Das Arzneimittel 16 muss so beschaffen sein, dass es durch das Vorhandensein von Wasser oder dem Träger 17 nicht abgebaut oder auf andere Weise negativ beeinflusst wird. Such replacement of the drug with water is particularly important in devices where the walls are essentially rigid (i.e. dimensionally stable) and cannot collapse inwardly due to the reduction in drug in the core.

Aus dem Film wurden 30 x 30 mm grosse Stücke geschnitten. Paare dieser Stücke wurden aufeinandergelegt und die Kanten (ungefähr 203 mm Rand) auf 3 Seiten unter Bildung kleiner Taschen oder Säcke miteinander verschweisst. Die Taschen wurden mit einem 70:30-Gemisch von Progesteron und einem Block-Copolymer aus 40% Äthylenoxid und Propylenoxid (MG des Poly(oxypropylen)-Segments 1750, PLURONIC L64) gefüllt und die vierten Seiten der Taschen verschweisst. Die Progesteronfreisetzung aus den Taschen wurde gemessen, indem man die Vorrichtungen eine bestimmte Zeit lang in einer Salzlösung von 37 °C bewegte und in periodischen Abständen die Progesteron-Konzentration in der Salzlösung mass.
