Definitions
- This specification relates to mobile communications.
- 3GPP(3rd generation partnership project) LTE(long-term evolution) is a technology to enable high-speed packet communication. Many methods have been proposed to achieve the LTE goals of reducing costs for users and operators, improving service quality, expanding coverage, and increasing system capacity. 3GPP LTE requires cost reduction per bit, improved service availability, flexible use of frequency bands, simple structure, open interface, and appropriate power consumption of terminals as upper-level requirements.
- the International Telecommunication Union (ITU) and 3GPP have begun work on developing requirements and specifications for new radio (NR) systems.
- 3GPP must identify and develop the technology components necessary to successfully standardize NR in a timely manner that meets both urgent market needs and the longer-term requirements presented by the ITU-R (ITU radio communication sector) IMT (international mobile telecommunications)-2020 process.
- NR must also be able to use any spectrum band up to at least 100 GHz that will be available for wireless communications far into the future.
- NR targets a single technology framework that addresses all deployment scenarios, usage scenarios, and requirements, including enhanced mobile broadband (eMBB), massive machine type-communications (mMTC), and ultra-reliable and low latency communications (URLLC).

- the 5G system architecture includes the following benchmarks:
- two NFs may need to be interconnected to serve a UE.
- QoS parameter notification control informs the NG-RAN:
- notification control can be used for GBR QoS flows.
- the NG-RAN's decision on whether GFBR, PDB and PER can be met is done by considering the QoS parameters Mean Window and MDBV (for GBR QoS flows using delay critical resource type) which are either explicitly provided as part of the QoS profile or implicitly provided via standardized 5QI QoS characteristics.
- SMF shall enable notification control only if the QoS notification control parameter is set in the PCC rule (received from PCF) bound to the QoS flow.
- the notification control parameter is signaled to NG-RAN as part of the QoS profile.
- the NG-RAN shall notify SMF that "GFBR cannot be guaranteed anymore”. Furthermore, the NG-RAN shall keep this QoS flow active (i.e. while not fulfilling the requested QoS profile for this QoS flow), unless there is a NG-RAN specific condition like radio link failure or internal RAN congestion whereby the NG-RAN has to release NG-RAN resources for this GBR QoS flow. The NG-RAN shall try to fulfill the GFBR, PDB and PER of the QoS profile again.
- NG-RAN can decide that “GFBR can no longer be guaranteed” based on metrics such as queuing delay or system load.
- SMF may forward that notification to PCF.
- the NG-RAN When the NG-RAN determines that the GFBR, PDB and PER of the QoS profile can be met again for the QoS flow for which the "GFBR can no longer be guaranteed” notification was sent, the NG-RAN shall send a "GFBR can again be guaranteed” notification to the SMF, which may forward the notification to the PCF. The NG-RAN shall send follow-up "GFBR can no longer be guaranteed” notifications whenever necessary.
- the NG-RAN When a QoS flow is modified, the NG-RAN re-verifies whether “GFBR can no longer be guaranteed” according to the updated QoS profile. If the notification control parameters are not included in the updated QoS profile, the notification control is disabled.
- the source NG-RAN does not inform the target NG-RAN whether the source NG-RAN has notified the QoS flows that "GFBR can no longer be guaranteed".
- the target NG-RAN performs admission control to reject all QoS flows for which it cannot permanently allocate resources.
- the accepted QoS flows are included in the N2 Path Switch Request or N2 Handover Request Accept message sent from the NG-RAN to the AMF.
- the SMF shall interpret the fact that a QoS flow is listed as a moved QoS flow in an Nsmf_PDUSession_UpdateSMContext Request received from the AMF as a notification that "GFBR can be guaranteed again" for this QoS flow.
- the target NG-RAN shall send a follow-up notification "GFBR can no longer be guaranteed" for the given QoS flow whenever necessary.
- the SMF shall notify the PCF that "GFBR can be guaranteed again.
- notification control is enabled for a particular GBR QoS flow and the NG-RAN receives a list of alternative QoS profiles for that QoS flow and supports alternative QoS profile handling, the following applies:
- the NG-RAN shall send a notification to the SMF stating "GFBR can no longer be guaranteed". Before sending the notification "GFBR can no longer be guaranteed" to the SMF, the NG-RAN shall check whether the GFBR, PDB and PER currently being implemented by the NG-RAN matches (satisfies) any of the alternative QoS profiles in the given priority order. If so, the NG-RAN shall indicate to the SMF a reference to the matching alternative QoS profile with the highest priority.
- the NG-RAN sends a “GFBR can no longer be guaranteed” notification to the SMF, indicating that the lowest alternative QoS profile cannot be met (unless NG-RAN specific conditions require NG-RAN resources to be released for this GBR QoS flow, e.g. radio link failure or internal RAN congestion).
- the NG-RAN shall send a notification (i.e. “GFBR can no longer be guaranteed” or “GFBR can be guaranteed again”) to SMF and indicate the current situation (unless specific conditions in the NG-RAN require the release of the NG-RAN resources due to radio link failure or internal RAN congestion). For example: “GFBR can no longer be guaranteed” or “GFBR can be guaranteed again”) to SMF and indicate the current situation (unless specific conditions in the NG-RAN require the release of the NG-RAN resources for this GBR QoS flow).
- the current situation is that either the QoS profile can be satisfied (implicitly indicated by the "GFBR can be re-assured" notification itself), another alternative QoS profile can be satisfied, or the lowest priority alternative QoS profile cannot be satisfied.
- NG-RAN shall always try to implement the QoS Profile, and if this is not possible, it shall try to implement any Alternative QoS Profile with higher priority.
- the NG-RAN implementation can apply hysteresis (e.g. via a configurable time interval) before informing the SMF that the currently satisfied values match the QoS profile or another alternate QoS profile with higher priority. It is also assumed that the PCF has verified that the QoS values within the different alternate QoS profiles are not too close to each other.
- SMF may inform PCF. In doing so, SMF shall inform PCF of the current status of implementation.
- the SMF uses NAS signaling (transmitted transparently through the RAN) to inform the UE of changes in QoS parameters (e.g. 5QI, GFBR, MFBR) that the NG-RAN is implementing for the current QoS flow after the notification control has occurred.
- QoS parameters e.g. 5QI, GFBR, MFBR
- This use case describes a scenario where an autonomous ship is controlled remotely from shore.
- the ship has UEs served by two satellite RANs (GEO and LEO) belonging to the same PLMN managed by a 5G satellite operator.
- the ship UEs have a single PLMN subscription.
- Dual 5G satellite access is applied to accommodate the massive data traffic for remote control operations.
- delay-sensitive applications e.g., remote control operations, collision/accident avoidance, emergency management, etc.
- LEO satellite links which have lower UE-to-ground propagation delay than GEO satellite connections (up to 30 ms for LEO vs. up to 280 ms for GEO).
- Other applications e.g., delay-sensitive applications such as sensor data monitoring, video surveillance, etc.
- GEO satellite links or aggregate traffic across both accesses can be aggregate traffic across both accesses.
- Several service scenarios may benefit from combining terrestrial and non-terrestrial access, or from combining two types of non-terrestrial access (e.g., GSO and NGSO-based), to meet target service performance in terms of data rate and/or reliability.
- GSO and NGSO-based two types of non-terrestrial access
- the bandwidth provided by terrestrial-based access may be limited at the cell edge.
- Adding NTN-based NG-RAN can help achieve the targeted perceived data rates.
- the service area may not be completely uniform along the track, and multiple connections including NTN-based NG-RAN can provide the targeted reliability.
- UEs can be simultaneously connected and serviced in the following ways:
- NTN-based 3GPP access NGSO
- GSO NTN-based 3GPP access
- NTN-based 3GPP access (NGSO) via two different satellites in the same constellation
- Dual access bonding can occur on the uplink, downlink, or both.
- the same or different gNBs can serve NR cells over terrestrial access networks and satellite access networks (e.g., as transparent payloads carried on satellites).
- NTN-based NG-RAN can refer not only to transparent payload satellites, but also to regenerative payload satellites with, for example, some gNB capabilities.
- This example scenario represents a stadium with an ad hoc/in-stadium 5G NR deployment (high capacity) from one SNPN or PLMN network (MNO-A) and 5G NR coverage from another PLMN outside the stadium (MNO-B). There is no NW sharing between the two 5G networks.
- MNO-B has a business and roaming partnership with MNO-A, including an agreement to lease additional capacity to provide ultra-wideband experiences to some of MNO-B’s ‘golden’ customers.
- the agreement between MNO-A&B includes the ability for MNO-B users’ data traffic to utilize additional NR connectivity links in PLMN-A to connect at higher data rates (including anchoring and aggregation to the CN in the HPLMN).
- This capability is assumed to be supported by both PLMNs’ CNs, the UEs (of the golden MNO-B users), and is associated with a set of traffic policies and conditions negotiated by the MNOs, which the HPLMN can control and provision (to the UEs and CN entities).
- 3GPP supports a method to notify an application whether the QoS of a terminal is well maintained.
- the AF can request notification control to the NEF through the Nnef_AFsessionWithQoS_Create/Nnef_AFsessionWithQoS_Update service for notification control.
- the AF may provide Alternative Service Requirements (QoS Reference parameters or Requested Alternative QoS Parameter Set(s)).
- the PCF can create Alternative QoS Parameter Set(s) based on the Alternative Service Requirements provided by the AF
- the SMF can create Alternative QoS Profile(s) based on the Alternative QoS Parameter Set(s) provided by the PCF.
- the SMF can transmit information for notification control to the NG-RAN and transmit the generated Alternative QoS Profile(s) together. If the NG-RAN cannot satisfy the QoS provided by the SMF, and there is no Alternative QoS Profile, it can signal to the SMF, saying "GFBR can no longer be guaranteed.” If the NG-RAN cannot satisfy the QoS provided by the SMF, and there is an Alternative QoS Profile, it can select the QoS with the highest priority among multiple Alternative QoS Profiles that can currently be satisfied, and notify the SMF of the reference value of the Alternative QoS Profile that can be satisfied.
- the terminal can receive services using two 3GPP RATs at the same time.
- the 5G network can be used to inform whether the QoS of a specific terminal requested by the AF is well supported by the 3GPP access.
- whether the QoS is well supported could be determined by the base station, but when the service is provided using two 3GPP accesses at the same time, a single base station may not be able to determine whether the QoS of the terminal is well supported. A method to solve this is needed.
- a media service in AF may require 10 Mbps.
- the AF may request QoS as 5GC and request that it be notified to the AF if it is not satisfied. If one 3GPP access can provide 7 Mbps and the other 3GPP access can provide 5 Mbps, the terminal can sufficiently receive service for 10 Mbps. However, if the conventional notification control is applied, the base station may notify that "GFBR can no longer be guaranteed" because one 3GPP access cannot satisfy 10 Mbps. Then, the AF may change the data rate of the media service to transmit data with lower quality even though it is possible through the dual 3GPP access.
- a scheme to support QoS notification control in the proposed dual 3GPP access may consist of a combination of one or more of the following actions/configurations/steps:
- the method proposed in this specification can apply the operations described in the notification control described above.
- the method proposed in this specification can apply the operations described in the dual 3GPP access described above.
- UE User Equipment
- terminal is used interchangeably.
- AF Application Function
- AS Application Server
- SMF/PCF When using dual 3GPP access, it may be proposed that SMF/PCF generate an Alternative QoS Profile.
- SMF/PCF can directly generate Alternative QoS Profile/Alternative QoS parameter set.
- SMF/PCF can generate an Alternative QoS Profile and provide it to the base station corresponding to each 3GPP access. If each 3GPP access does not satisfy the original QoS, the base station can inform SMF/PCF of the reference index value corresponding to the QoS that can be satisfied among the Alternative QoS Profiles.
- SMF/PCF can check (decide) whether the QoS requirements requested by AF in actual dual 3GPP access (first access and second access) can be satisfied based on the notification (received from base station) for each 3GPP access.
- SMF/PCF can generate Alternative QoS Profiles of 1 Mbps, 3 Mbps, 5 Mbps and 7 Mbps. SMF/PCF can then transmit these to the base station corresponding to each 3GPP access.
- SMF/PCF may not perform an event report to AF because it can satisfy 10 Mbps with another 3GPP access (the second access).
- SMF/PCF may determine that 10 Mbps can be supported by transmitting data over both accesses and may not report an event to AF.
- SMF/PCF may determine that it cannot satisfy the QoS requirement requested by AF and inform AF of this. This is because the maximum data rate is 8 Mbps even through two accesses at the same time and therefore 10 Mbps cannot be satisfied.
- bitrate was used as an example above, but PDB and/or PER can also be considered to check whether QoS requirements are met.
- SMF/PCF can generate and transmit Alternative QoS Profile to the base station to identify more detailed 3GPP access status.
- SMF/PCF can generate Alternative QoS Profile/Alternative QoS Parameter Set by subdividing Alternative QoS Profile into 7Mbps, 5Mbps, 3Mbps, 2Mbps, etc.
- SMF When PCF generates an Alternative QoS Parameter Set(s) and provides it to SMF, SMF can generate an Alternative QoS Profile(s) based on it.
- the SMF can generate Alternative QoS Profile(s).
- FIGS 6 and 7 illustrate flowcharts according to the first embodiment of the present specification.
- PCF can generate QoS parameter sets (Alternative QoS Parameter Set(s)) and transmit them to SMF.
- SMF can generate Alternative QoS Profile(s) based on them.
- Step 1 The terminal can perform a registration procedure and a PDU session establishment procedure. At this time, a PDU session using two 3GPP accesses can be created using a method similar to the conventional MA PDU session establishment procedure. One PDU session can be established through two 3GPP accesses.
- PCF can recognize that a PDU session supporting dual 3GPP access is created.
- Step 2-5 AF can request QoS for PDU session of terminal. At this time, AF can request notification control for GBR QoS flow. AF's request can include QoS requirement.
- the above QoS requirements can be Packet Delay Budget (PDB), Packet Error Rate (PER) or bitrate.
- PDB Packet Delay Budget
- PER Packet Error Rate
- bitrate bitrate
- AF can request QoS for PDU sessions of terminals from NEF.
- NEF can send information about AF's request to PCF.
- the above PDU session may be due to dual 3GPP access.
- section 4.15.6.6 of TS 23.502 v18.2.0 (Setting up an AF session with required QoS procedure) may be applied.
- Step 6 PCF can update PCC rule for creating GBR QoS flow according to QoS requested by AF.
- PCF can recognize that the PDU session supports dual 3GPP access through step 1 and generate alternative QoS parameter sets (Alternative QoS Parameter Set(s)). At this time, PCF can generate alternative QoS parameter sets (Alternative QoS Parameter Set(s)) based on values preset by the operator. Or, PCF can generate alternative QoS parameter sets (Alternative QoS Parameter Set(s)) based on subscriber information of the terminal.
- the SMF may transmit a PDU SESSION RESOURCE MODIFY REQUEST for creating a GBR QoS flow to each base station (NG-RAN) corresponding to the dual 3GPP access through the AMF.
- the PDU SESSION RESOURCE MODIFY REQUEST may include information about the QoS requested by the AF.
- the SMF can generate Alternative QoS Profile(s) based on the Alternative QoS Parameter Set(s) received from the PCF.
- the PDU SESSION RESOURCE MODIFY REQUEST can include the Alternative QoS Profile(s).
- Alternative QoS Profile(s) can contain information for multiple QoS.
- Alternative QoS Profile(s) can contain information for QoS of 7 Mbps, QoS of 5 Mbps, QoS of 3 Mbps, and QoS of 2 Mbps.
- Each NG-RAN (NG-RAN1 and NG-RAN2) can transmit notification control information to SMF.
- the notification control information may be information about whether the QoS requested by the AF for the given access has been satisfied and/or the best QoS among the alternative QoS profiles that can be satisfied.
- Each NG-RAN (NG-RAN1 and NG-RAN2) can determine whether it can satisfy the QoS requested by the AF based on the information received from the SMF. That is, each NG-RAN (NG-RAN1 and NG-RAN2) can determine whether the QoS for each 3GPP access satisfies the QoS requirements requested by the AF.
- each NG-RAN (NG-RAN1 and NG-RAN2) can notify SMF that the QoS cannot be satisfied.
- each NG-RAN (NG-RAN1 and NG-RAN2) can transmit to the SMF a reference index corresponding to the best QoS among the Alternative QoS Profile(s) that can be satisfied.
- each NG-RAN may inform SMF that none of the QoS can be satisfied.
- Step 9 The SMF can send notification control information to the PCF (information about whether QoS has been satisfied for a given access and/or about the best QoS among the alternative QoS profiles that can be satisfied).
- SMF can send information to PCF notifying that NG-RAN does not satisfy QoS.
- reference information for alternative QoS profile(s) sent by NG-RAN can be sent together.
- SMF can transmit to PCF together the information (e.g. access type, RAT type, etc.) about which access (NG-RAN1 and/or NG-RAN2) is not satisfied. If this information is not transmitted, there may be a problem that PCF does not know which access among the dual 3GPP accesses (the first 3GPP access and the second 3GPP access) is the notification control information. To solve this problem, SMF can transmit to PCF together the information (e.g. RAT type, etc.) that can distinguish each 3GPP access.
- the information e.g. access type, RAT type, etc.
- the network e.g., SMF, PCF or other network node
- SMF can assign a path ID to each path.
- SMF can use the path ID to distinguish which 3GPP access the notification is for to PCF.
- the SMF even if the SMF receives notification control information from only one 3GPP access (one NG-RAN), it can always send notification control information for both 3GPP accesses to the PCF. Then, since the PCF always receives notification control information for both 3GPP accesses, it can check whether the QoS can be satisfied based on the information for both 3GPP accesses without having to distinguish which 3GPP access the notification is for.
- PCF can know which of the two 3GPP accesses the notification control information is for through various methods.
- PCF can consider the steering mode of the session.
- PCF can check whether QoS is satisfied by considering only the notification control information of the currently transmitting access. If PCF can use both 3GPP accesses, such as Load-Balancing, it can check whether QoS is satisfied by considering both the notification control information of each access.
- the PCF may update the Alternative QoS Parameter Set(s) for one or more of the two 3GPP accesses and provide a PCC rule including the Alternative QoS Parameter Set(s) to the SMF. Then, the SMF may generate Alternative QoS Profile(s) based on the Alternative QoS Profile(s) and provide it to the NG-RAN(s).
- Step 10 PCF can check (decide) whether the QoS requested by AF can be satisfied using dual 3GPP access based on the information received from SMF. If the QoS requested by AF cannot be satisfied, PCF can inform NEF.
- the SMF can determine whether the AF satisfies the requested QoS through the notification control information received in step 8.
- the SMF can transmit the decision to the PCF. Based on this, the PCF can notify the NEF of the fact.
- the PCF/SMF can determine that the QoS requirement is satisfied.
- the PCF/SMF may determine that the QoS requirement is not satisfied.
- the PCF/SMF may determine that the QoS requirement is satisfied.
- the PCF/SMF may determine that the QoS requirement is not satisfied.
- the PCF/SMF may determine that the QoS requirement is satisfied.
- the PCF/SMF may determine that the QoS requirement is not satisfied.
- the PCF/SMF may determine that the QoS requirement is satisfied.
- the PCF/SMF may determine that the QoS requirement is not satisfied.
- Step 11 NEF can notify AF that it cannot satisfy the requested QoS.
- the performance (PLR - Packet Loss Rate, RTT - Round Trip Time) of 3GPP access and non-3GPP access can be measured using PMF (Performance Measurement Function).
- PMF Performance Measurement Function
- a method to determine which access to transmit traffic through based on the measured performance is supported for MA PDU session. For this, the terminal and UPF must each support PMF, and PMFP messages can be transmitted and received for performance measurement.
- the base station In notification control, if the base station determines that any one of the three parameters (PDB, PER, Bitrate) for a particular access (or session) is not satisfied, the base station can notify the network about that fact.
- PDB can be measured by measuring RTT (round trip time) by PMF.
- PER can be measured by using PLR (Packet Loss Rate) of PMF.
- bitrate is not currently supported by PMF. Therefore, it can be updated/enhanced to measure bitrate using PMF.
- the current PLR measurement process can be updated to measure bitrate.
- UL/DL can be measured separately.
- the UPF can start counting packets transmitted to the terminal.
- the UPF can request the terminal to count packets received by the terminal.
- the counting of the UPF and the terminal can be performed for a certain period of time. After a certain period of time, the UPF can stop counting of the UPF, and the UPF can request the terminal to stop counting and inform the counting result.
- the UPF can receive the counting result from the terminal. Based on the counting result of the received terminal and the counting result of the UPF, the UPF can calculate the PLR by calculating the received packets against the transmitted packets.
- the terminal can count packets transmitted to the UPF, and the UPF can count packets received from the terminal. If the size/amount of transmitted and received packets is also calculated when performing packet counting, the bit rate for actual traffic can be calculated.
- SMF/PCF can measure the performance of each 3GPP access using the enhanced PMF measurements. Based on this, SMF/PCF can check whether the QoS requested by AF is satisfied.
- the SMF/PCF can subscribe to an event to the UPF that reports measured results through the PMF. Then, the SMF/PCF can directly receive measured results through the PMF from the UPF.
- the terminal and UPF perform measurements separately and do not exchange measured results with each other. Therefore, the information measured by the terminal for DL is held only by the terminal.
- UPF may need information measured by the terminal in the DL. Therefore, UPF can request the terminal to start DL measurement and report the measured information through the PMF message. For this purpose, a new PMF message can be defined and used.
- the SMF may not generate Alternative QoS Profile(s) and may not transmit them to the NG-RAN.
- the SMF may generate Alternative QoS Profile(s) and transmit them to each NG-RAN. If the SMF receives information from the NG-RAN that the QoS is not satisfied, the SMF may perform access measurement via the PMF. Based on this, the SMF may determine/verify whether the QoS can be satisfied via the dual 3GPP access. Based on the result of the determination/verification, the SMF may decide whether to send notification control information to the PCF. For example, if the QoS cannot be satisfied, the SMF may send that fact to the PCF.
- FIGS 8 and 9 illustrate flowcharts according to the second embodiment of the present specification.
- the SMF can obtain measurement information using the PMF from the UPF and decide whether to send notification control information.
- Step 1 The terminal can perform a registration procedure and a PDU session establishment procedure. At this time, a PDU session using two 3GPP accesses can be created using a method similar to the conventional MA PDU session establishment procedure. One PDU session can be established through two 3GPP accesses.
- Step 2-5 AF can request QoS for PDU session of terminal. At this time, AF can request notification control for GBR QoS flow. AF's request can include QoS requirement.
- Step 7. SMF can recognize that it needs to perform event report for notification control according to the PCC rules given by PCF.
- the SMF may decide to perform PMF measurements without sending notification control information to the NG-RAN.
- the SMF may decide to measure performance on each 3GPP access through PMF measurements.
- the SMF has not transmitted Measurement Assistance Information (e.g., PMF address information, list of QoS flows, etc.) to the terminal, the information for PMF measurement can be transmitted to the terminal while performing the PDU Session Modification procedure.
- Measurement Assistance Information e.g., PMF address information, list of QoS flows, etc.
- the SMF can request the UPF to allocate PMF address information while performing the N4 Session Modification procedure.
- the SMF can transmit a message to the UPF containing information instructing it to perform access performance measurement.
- the SMF may instruct the UPF to perform measurements for PLR, RTT and/or Bitrate.
- the SMF may then instruct the UPF to perform a measurement report under certain conditions (e.g., when a threshold is exceeded) or periodically.
- the SMF may instruct the UPF to report measurements for each 3GPP access or to report the combined measurements of both accesses.
- Step 8 UPF can perform access performance measurement through each 3GPP access according to the N4 rule from SMF in Step 7.
- Step 9 UPF can report the results of access performance measurements to SMF when conditions are met according to the report configuration set by SMF.
- the above report may include measured performance results for both accesses, i.e., the above report may include measured performance results for each access.
- the SMF can determine whether the AF satisfies the QoS requirements requested.
- SMF can determine whether the QoS requirements requested by AF can be satisfied through dual 3GPP access for the specific PDU session requested by AF.
- the SMF can determine whether the combined performance results of the two accesses satisfy the QoS requirement requested by the AF. If the combined performance results of the two accesses are greater than or equal to the QoS requirement, the SMF can determine that the QoS requirement is satisfied. If the combined performance results of the two accesses are less than the QoS requirement, the SMF can determine that the QoS requirement is not satisfied.
- the SMF can inform the PCF that it cannot satisfy the QoS requirements requested by the AF.
- Step 10 The PCF can inform the NEF that it cannot meet the QoS requirements requested by the AF based on the information received from the SMF.
- Step 11 NEF can notify AF that it cannot satisfy QoS.
- QoS satisfaction can be communicated through the application layer, allowing smooth service performance.
- SMF/PCF When SMF/PCF receives notification control related information from AF, if it is a PDU session using dual 3GPP access, SMF/PCF can generate alternative QoS profile directly and transmit it to each 3GPP access even if there is no alternative service requirement in the information received from AF.
- SMF/PCF can determine whether the QoS requested by AF in PDU session using dual 3GPP access can be satisfied and if not, it can notify NEF/AF.
- SMF/PCF When SMF/PCF receives notification control related information from AF, if it is a PDU session using dual 3GPP access, SMF/PCF can configure UE and UPF to perform PMF measurement to check whether AF satisfies requested QoS and can configure UPF to report access performance measurement.
- SMF/PCF can determine whether the QoS requested by AF in a PDU session using dual 3GPP access can be satisfied and if not, it can notify NEF/AF.

Description
3GPP(3rd generation partnership project) LTE(long-term evolution)는 고속 패킷 통신을 가능하게 하기 위한 기술이다.
ITU(international telecommunication union) 및 3GPP에서 NR(new radio) 시스템에 대한 요구 사항 및 사양을 개발하는 작업이 시작되었다. 3GPP는 긴급한 시장 요구와 ITU-R(ITU radio communication sector) IMT(international mobile telecommunications)-2020 프로세스가 제시하는 보다 장기적인 요구 사항을 모두 적시에 만족시키는 NR을 성공적으로 표준화하기 위해 필요한 기술 구성 요소를 식별하고 개발해야 한다.
NR은 eMBB(enhanced mobile broadband), mMTC(massive machine type-communications), URLLC(ultra-reliable and low latency communications) 등을 포함하는 모든 배치 시나리오, 사용 시나리오, 요구 사항을 다루는 단일 기술 프레임 워크를 대상으로 한다.

<알림 제어(Notification control)>
<듀얼 3GPP 액세스(dual 3GPP access)>
이때 AF가 Alternative Service Requirements (QoS Reference parameters or Requested Alternative QoS Parameter Set(s))를 제공할 수도 있다. NG-RAN은 SMF가 내려준 QoS를 만족하지 못하는 경우, Alternative QoS Profile이 없으면 "GFBR can no longer be guaranteed"라고 SMF로 시그널링을 보내 알려줄 수 있다.
(GFBR can no longer be guaranteed)"라고 알려줄 수 있다.
본 명세서에서UE(User Equipment)와 단말을 혼용하여 설명한다.
I. 제1 실시예
(Setting up an AF session with required QoS procedure)이 적용될 수 있다.
제1 기지국이 보고한 만족하는 QoS(대체 QoS 프로파일 중 제1 기지국이 만족하는 QoS)와 제2 기지국이 보고한 만족하는 QoS(대체 QoS 프로파일 중 제2 기지국이 만족하는 QoS)를 합친 값이 AF가 요청한 QoS 요건을 만족하는 경우, PCF/SMF는 상기 QoS 요건을 만족한다고 결정할 수 있다.
제1 기지국이 보고한 만족하는 QoS(대체 QoS 프로파일 중 제1 기지국이 만족하는 QoS)와 제2 기지국이 보고한 만족하는 QoS(대체 QoS 프로파일 중 제2 기지국이 만족하는 QoS)를 합친 값이 AF가 요청한 QoS 요건을 만족하는 경우, PCF/SMF는 상기 QoS 요건을 만족하지 못한다고 결정할 수 있다.
예를 들어, 제1 기지국이 보고한 만족하는 PDB(대체 QoS 프로파일 중 제1 기지국이 만족하는 PDB)와 제2 기지국이 보고한 만족하는 PDB(대체 QoS 프로파일 중 제2 기지국이 만족하는 PDB) 모두 AF가 요청한 QoS 요건에 포함된 임계 PDB 보다 큰 경우, PCF/SMF는 상기 QoS 요건을 만족하지 않는다고 결정할 수 있다.
예를 들어, 제1 기지국이 보고한 만족하는 PER(대체 QoS 프로파일 중 제1 기지국이 만족하는 PER)와 제2 기지국이 보고한 만족하는 PER(대체 QoS 프로파일 중 제2 기지국이 만족하는 PER) 모두 AF가 요청한 QoS 요건에 포함된 임계 PER 보다 큰 경우, PCF/SMF는 상기 QoS 요건을 만족하지 않는다고 결정할 수 있다.
II.
MA PDU 세션 관련해서, 3GPP 액세스와 non-3GPP 액세스의 퍼포먼스(PLR - Packet Loss Rate, RTT - Round Trip Time)는 PMF (Performance Measurement Function)를 이용해서 측정될 수 있다.
PDB는 PMF에 의한 RTT(round trip time) 측정을 통해 측정될 수 있다. PER은 PMF의 PLR(Packet Loss Rate)을 이용해서 측정될 수 있다.
(Setting up an AF session with required QoS procedure)이 적용될 수 있다.
