Abstract

The invention relates to digital data processing methods and devices and digital computing methods for enabling highly effective decision making and also for monitoring the effectiveness of decisions already taken. The technical result is that of automating the search for the optimum risk-minimizing decision, and increasing the accuracy with which parameters are calculated. The system for minimizing risks comprises: means for recording extent of damage, a unit for determining residual risk, a means for recording the probability that the attributes of essential items will be impaired by threats, means for recording the predicted time of impairment of the attributes of essential items in the event of threats being realized, a means for recording the relationships between countermeasure functions, means for recording countermeasure indicators, a unit for determining the cost ST zoг of a set of countermeasures z, a unit for determining the residual risk ST zoг for a set of countermeasures z, means for recording the relationships between countermeasure functions, means for recording countermeasure indicators, a unit for determining the residual risk ST zoy for a set of countermeasures z, and a means for outputting countermeasure results.
