Claims (10)

1. A method of creating a validity period for a transaction and transferring possession of a goods and services between parties to the transaction, the method comprising:
initiating a purchasing transaction including an exchange of goods or services for a payment amount;
generating an electronic commitment payment certificate for the purchasing transaction and freezing a funds balance and credit overdraft limit within a client account to generate a frozen amount, wherein the frozen amount exceeds or equals a payment amount, wherein the electronic commitment payment certificate includes goods and services information, the payment amount, a delivery address, and wherein the electronic payment commitment certificate is configured to pay the frozen amount according to an agreed condition;
establishing a validity period for the electronic commitment payment certificate;
storing the validity period information and the electronic commitment payment certificate information in an information center server; and preventing the electronic commitment payment certificate from being used outside the validity period; wherein the frozen amount associated with the electronic commitment payment certificate is negated on expiry of the validity period; and releasing the frozen amount associated with the electronic commitment payment certificate if the agreed condition is met and if goods and services are delivered within validity period, and wherein the electronic commitment payment certificate is updated and synchronized on the information center server to reflect a delivery state of the goods and services in real-time.
2. The method of claim 1, wherein the validity period information is inputted into the electronic transaction certificate.
3. The method of any one of claims 1-2, wherein the validity period information is evaluated whether the goods and or services are delivered in time.
4. The method of any one of claims 1-3, wherein the validity period information is determined if the payment is permitted based on whether the goods and or services are delivered in time.
5. The method of claims 1-4, wherein the agreed condition is at least one of delivery status, acceptance of goods by purchaser, confirm delivery of goods is completed, and successful transfer of payment information.
6. A method of encouraging prompt delivery of goods or services from merchants, the method comprising:
initiating a purchasing transaction including an exchange of goods or services for a payment amount;
generating an electronic commitment payment certificate for the purchasing transaction and freezing a funds balance and credit overdraft limit within a client account to generate a frozen amount, wherein the frozen amount exceeds or equals a payment amount, wherein the electronic commitment payment certificate includes goods and services information, the payment amount, a delivery address, and wherein the electronic payment commitment certificate is configured to pay the frozen amount according to an agreed condition;
establishing a validity period for the electronic commitment payment certificate;
storing an generated electronic certificate information and the validity period in an information center server;
tracking the provisioning of a goods and or services by the merchant;

evaluating whether the goods and or services are delivered within the validity period;
detelmining if the payment is permitted based on whether the goods and or services are delivered within the validity period; and releasing the frozen amount associated with the electronic commitment payment certificate if the agreed condition is met and if goods and services are delivered witinn validity period, and wherein the electronic commitment payment certificate is updated and synchronized on the information center server to reflect a delivery state of the goods and services in real-time.
7. The method of claim 6, wherein the payment is not made if the goods and or services are delivered outside the validity period.
8. The method of claim 6, wherein the payment is reduced if the goods and or services are delivered outside the validity period.
9. The method of any one of claims 7-8, where when the goods and or services are delivered outside the validity period, wherein the freezing of the funds associated with the electronic commitment payment certificate is cancelled.
10. The method of claims 6-9, wherein the agreed condition is at least one of delivery status, acceptance of goods by purchaser, confirm delivery of goods is completed, and successful transfer of payment information.
