The method of determining whether the received terminal information is registered as the registration information RI is not limited to the above method. When it is determined that the received terminal information is registered as the registration information RI, the reception unit 14 transmits a notification of notification availability to the notification terminal T that has transmitted the terminal information. The report acceptance system 100 according to the present embodiment performs a registration process of a new report terminal in accordance with the flowchart shown in fig. 6.
Specifically, the notification reception server 1 first requests a new notification terminal that transmits unregistered terminal information to transmit license information of an owner of the new notification terminal (step S31). The license information required to be sent from the new notification terminal is information related to a driving license of the owner of the new notification terminal.
The new notification terminal, which is required to transmit the license information of the owner of the new notification terminal, starts software (application) that causes the owner of the new notification terminal to input information related to the driving license (step S32).
For example, when the owner directly inputs the license information of the owner, the software displays a display window W2 as shown in fig. 7A on the display screen of the notification terminal T. In the display window W2, the owner inputs the driving license number of the driving license of the owner to the input field F1 in which "driving license number" is written. Further, the name of the owner (the name displayed on the driving license) is input to the input field F2 in which "name" is described.
After entering the driving license number and name, the owner presses the button B3, which is shown as "register". When the button B3 is pressed, the input driving license number and name are transmitted to the notification reception server 1 as license information of the owner of the new notification terminal.
Further, the new notification terminal may start software that transmits an image (photo data) of the driving license of the owner of the new notification terminal as license information of the owner of the new notification terminal. In this case, the software displays, for example, a display window W3 as shown in fig. 7B on the display screen.
At this time, the owner of the new notification terminal photographs the driving license of the owner using the camera unit of the new notification terminal. The captured image of the driving license is displayed at the display position P4 of the display window W3. Thus, the owner can determine whether it is appropriate to photograph the driving license.
In the software that transmits the image of the driving license as the license information of the owner of the new notification terminal, it may be checked whether or not at least the license number and name described in the driving license can be recognized from the image of the driving license displayed at the display position P4. Thus, when it is predicted that the information (license number and name) included in the license information of the owner of the new notification terminal cannot be acquired from the image of the driving license, it is possible to instruct the owner of the new notification terminal to take the image of the driving license again.
After the image of the driving license is taken, the owner of the new notification terminal presses the button B4 in which "register the driving license" is recorded. When the button B4 is pressed, the image of the driving license displayed at the display position P4 is transmitted to the report acceptance server 1.
On the other hand, when the information included in the license information of the owner of the new notification terminal is read from the IC card-compatible driving license, the new notification terminal activates software that reads necessary information from the IC card-compatible driving license. After the software is started, the owner of the new notification terminal makes the driving license of the owner approach to the information reading surface of the IC card reader or inserts the driving license into the information reading part of the IC card reader, and reads out the information included in the license information of the owner of the new notification terminal from the driving license corresponding to the IC card.
After necessary information is read from the IC card-compatible driving license, the new notification terminal activated by the software automatically transmits the read information to the notification reception server 1 as license information of the owner of the new notification terminal.
If the license information of the owner of the new notification terminal is received by the notification reception server 1, the registration determination unit 12 of the notification reception server 1 determines whether or not the received license information has been registered as the registration information RI in the storage unit 11 (step S33).
Specifically, for example, in the case where the license number included in the received license information coincides with the license number information LI2 stored in the storage unit 11 and the name included in the received license information coincides with the registered user information LI1 stored in the storage unit 11, it is determined that the received license information is registered as the registration information RI.
When determining that the received license information has been registered as the registration information RI (yes in step S33), the registration determination section 12 determines that the desired registration terminal information cannot be additionally registered. That is, this is because that the license information of the owner of the new notification terminal has been registered as the registration information RI means that 1 piece of terminal information TI is associated with the received license information and registered in the storage unit 11.
On the other hand, when determining that the received license information is not registered as the registration information RI in the storage unit 11 (no in step S33), the registration determination unit 12 determines whether or not the terminal information desired to be registered is registered as the registration information RI in the storage unit 11 (step S35). On the other hand, if the registration-desiring terminal information is not registered as the registration information RI, and is made registerable regardless of whether the license information of the owner of the new notifying terminal is registered or not, it is possible that a plurality of notifying terminals T are registered for the same registered user. As a result, 1 registered user can transmit the violation information D using a plurality of notification terminals T.
As in the present embodiment, in the case where license information of the owner of the new notification terminal is not registered and the registration-desired terminal information is not registered, the registration-desired terminal information can be registered as the registration information RI in the storage unit 11, whereby only 1 notification terminal T can be registered appropriately for 1 registered user.
In the case where it is determined by the registration determination unit 12 that the terminal information which is desired to be registered can be registered as the registration information RI, the registration unit 13 associates the terminal information which is desired to be registered with the license information of the owner of the new notification terminal and stores it in the storage unit 11 (step S37). Thereby, the terminal information desired to be registered is stored as new terminal information TI, and the license information of the owner of the new notified terminal is stored as new license information LI in the storage unit 11.
When the registration license information is registered as new license information LI in the storage unit 11, the license score information LI3 included in the new license information LI can be acquired from, for example, a computer system or the like that stores and manages the driving license information. In the registration processing of step S3, the contents or sequence of the processing of steps S31 to S38 can be changed as appropriate. For example, in the process of determining whether or not the terminal information desired to be registered is registerable in steps S33 to S35, it may be determined whether or not the terminal information desired to be registered is already registered first, and thereafter, it may be determined whether or not the license information of the owner of the new notification terminal is already registered.

According to the flowchart shown in fig. 8, the notification reception system 100 according to the present embodiment notifies the violation information D acquired by the notification terminals T of all registered users. In the notification process, data is exchanged between the notification terminals T of all the registered users and the notification reception server 1, as in the registration process.
Specifically, first, it is checked whether the notification terminal T can transmit the violation information D to the notification reception server 1 (step S41). The registered user (the communicant) who wants to send the violation information D inputs the violation content (e.g., "blind signal") at the input area F3 where the violation content is input. By executing the above-described steps S41 to S46 as the notification process, the violation information D can be notified only from the notification terminal T registered as the registration information RI in the storage unit 11 of the notification reception server 1. In the report acceptance system 100 according to the present embodiment, only one report terminal T (terminal information TI) can be registered for 1 registered user (1 license information LI).
Thus, in the report acceptance system 100 according to the present embodiment, the number of the report terminals T that can transmit the violation information by 1 registered user can be limited to 1. As a result, in the report acceptance system 100 of the present embodiment, only one report terminal T registered by the registered user can report the violation information D, and each registered user can report the violation information D under the same condition. That is, the registered user cannot transmit violation information using a plurality of terminals. After the registration information RI ' to which the new terminal information TI ' is added is stored in the storage unit 11 or after the new registration information RI is registered, the registration unit 13 transmits the registration-desired terminal information as a notification of successful registration of the registration information RI in the storage unit 11 to the notification terminal T that transmitted the license information of the owner of the new notification terminal (and the registration-desired terminal information) (step S38 '). Thereafter, the registration process is ended.
By executing the steps S31 'to S38' described above as the registration process, it is possible to register a plurality of notification terminals T having different terminal types for one registered user (1 license information LI). For example, a registered user can register a smart phone, a car recorder, a digital camera, for example. However, only one notification terminal T having the same terminal type can register one registered user. For example, more than 2 smartphones cannot be registered.
If a plurality of notification terminals T having different terminal types can be registered for one registered user, for example, the following effects are obtained. In the case where the registration information RI can be updated without limitation, there is a possibility that the terminal information of the same terminal type is replaced many times. In this case, one registered user can use a plurality of notification terminals T of the same terminal type.
By limiting the number of updates of the registration information RI, it is possible to avoid the situation where one registered user repeatedly uses the reporting terminal T of the same terminal type to report the violation information D as described above. After the update, the notification terminal T registered in the past may not be registered.
(B) Other embodiment (2) relating to registration processing of registration information
In the first and second embodiments, only one notification terminal T can be registered for one registered user, or a plurality of notification terminals T of different types can be registered for one registered user. However, the present invention is not limited to this, and the above-described 2 registration information registration methods may be combined.
In this case, the registration determination unit 12 determines, for example, based on the information of the registered user, whether only one notifying terminal T is registered as the terminal information TI for the registered user, or a plurality of notifying terminals T having different terminal types can be registered as the terminal information TI for the registered user.
For example, it is conceivable that only one notification terminal T can be registered for a registered user who has a high frequency of causing traffic violations, and registration processing for a plurality of notification terminals T having different terminal types can be registered for a registered user who is approved by a good driver.
Whether the registered user who causes a high frequency of traffic violations or the registered user who is certified by a good driver can be determined from the magnitude of the numerical value of the license score information LI3 of the license information LI, for example. In addition, it is also possible to determine whether the registered user who has a high frequency of causing traffic violations or the registered user who is certified by a good driver from the issuance history (issuance count) of the penalty bills for each registered user.
As described above, by allowing a registered user who causes a high traffic violation frequency to register fewer notifying terminals T, the probability of giving a reward to the registered user can be reduced. As a result, the registered user who often causes a traffic violation can be awarded a reward that does not cause a traffic violation.
On the other hand, a plurality of notification terminals T can be registered for the registered user as a good driver, and a greater number of rewards for notifying the violation information D can be given to the registered user as the good driver.
(C) Other embodiments for registration information
In the first and second embodiments described above, the terminal information TI of the notification terminal T and the license information LI relating to the driving license of the owner (registered user) of the notification terminal T are stored in the storage unit 11 as the registration information RI. However, the information included in the registration information RI is not limited to the terminal information TI and the license information LI.
For example, information used for life authentication (biometric authentication) such as a fingerprint or a retinal pattern of the registered user may be stored (registered) as the registration information RI. By registering the information used for the life authentication also as the registration information RI, it is possible to prevent, for example, the license information of the registered user from being input by another person other than the registered user so that the other person becomes the registered user.
(D) Other embodiment of the method of storing violation information (1 thereof)
In the first and second embodiments, when the violation information D is stored in the storage unit 11, the violation information D is stored without being sorted. However, the present invention is not limited to this, and the violation information D may be sorted based on a predetermined condition and stored in the storage unit 11.
For example, the violation information of the same violation content may be collected into 1 (for example, a list) and sorted and stored. Alternatively, a file of the violation information D in which the same violation contents can be listed may be stored in the storage unit 11. In this case, for example, an HTML (hypertext markup Language) file programmed to display the violation information D of the same violation content may be applied as the file capable of viewing the violation information D of the same violation content.
For example, by reading an HTML file of the violation information D in which the same violation contents can be listed in a Web browser or the like installed in the monitoring unit 3, the monitoring unit 3 can read the violation information D in a state in which the same violation contents are sorted.
(E) Other embodiment of the storage method for violation information (2 thereof)
In the first and second embodiments described above, the violation information D received from the notifying terminal T is unconditionally stored in the storage unit 11. However, the present invention is not limited to this, and information for judging that the violation information D received from the notifying terminal T is obviously unusable for regulation of a violation may be discarded.
For example, when an image of a violation included in the violation information D is captured with blur, the image cannot be evidence of the violation. Therefore, the violation information D including the blurred image can be discarded as information that does not work.

Claims (8)

1. A report acceptance system comprising:
a storage unit that stores, as registration information, terminal information relating to a notification terminal capable of acquiring an image relating to a vehicle on which a violation has been performed and license information relating to a driving license of a owner of the notification terminal in association with each other;
a reception unit that receives the image only from a notification terminal in which the registration information is stored in the storage unit; and
and a registration unit that, when accepting terminal information desired to be registered as terminal information relating to a new notification terminal desired to be registered and accepting license information relating to a driving license together with the terminal information desired to be registered, associates the license information with the terminal information desired to be registered as license information of an owner of the new notification terminal and stores the associated license information in the storage unit.
2. The notification reception system according to claim 1, further comprising a registration determination unit that determines whether the terminal information desired to be registered can be additionally registered in the storage unit, in accordance with possible registration conditions for a notification terminal that can be registered by one person, when the terminal information desired to be registered is received and the license information is received together with the terminal information desired to be registered,
the registration unit stores the license information in the storage unit as information of an owner of the new notification terminal in association with the registration-desired terminal information when the registration determination unit determines that the registration-desired terminal information can be additionally registered in the storage unit.
3. The notification acceptance system according to claim 2, wherein the possible registration condition is a case where: license information of an owner of the new notifying terminal is not stored as the registration information in the storage unit, and the terminal information desired to be registered is not stored as the registration information in the storage unit.
4. The notification reception system according to claim 2, wherein even in a case where the possible registration condition is that license information of an owner of the new notification terminal has been stored in the storage unit as the registration information, the possible registration condition is a case where: the terminal type displayed by the terminal information associated with the license information of the owner of the new notifying terminal is different from the terminal type of the new notifying terminal.
5. The notification reception system according to any one of claims 2 to 4, wherein the registration unit associates the terminal information desired to be registered received by the registration determination unit with license information of an owner of the new notification terminal as new registration information, and registers the new registration information in the storage unit.
6. The report handling system according to claim 1, further comprising:
a supervision determination unit that determines whether or not to execute supervision of the violation using the violation information accepted from the notification terminal;
a reporter determination unit that determines, when it is determined that the regulation is executed, a reporter that reports the violation information from license information associated with terminal information of a reporting terminal that transmits the violation information used in the regulation of the violation behavior; and
a reward determination unit that determines a content of a reward given to the communicant.
7. The report acceptance system according to claim 6,
the reward decision unit decides a traffic violation score for restoring the driving license given to the announcer as the content of the reward.
8. A notification reception method in a notification reception system including a storage unit that stores terminal information relating to a notification terminal capable of acquiring an image relating to a vehicle performing a violation and license information relating to a driving license of a owner of the notification terminal in association with each other as registration information,
the report acceptance method includes:
a registration step of, when accepting terminal information desired to be registered as terminal information relating to a new notification terminal desired to be registered and accepting license information relating to a driving license together with the terminal information desired to be registered, associating the license information with the terminal information desired to be registered as license information of an owner of the new notification terminal and storing the associated license information in the storage unit; and
and a reception step of receiving the image only from a notification terminal in which the registration information is stored in the storage unit.
