresponding to the access capability of the combined identifier formed by the PLMN ID and the CSG ID.
6. The method of claim 5, wherein the information of the access capability is indicated by one of:
adding a new cell in the measurement report, and indicating the access capability of the UE to the combined identifier formed by the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell;
the access capability information is identified by extending the meaning of the existing information elements and/or the existing information element combinations in the measurement report;
the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to a combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a second preset access identity, where the second preset access identity includes: accessible or not.
7. The method of claim 3, wherein reporting, by the UE according to the correspondence between the attributes of the neighboring cells and the reporting policy of the measurement report, comprises:
when the adjacent cell is a cell in a hybrid working mode, the UE determines a PLMN meeting an access condition, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the access capability of the UE on the combined identification of the PLMN ID and the CSG ID is member identity access;
the UE carries an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID in the measurement report, and carries information of the access capability of the UE relative to the combined identification of the PPLMN ID and the CSG ID in the ECGI and information of the access capability of the UE relative to the combined identification formed by each PLMN ID and the CSG ID in the PLMN ID list; or the UE carries, in the measurement report, an ECGI including the PPLMN ID and a PLMN ID list that can include the PPLMN ID, and carries information of access capability of the UE with respect to a combined identifier formed by each PLMN ID in the PLMN ID list and the CSG ID, respectively; or when the UE accesses the neighboring cell with respect to the non-member identity of all combined identifiers of PLMN IDs and CSG IDs that can serve the UE broadcasted by the neighboring cell, the UE carries the PLMN IDs and PPLMN IDs of all UEs that can serve the UE broadcasted by the neighboring cell in the measurement report;
the PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
8. The method of claim 7, wherein the UE carrying the PLMN ID broadcasted by the neighboring cell in the measurement report comprises:
adding a new cell in the measurement report, and indicating the access identity of the UE to the combined identifier of the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell;
the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to a combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a third preset access identity, where the third preset access identity includes: with membership or with non-membership.
9. The method of claim 7, wherein the access capability information is indicated by one of:
adding a new cell in the measurement report, and indicating the access identity of the UE to the combined identifier of the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell;
the access capability information is identified by extending the meaning of the existing information elements and/or the existing information element combinations in the measurement report;
the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to a combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a third preset access identity, where the third preset access identity includes: with membership or with non-membership.
10. A reporting device of measurement report is applied to User Equipment (UE), and is characterized by comprising:
the first determining module is used for determining the information of the access capability of the UE for accessing the adjacent cell;
the first reporting module is used for carrying the information of the access capability in a measurement report for reporting;
wherein, the first reporting module comprises:
a second reporting module, configured to report, when only one PPLMN ID is broadcast by the neighboring cell, an access capability of the UE for a combined identifier formed by the PPLMN ID and the CSG ID;
wherein the information of the access capability is indicated by one of the following ways: adding a new cell in the measurement report, and indicating the access capability of the UE to the combined identifier formed by the PLMN ID and the CSG ID through different values, carrying or not carrying of the new cell; the information of the access capability is identified by expanding the meaning of the existing cell and/or the existing cell combination in the measurement report, the PLMN ID or PLMN ID list is carried in the measurement report, and the access capability of the UE corresponding to the combined identifier formed by the PLMN ID and the CSG ID corresponding to each PLMN ID in the PLMN ID or PLMN ID list is indicated as a second preset access identity, where the second preset access identity includes: accessible or not.
11. The apparatus of claim 10, further comprising:
a first obtaining module, configured to obtain, through system information and/or a broadcast message of the neighboring cell, an operator identifier PLMN ID supported by the neighboring cell;
and a second obtaining module, configured to obtain, through the broadcast message of the neighboring cell, a closed subscriber group identity CSG ID supported by the neighboring cell.
12. A reporting device of measurement report is applied to User Equipment (UE), and is characterized by comprising:
the first determining module is used for determining the information of the access capability of the UE for accessing the adjacent cell;
the first reporting module is used for carrying the information of the access capability in a measurement report for reporting;
wherein, the first reporting module comprises:
a third reporting module, configured to, when a plurality of PLMN IDs are broadcasted by the neighboring cell, carry, in the measurement report, the PLMN IDs or the PLMN IDs and the corresponding access capabilities according to a correspondence between the access capabilities of the UE corresponding to the combined identifiers respectively formed by the PLMN IDs and CSG IDs and the PLMN IDs, where the PLMN ID may be used to indicate that the access capability of the UE with respect to the combined identifier formed by the PLMN ID and CSG ID is a first preset access identity access, where the first preset access identity is one of: accessible, inaccessible, accessed with membership, accessed with non-membership;
a fourth reporting module, configured to, when the neighboring cell broadcasts multiple PLMN IDs, divide the combined identifiers having the same access capability among multiple combined identifiers formed by the CSG ID and the multiple PLMN IDs corresponding to the UE into a group, where the group uses the common access capability identifier information to report;
and a fifth reporting module, configured to report, when the neighboring cell broadcasts multiple PLMN IDs, according to a correspondence between attributes of the neighboring cell and/or reporting policies of the measurement report.
13. The apparatus of claim 12, further comprising:
a first obtaining module, configured to obtain, through system information and/or a broadcast message of the neighboring cell, an operator identifier PLMN ID supported by the neighboring cell;
and a second obtaining module, configured to obtain, through the broadcast message of the neighboring cell, a closed subscriber group identity CSG ID supported by the neighboring cell.
14. The apparatus of claim 12, wherein the fifth reporting module comprises:
a determining module, configured to determine whether only a PPLMN in multiple PLMNs broadcasted by the neighboring cell meets an access condition when the neighboring cell is a closed operating mode cell, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the UE has access capability corresponding to a combined identifier formed by the PLMN ID and the CSG ID as being capable of being accessed;
a first processing module, configured to, when a determination result of the determining module is yes, carry, in the measurement report, a cell global identity ECGI in an evolved system that includes a PPLMN ID, and carry information of access capability of the UE corresponding to a combined identity of the PPLMN ID and the CSG ID in the ECGI; or a second processing module, configured to, when a determination result of the determining module is yes, carry, in the measurement report, an ECGI including the PPLMN ID and a PLMN list including only the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier including the PPLMN ID and the CSG ID in the PLMN list.
15. The apparatus of claim 12, wherein the fifth reporting module comprises:
a fourth determining module, configured to determine, when the neighboring cell is a hybrid operating mode cell, a PLMN meeting an access condition, where the access condition includes: the PLMN is a PLMN capable of serving the UE and/or the access capability of the UE on the combined identification of the PLMN ID and the CSG ID is member identity access;
a fifth processing module, configured to carry, in the measurement report, an ECGI including a PPLMN ID and a PLMN ID list not including the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier of the PPLMN ID and the CSG ID in the ECGI and information of access capability of the UE with respect to a combined identifier formed by each PLMN ID and the CSG ID in the PLMN ID list; or a sixth processing module, configured to carry, in the measurement report, an ECGI including the PPLMN ID and a PLMN ID list that may include the PPLMN ID, and carry information of access capability of the UE with respect to a combined identifier formed by each PLMN ID in the PLMN ID list and the CSG ID; or a seventh processing module, configured to carry, in the measurement report, the PLMN IDs and PPLMN IDs of all UEs capable of being served and broadcasted by the neighboring cell when the UE accesses all the combinations of the PLMN IDs and CSG IDs capable of being served and broadcasted by the neighboring cell, which are non-membership identities;
the PLMN ID list is realized by redefining the meaning of the existing cell, expanding the format of the PLMN ID list contained in the existing cell and/or introducing a new cell on the basis of the PLMN ID list contained in the existing cell.
16. An electronic device comprising a memory and a processor, wherein the memory has stored therein a computer program, and wherein the processor is arranged to execute the computer program to perform the method of any of claims 1 to 2.
17. An electronic device comprising a memory and a processor, wherein the memory has stored therein a computer program, and wherein the processor is arranged to execute the computer program to perform the method of any of claims 3 to 9.
