receiving the position information periodically reported by the user equipment as state information, or the position information and the time information periodically reported as the state information;
periodically positioning user equipment, obtaining longitude and latitude information as the position information of the user equipment, and using the position information of the user equipment as the state information of the user equipment;
the method comprises the steps of periodically positioning the user equipment to obtain longitude and latitude information as position information of the user equipment, obtaining time information of an area where the user equipment is located, and using the position information and the time information as state information of the user equipment.
5. The method of claim 1, wherein the determining a target event and at least two target ues based on the status information of the ues and an event handling list of the ues comprises:
comparing the state information of the user equipment with an event processing list of the user equipment, and judging whether the state information of the user equipment is matched with preset state information in the event processing list;
if the state information of the user equipment is matched with the preset state information in the event processing list, determining an event number corresponding to a target event based on the matched state information, and acquiring information content corresponding to the event number and identification information of the target user equipment;
correspondingly, the sending of the information corresponding to the target event to the at least two target user equipments includes:
and sending the information content to at least two network management devices where the at least two target user devices are located, and controlling the at least two network management devices to respectively send the information content corresponding to the target event to the at least two target user devices.
6. The method of claim 1, wherein the determining a target event and at least two target ues based on the status information of the ues and an event handling list of the ues comprises:
comparing the state information of the user equipment with an event processing list of the user equipment, and judging whether the state information of the user equipment is matched with preset state information in the event processing list;
if the state information of the user equipment is matched with the preset state information in the event processing list, acquiring an event number corresponding to a target event based on the matched state information, and acquiring identification information of the target user equipment corresponding to the event number;

sending information corresponding to the target event to the at least two target user equipments, including:
and sending the event number to at least two network management devices at the locations of the at least two target user devices, controlling the at least two network management devices to determine information content according to the event number, and respectively sending the information content corresponding to the target event to the at least two target user devices.

sending the event processing list to a network side, so that the network side determines a target event and at least two target user equipment according to the event processing list and the state information of the user equipment, and the network side sends information corresponding to the target event to the at least two target user equipment, wherein the state information of the user equipment comprises at least one of the following: the position information of the user equipment and the time information of the position of the user equipment.
8. The method of claim 7, further comprising: and periodically sending the state information to the network equipment.
9. A network device, characterized in that the network device comprises:
the device comprises a list acquisition unit, a subscription information acquisition unit and a subscription information acquisition unit, wherein the list acquisition unit is used for acquiring an event processing list of user equipment, and the event processing list exists in the subscription information of the user equipment;
a status acquiring unit, configured to acquire status information of a user equipment, where the status information of the user equipment includes at least one of: the position information of the user equipment and the time information of the position of the user equipment are obtained;
a processing unit, configured to determine a target event and at least two target user equipments based on the state information of the user equipment and an event handling list of the user equipment; and sending information corresponding to the target event to the at least two target user equipments.
10. The network device of claim 9, wherein the event handling list comprises: identification information of the user equipment, an event number, state information of the user equipment, information content and identification information of at least two target user equipments.
11. The network device of claim 9,
the processing unit is specifically configured to detect that the user equipment initially accesses a network and executes an attach procedure, and the control list acquisition unit acquires an event processing list pre-stored by the user equipment from a user information database of a home location of the user equipment.
12. The network device according to claim 9, wherein the status obtaining unit is specifically configured to perform one of the following operations:
receiving state information reported by user equipment;
acquiring an identifier of a location area where the user equipment is located, representing location information of the user equipment by using the identifier of the location area, and using the location information as state information of the user equipment;
acquiring an identifier of a location area where the user equipment is located, representing location information of the user equipment by using the identifier of the location area, acquiring time information of an area where the user equipment is located, and taking the location information and the time information as state information of the user equipment;
receiving the position information periodically reported by the user equipment as state information, or the position information and the time information periodically reported as the state information;
periodically positioning user equipment, obtaining longitude and latitude information as the position information of the user equipment, and using the position information of the user equipment as the state information of the user equipment;
the method comprises the steps of periodically positioning the user equipment to obtain longitude and latitude information as position information of the user equipment, obtaining time information of an area where the user equipment is located, and using the position information and the time information as state information of the user equipment.

The network device according to claim 9, wherein the processing unit is specifically configured to compare the state information of the ue with an event handling list of the ue, and determine whether the state information of the ue matches with state information preset in the event handling list; if the state information of the user equipment is matched with the preset state information in the event processing list, determining an event number corresponding to a target event based on the matched state information, and acquiring information content corresponding to the event number and identification information of the target user equipment;
generating a first control instruction, sending the information content to at least two network management devices where the at least two target user devices are located according to the first control instruction, and controlling the at least two network management devices to send the information content corresponding to the target event to the at least two target user devices respectively.

The network device according to claim 9, wherein the processing unit is specifically configured to compare the state information of the ue with an event handling list of the ue, and determine whether the state information of the ue matches with state information preset in the event handling list;
if the state information of the user equipment is matched with the preset state information in the event processing list, acquiring an event number corresponding to a target event based on the matched state information, and acquiring identification information of the target user equipment corresponding to the event number;
generating a first control instruction, sending the event number to at least two network management devices where the at least two target user devices are located according to the first control instruction, controlling the at least two network management devices to determine information content according to the event number, and sending the information content corresponding to the target event to the at least two target user devices respectively.
15. A user equipment, the user equipment comprising:
a processing unit, configured to set an event handling list, where the event handling list exists in subscription information of the user equipment;
a communication unit, configured to send the event processing list to a network side, so that the network side determines a target event and at least two target user equipments according to the event processing list and state information of the user equipments, and so that the network side sends information corresponding to the target event to the at least two target user equipments, where the state information of the user equipments includes at least one of: the position information of the user equipment and the time information of the position of the user equipment.
16. The UE of claim 15, wherein the communication unit is further configured to send status information to a network device.
