s6: receiving a request for downloading an installation version or an update package sent by mobile equipment; proposing a temporary circle for the request of downloading the installation version, and establishing a temporary circle for the request of downloading the update package;
s7: downloading the installation version or the update package to the first mobile equipment which sends a downloading request in the corresponding temporary circle, and establishing a peer network P2P protocol between the mobile equipment and other mobile equipment in the temporary circle;
s8: and when the mobile equipment executes a downloading request, releasing the mobile equipment from the temporary circle.
