The redirection of the terminal in the LTE is to redirect the terminal to a cell corresponding to the frequency point information according to the frequency point information of the cell carrying the terminal redirection in the RRC connection release message. The redirection is classified into RRC rejection based redirection, RRC release based redirection, and measurement based redirection. In the prior art, for a terminal redirected from a TD-SCDMA system to an LTE system, only redirection of redirection indication information in an RRC request message sent by a base station to the terminal is considered, and if the redirection indication information indicates that redirection of the terminal is not allowed, the terminal always rejects redirection. In addition, currently, for redirection based on RRC release and redirection based on measurement, there is no method for preventing the terminal from frequent redirection between different systems.

In this step, the redirection performed by all terminals within the timer is not limited, because some terminals have to be redirected because of the traffic requirement. For example, the network of the first base station where the terminal is currently located is a 4G network, and when the terminal needs to perform a Circuit Switching (CS) service, the terminal generally performs the CS service under a 3G network, so the terminal needs to be redirected to the 3G network of the second base station. A terminal for such redirection cannot reject the redirection, otherwise the perception of the user is affected. However, for a terminal with blind redirection or a terminal with redirection failure due to network coverage, congestion and other problems of the target base station for redirection, the terminal with such redirection reason is not allowed to repeat redirection within the timer timing time corresponding to the terminal. after receiving a redirection request message sent by a terminal, a base station judges whether a timer aiming at the terminal is started or not and whether the timer is not overtime or not, wherein the timer is used for timing a time period for refusing redirection;
if the timer is started and is not overtime, judging whether the terminal is allowed to be redirected within the timer timing time of the terminal according to the reason of terminal redirection;
if not, rejecting the redirection request message; otherwise, responding to the redirection request message.
2. The method of claim 1, further comprising:
if the base station judges that the timer aiming at the terminal is not started, the base station judges whether the timer is started for the terminal according to the indication information reported by the terminal; the indication information is used for indicating whether the terminal is prevented from being repeatedly redirected within a set time length;
if yes, starting a timer aiming at the terminal, and responding to the redirection request message; otherwise, responding to the redirection request message.
3. The method according to claim 1 or 2, wherein the determining whether to allow the terminal to perform redirection within a timer of the terminal according to the reason for the terminal redirection comprises:
and if the redirection reason is that the service requested by the terminal needs to be performed in a target cell or a target base station, or the redirection reason is a reason specified in a Radio Resource Control (RRC) establishment reason to allow the terminal to perform redirection within the timer timing time of the terminal, determining that the terminal is allowed to perform redirection within the timer timing time of the terminal.
4. The method according to claim 1 or 2, wherein the determining whether to allow the terminal to perform redirection within a timer of the terminal according to the reason for the terminal redirection comprises:
if the reason for redirection is blind redirection, or redirection failure, or the reason for redirection is specified as a reason that the terminal is not allowed to be redirected within the timer timing time of the terminal in the reason of RRC establishment, it is determined that the terminal is not allowed to be redirected within the timer timing time of the terminal.
5. The method of claim 1, wherein the redirect request message carries a redirect reason.
6. The method of claim 1, wherein the method is applied to redirection between a time division synchronous code division multiple access (TD-SCDMA) system and a Long Term Evolution (LTE) system.
7. A base station, comprising:
the receiving module is used for receiving a redirection request message sent by the terminal;
the judging module is used for judging whether a timer aiming at the terminal is started or not and whether the timer is not overtime or not, and the timer is used for timing a redirection refusing time period; if the timer is started and is not overtime, judging whether the terminal is allowed to be redirected within the timer timing time of the terminal according to the reason of terminal redirection;
the response module rejects the redirection request message if the judging module judges that the terminal is not allowed to be redirected within the timing time of the timer of the terminal; otherwise, responding to the redirection request message.
8. The base station of claim 7, wherein the determining module is further configured to:
if the timer aiming at the terminal is judged not to be started, judging whether the timer is started for the terminal or not according to the indication information reported by the terminal; the indication information is used for indicating whether the terminal is prevented from being repeatedly redirected within a set time length;
if yes, starting a timer aiming at the terminal, and responding to the redirection request message; otherwise, responding to the redirection request message.
9. The base station of claim 7 or 8, wherein the determining module is specifically configured to:
and if the redirection reason is that the service requested by the terminal needs to be performed in a target cell or a target base station, or the redirection reason is a reason specified in a Radio Resource Control (RRC) establishment reason to allow the terminal to perform redirection within the timer timing time of the terminal, determining that the terminal is allowed to perform redirection within the timer timing time of the terminal.
10. The base station of claim 7 or 8, wherein the determining module is further configured to:
if the reason for redirection is blind redirection, or redirection failure, or the reason for redirection is specified as a reason that the terminal is not allowed to be redirected within the timer timing time of the terminal in the reason of RRC establishment, then it is determined that the terminal is allowed to be redirected within the timer timing time of the terminal.
11. The base station of claim 7, wherein the redirection request message carries a redirection reason.
12. The base station of claim 7, wherein the base station is applied for redirection between a time division synchronous code division multiple access (TD-SCDMA) system and a Long Term Evolution (LTE) system.
