step 802, the terminal returns a call response with an identification bit. After monitoring a distress Request (Paging Request) sent by a Mobile Management Entity (MME) on LTE, a terminal uses an identification bit in a call response (Extended Service Request) returned to the mobile management entity to indicate whether a voice call establishment process can be completed on LTE.

Since the circuit resources of the 2/3G network are already ready, the fallback will be completed quickly.
Step 814, if the user refuses to answer, the terminal sends the refused call request to the mobile management entity, the mobile management entity forwards the refused call request to the mobile switching center, and the mobile switching center releases the circuit resource.

After receiving the answering request, the mobile switching center encapsulates the 2/3G base station information (frequency band and frequency) to be dropped into the voice dropping message and sends the voice dropping message to the terminal through the mobile management entity, and the terminal drops the message to the 2G or 3G network to start voice communication. Since the circuit resources of the 2/3G network are already ready, the fallback will be completed quickly.
In step 914, if the user refuses to answer, the terminal sends the refused telephone request to the mobile management entity, the mobile management entity forwards the refused telephone request to the mobile switching center, and the mobile switching center releases the circuit resource.
The technical scheme of the present invention is described in detail above with reference to the accompanying drawings, and through the technical scheme of the present invention, a tunnel of an OTA message of 2/3G network is provided through an LTE network, so that a terminal completes a voice call establishment procedure on the LTE network, obtains a number of a calling party, and determines whether to answer the call. Under the condition of no answering, the data service on the LTE is not influenced; if the user answers, the user can make certain operation and safely quit the LTE data service.

Claims (27)

1. A terminal, the terminal comprising a first communication network communication module and a second communication network communication module, wherein the first communication network corresponding to the first communication module only supports data services, and the second communication network corresponding to the second communication module at least supports voice services, the terminal comprising:
a call establishing unit, configured to perform a voice call establishing procedure on the first communication network if a call request from a mobility management entity is received when the terminal performs a data service using the first communication network;
an interaction unit, configured to send a call response to the mobility management entity when receiving the call request, where the call response includes identification information indicating whether a voice call establishment procedure can be completed on the first communication network, so that the mobility management entity determines, according to the identification information, whether the voice call establishment procedure can be completed on the first communication network, and receives circuit resource information of a second communication network, which is sent by the mobility management entity and is required for establishing a voice service corresponding to the call request;
a processing unit, configured to send an answer response to the mobility management entity if it is detected that an answer button of the terminal is selected after the voice call setup procedure is completed, disconnect a data service of the first communication network according to received voice fallback information from the mobility management entity, and establish a voice service of the second communication network using the received circuit resource information; wherein
The call establishment unit includes:
an information receiving unit, configured to receive parameter information required for performing a voice call setup procedure, where the parameter information is sent by the mobility management entity when a determination result indicates that the voice call setup procedure is supported to be completed on the first communication network;
and the flow establishing unit is used for performing the voice call establishing flow on the first communication network according to the parameter information.
2. The terminal of claim 1, wherein the parameter information comprises system information, location update response information, routing area update response information and/or SETUP information of a cell in which the second communication network is located,

The MME of claim 6, wherein the parameter information includes system information, location update response information, routing area update response information and/or SETUP information of a cell in which a second communication network is located, to which a voice service corresponding to a voice call SETUP procedure needs to be dropped,

after receiving the system information sent by the mobile switching center, sending the system information to the terminal, so that the terminal sends a position updating request and a routing area updating request to the mobile management entity according to the system information, and
receiving the position updating request and the routing area updating request, and sending the position updating request and the routing area updating request to a mobile switching center;
and receiving location updating response information and routing area updating response information which are sent by the mobile switching center according to the location updating request and the routing area updating request, and sending the location updating response information and the routing area updating response information to the terminal.

receiving SETUP information sent by the mobile switching center, and sending the SETUP information to the terminal;
receiving SETUP response information sent by the terminal according to the SETUP information, and sending the SETUP response information to the mobile switching center;
receiving call reminding information transmitted by the mobile switching center, and sending the call reminding information to the terminal; and
and receiving a rejection response sent by the terminal, and sending the rejection response to the mobile switching center.
9. The mobility management entity according to any of claims 6 to 8, wherein the interaction unit is further configured to:
and receiving voice fallback information sent by the mobile switching center when the mobile switching center sends the system resources, and sending the voice fallback information to the terminal, or receiving the voice fallback information sent by the mobile switching center when the mobile switching center receives the answer response, and sending the voice fallback information to the terminal.

the allocation unit allocates circuit resource information of a second communication network required for establishing a voice service to a target terminal corresponding to the call request when the judgment result indicates that the mobile switching center supports the completion of the voice call establishment process on the first communication network;
the interaction unit is further configured to:
sending parameter information and the circuit resource information required for the voice call setup procedure to the mobility management entity, and
receiving an answering response sent by the mobile management entity, and sending voice fallback information to the mobile management entity, so that the mobile management entity sends the voice fallback information to the target terminal, the target terminal disconnects the data service of the first communication network according to the voice fallback information, and establishes the voice service of the second communication network by using the received circuit resource information.
11. The mobile switching center of claim 10,
the parameter information includes system information, location update response information, routing area update response information and/or SETUP information of a cell where a voice service corresponding to a voice call SETUP procedure needs to be dropped back to a second communication network,
the interaction unit is further configured to:
sending the system information to the mobility management entity;
receiving a location updating request and a routing area updating request sent by the mobile management entity;
and sending position updating response information and routing area updating response information to the mobile management entity according to the position updating request and the routing area updating request.
12. The mobile switching center according to claim 10 or 11, wherein the interaction unit is further configured to:
sending a SETUP message to the mobility management entity, receiving a SETUP response message sent by the mobility management entity, and sending a call reminding message to the mobility management entity according to the SETUP response message; and
and receiving a rejection response sent by the mobile management entity, and releasing the allocated circuit resource information according to the rejection response.
13. The mobile switching center according to claim 10 or 11, wherein the interaction unit is further configured to:
and sending the voice fallback information to the mobile management entity when sending system resources, or sending the voice fallback information to the mobile management entity when receiving the answer response.

A service processing method, for a terminal including a first communication module and a second communication module, where a first communication network corresponding to the first communication module only supports data services, and a second communication network corresponding to the second communication module at least supports voice services, includes:
when the terminal uses the first communication network to carry out data service, if a call request from a mobile management entity is received, sending a call response to the mobile management entity, wherein the call response comprises identification information of whether a voice call establishment process can be completed on the first communication network, so that the mobile management entity can judge whether the voice call establishment process can be completed on the first communication network according to the identification information;
performing a voice call setup procedure over the first communication network;
receiving circuit resource information of a second communication network required by the voice service corresponding to the call request sent by the mobile management entity;
after the voice call establishment process is completed, if the answer button of the terminal is detected to be selected, sending an answer response to the mobile management entity, disconnecting the data service of the first communication network according to the received voice fall-back information from the mobile management entity, and establishing the voice service of the second communication network by using the received circuit resource information; wherein
