下面将结合附图对本发明实施例提供的技术方案作进一步详细 描述。
HLR作为核心网侧存储用户签约信息的网元, 对用户业务的开 展发挥着非常重要的作用。如在对用户开展的呼叫业务进行计费的过 程中, 服务 MSC会向 HLR发送更新用户位置的请求, 由 HLR将用 户信息下发给服务 MSC,之后服务 MSC才能够根据收到的用户信息, 对用户的呼叫业务进行相应的计费处理。 而通常, 对于智能计费的情 况, HLR在收到服务 MSC的要求更新用户位置的请求后, 不论该用 户所在位置在何处, 为实现智能计费, HLR 均会将本地存储的该用 户的智能签约信息下发给服务 MSC。
本发明实施例给出一种智能计费触发方法, 对 HLR的能力作出 改进, 即对于本地存储有用户的智能签约信息的情况下, HLR 并不 会在更新用户位置信息时, 直接将用户的智能签约信息下发给服务 MSC, 而是可根据预先设置的智能计费触发策略, 来确定是否下发该 用户的智能签约信息。
参见图 1 , 图 1是本发明实施例中智能计费触发方法的流程图, 该流程可包括以下步骤:
步骤 101、 HLR接收服务 MSC发来的要求更新用户位置信息 的请求。
步骤 102、 HLR根据预先设置的智能计费触发策略, 确定向服务 MSC下发的用户信息中是否需要包含用户的智能签约信息, 若需要, 则向服务 MSC 下发包含智能签约信息的用户信息; 否则, 向服务 MSC下发不包含智能签约信息的用户信息。
本发明实施例中, 智能计费触发策略可包括:
若用户为 BOSS用户,且 BOSS用户所在位置为归属国非归属计 费区,则需要向服务 MSC下发智能签约信息; 其中, BOSS通过 SCP 将智能签约信息下发给服务 MSC ; 或, 若 BOSS用户所在位置为归 属国归属计费区, 则不需要向服务 MSC下发智能签约信息;
若用户为智能网预付费用户,则若智能网预付费用户归属国内漫 游, 则需要向服务 MSC下发智能签约信息; 或, 则若智能网预付费 用户漫游到非归属国, 则不需要向服务 MSC下发智能签约信息。
相应地, 参见图 2, 图 2是本发明实施例中 HLR的结构示意图, 该 HLR可包括: 接收单元 201、 确定单元 202、 用户信息下发单元 203; 其中,
接收单元 201 , 用于接收服务 MSC发来的要求更新用户位置信 息的请求;
确定单元 202, 用于在接收单元 201收到所述请求后, 根据预先 设置的智能计费触发策略, 确定向服务 MSC下发的用户信息中是否 需要包含预付费用户的智能签约信息, 得出确定结果;
用户信息下发单元 203 ,用于根据确定单元 202得出的所述确 定结果, 若所述确定结果为向服务 MSC下发的用户信息中需要包 含智能签约信息, 则向服务 MSC下发包含智能签约信息的用户信 息; 或, 若所述确定结果为向服务 MSC下发的用户信息中不需要 包含智能签约信息, 则向服务 MSC下发不包含智能签约信息的用 户信息。
本发明实施例中, 图 2所示 HLR进一步可包括:
属性设置单元 204 ,用于根据确定单元 202得出的所述确定结 果, 若所述确定结果为向服务 MSC下发的用户信息中需要包含智 能签约信息, 则将本地存储的用户属性设置为智能签约用户; 或, 若所述确定结果为向服务 MSC下发的用户信息中不需要包含智能 签约信息, 则将本地存储的用户属性设置为非智能签约用户。
利用本发明实施例提供的上述 HLR及智能计费触发方法, 可对 基于 BOSS实现的 BOSS用户的计费方案,以及对基于智能网实现的 预付费用户的计费方案作出改进。
对于基于 BOSS实现 BOSS用户计费的情况,为使 BOSS系统能 够对漫游到归属国非归属计费区的 BOSS 用户开展的呼叫业务进行 实时监控, 可在 BOSS 系统的 Billing系统与核心网侧的交换装置, 如归属国非归属计费区服务 MSC, 或包含 VLR的归属国非归属计费 区服务 MSC之间设置 SCP。 参见图 3 , 图 3是本发明实施例中计费 处理系统的一个结构示意图。 图 3 所示计费处理系统可包括: BOSS301、归属国非归属计费区服务 MSC302、 HLR303、设置于 BOSS 系统与服务 MSC之间的 SCP304。其中, HLR可以是图 2所示 HLR。 参见图 3所示计费处理系统,本发明实施例给出一种智能计费触发方 法, 参见图 4, 图 4是该智能计费触发方法的流程图。 该流程可包括 以下步骤:
步骤 401、 HLR303接收归属国非归属计费区服务 MSC302发 来的要求更新 BOSS用户位置信息的请求。
步骤 402、 HLR303根据预先设置的智能计费触发策略, 确定 向所述服务 MSC302下发的 BOSS用户信息中需要包含 BOSS用 户的智能签约信息, 且将所述 BOSS 用户信息下发给所述服务 MSC302 , 由所述服务 MSC302在接收到所述 BOSS用户信息后, 将 BOSS用户的呼叫业务触发到设置于所述服务 MSC302与所述 BOSS301 之间的且与所述智能签约信息相对应的 SCP304上, 由 该 SCP304记录所述 BOSS用户的呼叫信息。
图 4所示方法流程可使得在 BOSS中, 当 BOSS用户漫游到归属 国非归属计费区的情况下,也能够对 BOSS用户开展的呼叫业务进行 实时计费, 保证运营商的利益。 进一步阐述。
实施例一:
参见图 5, 图 5是本发明实施例一中对 BOSS用户在归属国漫游 地的费用监控流程图。 该流程可包括以下步骤:
步骤 501、 BOSS用户漫游到归属国非归属计费区, 归属国非 归属计费区服务 MSC向 HLR发送更新 BOSS用户位置的请求; HLR 收到该请求后, 通过比较非归属计费区位置和归属计费区位置确 定用户已经漫游到归属计费区外, 则根据预设的智能计费触发策 略, 确定需要向服务 MSC下发包含 BOSS用户的智能签约信息的 BOSS用户信息, 且将该 BOSS用户信息下发给服务 MSC , 且将本 地存储的 BOSS用户属性设置为智能签约用户。
该步骤 501中, HLR可将接收到发送位置更新请求的服务 MSC/VLR的 MSC标识(MSCID ) , 与归属计费区 MSC的 MSCID作 比较, 在判定两个 MSCID不同后, 可确定 BOSS用户在归属计费区 外。
本实施例一中, 可釆用的智能计费触发策略可以是: 若 BOSS 用户所在位置为归属国非归属计费区, 则需要向服务 MSC下发智 能签约信息。 即对于 BOSS用户漫游到归属国非归属计费区的情 况, 由于现有基于 BOSS对该情况下的计费方案尚存在难以进行实 时计费的缺陷, 因此, 该情况下, 可将 BOSS用户在归属国非归属 计费区开展的呼叫业务触发到对应的 SCP上, 由该 SCP实时监控 BOSS用户的呼叫业务, 进行实时计费; 因此, 在具体实现时, 需 要将 BOSS用户的智能签约信息下发给非归属计费区服务 MSC。
反之, 如果 BOSS用户在归属国归属计费区, 则由于现有基于 BOSS的计费方案中对 BOSS用户在归属计费区内的计费方案较为 完善, 因此, 可不需要将 BOSS用户的呼叫业务触发到 SCP上, 即 可不需要将 BOSS用户的智能签约信息下发给归属计费区服务 MSC , 而是可沿用现有 BOSS的计费方案, 对 BOSS用户在归属国 归属计费区的呼叫业务进行准实时监控; 本发明实施例中, HLR将本地存储的用户属性设置为智能签 约用户的操作可以是对原先保存的用户属性的修改, 如将原先保 存的用户属性是非智能签约用户修改为智能签约用户。
步骤 502、 BOSS用户在归属国非归属计费区发起呼叫, 服务 MSC根据接收到的包含预付费用户的智能签约信息的用户信息, 触发本次呼叫到与智能签约信息相对应的智能网 SCP上。
步骤 503、 SCP监控本次呼叫, 在 BOSS用户挂机后, SCP产生 呼叫话单, 记录本次呼叫信息。
上述呼叫信息可包括以下任意一项或任意组合: 呼叫时长, 呼叫位置, 业务类型等。 本发明实施例中需要用到的 SCP的监控呼 叫、 产生呼叫话单等功能可以是现有 SCP所具备。
步骤 504、 归属计费区话单釆集器釆集积压在 SCP上的呼叫话 单。
该步骤 504中, 归属计费区话单釆集器可以定期釆集 SCP上的 呼叫话单, 该定期时长通常可设置为五分钟。
步骤 505、 归属计费区话单釆集器对釆集到的呼叫话单进行预 处理后, 将预处理后的呼叫话单传送到 BOSS的 BILLING系统进行 批价。
步骤 506、 Billing系统对接收到的呼叫话单进行批价处理, 从 该预付费用户账户中扣除相应的话费金额, 之后更新用户账户信 息。
上述步骤 501至 506的执行, 可使 BOSS系统能够利用 SCP实时 监控预付费用户在归属国漫游地开展的业务, 可实现对 BOSS系统 中的 BOSS用户的实时计费。
该步骤 506之后, 还可设置, 如果 Billing系统确定该 BOSS用户 账户余额低于预设的账户最低额度, 则可通过短信等方式, 提醒 BOSS用户充值。
由于 BOSS用户在归属国非归属计费区开展呼叫业务时, 通常 会使用到两个运营商所提供的网络资源, 因此, 两个运营商会按 比例分享 BOSS用户在非归属计费区开展呼叫业务所支付的费用。 因此, 从以下步骤 407开始, 可实现通过结算中心结算两个运营商 各自可收取的费用。
步骤 507、 BOSS用户所在归属国漫游地计费区的话单釆集器 从非归属计费区服务 MSC上提取该服务 MSC产生的业务话单, 将 釆集到的业务话单经过预处理后, 传送给 BOSS的结算中心。
该步骤 507中, 非归属计费区服务 MSC产生业务话单的功能是 其所具有的功能之一。
步骤 508、 结算周期过后, 结算中心将根据业务话单产生的结 算清单传送到归属计费区话单釆集器。
步骤 509、 归属计费区话单釆集器预处理结算清单后, 将经过 预处理的结算清单传送到 BOS S系统。 该流程结束。
实施例二:
本实施例二中, 设 BOSS用户从归属国非归属计费区返回归属 计费区。 参见图 6 , 图 6是 BOSS用户重返归属计费区后对该 BOSS 用户的呼叫业务进行实时监控的流程图, 该流程可包括以下步骤: 步骤 601、 BOSS用户从归属国非归属计费区返回归属计费区, 归属计费区服务 MSC向 HLR发送更新用户位置的请求; HLR根据 当前服务 MSC的 MSCID, 确定 BOSS用户所在位置是归属计费区, 则根据预先设置的智能计费触发策略, 确定向服务 M S C下发的 BOSS用户信息中不需要包含该 BOSS用户的智能签约信息,且设置 BOSS用户属性为非智能签约用户。
本实施例二中, 可釆用的智能计费触发策略可以是: 若 BOSS 用户所在位置为归属国归属计费区, 则不需要向服务 MSC下发智 能签约信息。 BOSS用户的计费可由归属计费区服务 MSC来完成。
HLR设置用户属性的操作可以是: 若原先保存在本地的用户 属性是智能签约用户, 则 HLR修改原先保存的用户属性为非智能 用户。
步骤 602、 BOSS用户在归属计费区发起呼叫, 归属计费区服 务 MSC接通呼叫; BOSS用户挂机后, 归属计费区服务 MSC产生业 务话单。
步骤 603、 归属计费区话单釆集器定期釆集堆积在归属计费区 服务 MSC上的业务话单。
步骤 604、 归属计费区话单釆集器对釆集的话单进行预处理 后, 将经过预处理的业务话单传送到 BOSS的 BILLING系统, 由 Billing系统进行批价处理。
步骤 605、 BOSS根据批价信息更新用户账户余额。
上述步骤 602至步骤 605可基于现有 BOSS对 BOSS用户的计费 流程实现。
下面以 CDMA移动通信系统与 GSM移动通信系统为例, 分别 说明两个移动通信系统中, 利用本发明实施例提供的技术方案, 实现预付费用户的实时计费的方案。
实施例三:
本实施例三及后续实施例四中, 设预付费用户接入的通信系 统是 CDMA系统。 参见图 7 , 图 7是本实施例三中 BOSS用户出归属 地的智能计费触发流程。 该流程包括以下步骤:
步骤 701、 BOSS用户在归属国非归属计费区开机, 发起登记 流程; 归属国非归属计费区服务 MSCa确定 BOSS用户进入其服务 区, 该服务 MSCa向当地 VLR发送注册通知 (REGNOT, Registration Notification INVOKE)消息, 向 VLR请求该 BOSS用户的服务项目清 单和授权信息。 该注册通知消息中携带的参数可参见表 1 , 其中携 带该服务 MSCa的 MSCID; 所携带的 TRANSCAP(Tmnsaction Capability) 参 数 说 明 该 服 务 MSCa 能 够 处 理 TRIGADDRLIST(Trigger Address List parameter) 参 数 。 WINCAP(WIN Capability parameter)参数指明服务 MSC具有 WIN能 力。

步骤 703至 704、 HLR确定可以给该 BOSS用户授权, 且根据 BOSS用户当前所在地的服务 MSCa的 MSCID, 确定该 BOSS用户在 归属国非归属计费区漫游, HLR会将本地保存的 BOS S用户的属性 设置为智能签约用户, 且根据预先设置的智能计费触发策略, 向 服务 MSCa下发包含 BOSS用户的智能签约信息的用户信息。
具体实现时, 上述 HLR向服务 MSCa下发包含 BOSS用户的智 能签约信息的用户信息的做法可以是: 配置该 BOSS用户的智能签 约信息列表( Trigaddr List ) ,且将该智能签约信息列表通过 Regnot 消息携带给服务 VLR, 再由服务 VLR将该 Regnot消息返回给服务 MSCa。
上 述 Trigaddr List 参 数 可 指 明 将 Origination— Attempt— Authorized 、 O— Answer 、 O— Disconnect 、 Calling— Routing— Address— Available、 T— Answer和 T— Disconnect等智 能签约信息激活。
如 果 智 能 网 的 SSP 支 持 0— Called— Party— Busy DP 、 O— No— Answer DP , 则可在 Trigaddr List中多配置两个触发器: O— Busy和 O— No— Answer。 步骤 704之后, 服务 MSCa可根据收到的智能签约信息, 将 BOSS用户的呼叫业务触发到相应的 SCP上, 由 SCP/SSP对 BOSS用 户的呼叫业务作实时监控, 不再赘述。
实施例四:
本实施例四中, 设 BOSS用户从归属国非归属计费区返回归属 计费区。 参见图 8, 图 8是本实施例四中对返回归属计费区的 BOSS 用户的计费流程。 该流程可包括以下步骤:
步骤 801、 BOSS用户在归属计费区开机, 发起登记流程; 归 属计费区服务 MSCb向 HLR发起 REGNOT消息, 请求更新用户位 置; 该 REGNOT消息中携带该服务 MSCb的 MSCID, 服务 MSCb能 够支持的智能签约信息列表等信息。
步骤 802、服务 VLR确定该 VLR上没有该 BOSS用户的信息,将 接收到的 REGNOT消息转发给记录该 BOSS用户所有信息的 HLR。
步骤 803至 804、 HLR确定可以给该 BOSS用户授权, 且根据 BOSS用户当前所在地的服务 MSCb的 MSCID, 确定该 BOSS用户在 归属计费区。 HLR会将本地保存的 BOSS用户属性修改为非智能签 约用户, 且根据预先设置的智能计费触发策略, 通过服务 VLR向 服务 MSCb返回 REGNOT消息的响应消息, 该响应消息中, 携带下 发给服务 MSCb的 BOSS用户信息, 该 BOSS用户信息中不包含该 BOSS用户的智能签约信息。
步骤 804之后, 服务 MSCb可对 BOSS用户在归属计费区开展的 呼叫业务进行准实时监控, 后续流程可与现有类似, 不再赘述。
实施例五:
本实施例五及实施例六中, 设 BOSS用户接入的通信系统是 GSM系统。 参见图 9 , 图 9是本实施例五中 BOSS用户出归属计费区 的智能计费触发流程。 该流程包括以下步骤:
步骤 901、 BOSS用户漫游到归属计费区之外的归属国非归属 计费区, 归属国非归属计费区服务 MSC检测到该 BOSS用户接入该 服务 MSC的服务区 , 向 本地服务 VLR发送位置更新 ( MAP— UPDATE— LOCATION— AREA ) 消息。
步骤 902、本地服务 VLR检测到本地没有登记该 BOSS用户的信 息 , 则 向该 BOSS用 户 归属地的 HLR转发该位置更新 MAP— UPDATE— LOCATION消息。
步骤 903至 904、 HLR中保存有该 BOSS用户之前拜访地 VLR(P_VLR, previous VLR)的地址信息, 向该 P— VLR发送取消登 记 ( MAP_CANCEL_LOCATION ) 消息; P_VLR收到该取消登记 消息后, 从本地数据库中删除该 BOSS用户的登记信息。
步骤 905、 HLR收到 P— VLR的返回的取消登记的响应消息后, 向本地服务 VLR发送用户信息; HLR根据预先设置的智能计费触发 策略, 根据预付费用户当前所在位置是归属国非归属计费区, 在 向 VLR返回的用户信息中配置该预付费用户的智能签约信息 ( 0— CSI ) , 其将本地保存的预付费用户的属性设置为智能签约用 户。
步骤 906至 908、 本地服务 VLR成功注册 BOSS用户信息后, 向 HLR返回响应消息; HLR将 BOS S用户位置更新成功的响应消息通 过本地服务 VLR返回非归属计费区服务 MSC。

实施例六:
参见图 10 , 图 10是本实施例六中对返回归属计费区的 BOSS用 户的计费流程。 该流程可包括以下步骤:
步骤 1001、 BOSS用户返回归属计费区, 归属计费区服务 MSC 检测到该 BOSS用户接入该服务 MSC的服务区, 向当前服务 VLR发 送位置更新消息 MAP— UPDATE— LOCATION— AREA。
步骤 1002、 当前服务 VLR检测到该 VLR上没有登记该 BOSS用 户 信 息 , 则 向 该 BOSS 用 户 归 属 的 HLR 转 发 该 MAP UPDATE LOCATION消息。 步骤 1003至 1004、 HLR中保存有该 BOSS用户之前拜访地 VLR(P_VLR , previous VLR)的地址信息, 向该 P— VLR发送 MAP— CANCEL— LOCATION消息; P— VLR收到该取消登记消息后 , 从本地数据库中删除该 BOSS用户的登记信息。
步骤 1005、 HLR收到 P— VLR的返回的取消登记的确认信息后, 向当前服务 VLR发送用户信息; HLR根据预先设置的智能计费触发 策略, 在确定 BOSS用户当前所在位置是归属计费区内时, 向当前 服务 VLR下发的用户信息中不包含该 BOSS用户的智能用户签约信 息。
步骤 1006至 1008、 当前服务 VLR成功注册 HLR返回的 BOSS用 户信息后, 向 HLR返回响应消息; HLR将 BOSS用户位置更新成功 的响应消息通过当前服务 VLR返回归属计费区服务 MSC , 且该响 应消息中携带 BOSS用户信息, 该 BOSS用户信息中不包含该 BOSS 用户的智能用户签约信息。
步骤 1008之后, 计费区服务 MSC可对该 BOSS用户的呼叫业务 进行监控, 不再赘述。
从上述内容可知, 本发明实施例中, 利用本发明实施例给出 的 HLR及计费相关技术方案, 可对 BOSS用户在归属国非归属计 费区内开展呼叫业务产生的话费进行准实时计费, 一方面, 在用 户侧, 并不会改变 BOSS用户开展业务时的用户体验, 另一方面, 可有效防止 BOSS 用户在非归属计费区的大额度的透支而给运营 商带来的损失; 并且, 由于对 BOSS 用户在归属国漫游地的计费 可以是准实时的, 因此, 若 BOSS 用户希望办理退网业务, 则可 及时办理该业务, 而不需交纳一定的保险金, 在一个结算周期结 束后, 才能够办理完该退网业务, 提高用户满意度。
对于基于智能网实现预付费用户计费的情况, 为实现预付费 用户的国际漫游业务, 可利用本发明实施例提供的 HLR, 以及计 费相关方案, 实现智能网预付费用户的国际漫游业务。 参见图 11 , 图 11 是本发明实施例中对预付费用户的智能计费触发方法流程 图, 该流程可包括以下步骤:
步骤 1101、 HLR接收非归属国服务 MSC发来的要求更新智 能网预付费用户位置信息的请求。
步骤 1102、 HLR根据预先设置的智能计费触发策略, 确定向 非归属国服务 MSC下发的智能网预付费用户信息中不需要包含预 付费用户的智能签约信息, 且将不包含所述智能签约信息的预付 费用户信息下发给所述服务 MSC;由所述服务 MSC在接收到所述 用户信息后, 记录预付费用户的呼叫信息。
图 11所示方法流程中, 为实现智能网中预付费用户的国际漫 游业务, 可在预付费用户漫游到非归属国, 即国际漫游地时, 由 HLR向非归属国服务 MSC下发不包含该预付费用户的智能签约信 息的用户信息, 这样, 即可避免在两国运营商分别提供的智能网 侧进行信令交互的过程, 而预付费用户在国际漫游地的计费可由 非归属国服务 MSC将该预付费用户当作后付费用户处理, 实现预 付费用户的国际漫游业务。
参见图 12, 图 12是本发明实施例中预付费用户开通国际漫游 业务的流程图, 该流程可包括以下步骤:
步骤 1201至 1202、预付费用户在归属国营业厅交纳国际漫游 保证金, 该保证金的金额需要不少于预先设置的国际漫游权限相 对应的账户金额阔值。 归属国 BOSS 向预付费用户所在归属 SCP 发送充值通知, 将预付费用户所交保证金充入的预付费用户账户 中; 归属 SCP收到归属国 BOSS的通知后, 向 BOSS返回充值成 功的响应。
步骤 1203至 1204、 归属国 BOSS向预付费用户所在 HLR发 送要求开通预付费用户的国际漫游权限的命令; HLR 收到该命令 后, 将本地存储的预付费用户的漫游权限设置为国际漫游, 向 BOSS系统返回国际漫游权限开通成功的响应。
HLR 在设置预付费用户的漫游权限为国际漫游权限时, 可以 是将原先预付费用户的漫游权限由国内漫游修改为国际漫游。 至此, 预付费用户的国际漫游业务成功开通。
参见图 13 , 图 13是本发明实施例中预付费用户开展国内漫游 业务的流程图, 该流程可包括以下步骤:
步骤 1301、 预付费用户漫游到归属国内的某个漫游地, 归属 国服务 MSC向 HLR发送注册通知, 要求更新用户位置。
步骤 1302、 HLR收到该注册通知后, 居该 MSC的 MSCID, 可确定预付费用户在归属国内漫游, 于是根据预先设置的智能计 费触发策略, 向归属国服务 MSC返回包含该预付费用户的智能签 约信息的预付费用户信息。
本实施例中, 可釆用的智能计费触发策略可以是: 若智能网 预付费用户在归属国内漫游, 则需要向服务 MSC下发智能签约信 息。
步骤 1303、 归属国服务 MSC收到 HLR发来的预付费用户信 息后, 在该预付费用户开展呼叫业务时, 将该呼叫触发到与智能 签约信息相对应的 SCP上。
步骤 1304、 SCP监控该预付费用户的本次呼叫, 在预付费用 户挂机后, 记录预付费用户的本次呼叫信息, 且将相应的话费从 预付费用户的账户中扣除。 进一步, SCP 比较当前预付费用户账 户内余额是否低于国际漫游权限相对应的账户金额阔值, 若是, 则通知 HLR停止该预付费用户的国际漫游权限; 否则, 可结束该 流程。
步骤 1305、 HLR收到 SCP发来的要求停止预付费用户的国际 漫游权限的通知后, 将本地存储的预付费用户的漫游权限修改为 国内漫游。
至此, 智能网预付费用户的国内漫游业务流程结束。
参见图 14, 图 14是本发明实施例中预付费用户开展国际漫游 业务的流程图, 该流程可包括以下步骤:
步骤 1401、 预付费用户漫游到非归属国, 非归属国服务 MSC 检测到该预付费用户接入该 MSC的服务区, 向该预付费用户所在 的 HLR发送注册通知。
步骤 1402、 HLR收到非归属国服务 MSC发来的注册通知后, 根据该 MSC 的 MSCID, 可确定预付费用户漫游到了国外; HLR 进一步根据本地存储的预付费用户的漫游权限, 确定该预付费用 户拥有国际漫游权限, 执行步骤 1403 ; 若 HLR本地保存的预付费 用户的漫游权限是国内漫游, 则执行步骤 1404, HLR向非归属国 服务 MSC返回拒绝该预付费用户登记的注册响应消息。
步骤 1403、 HLR根据预先设置的智能计费触发策略, 在预付 费用户漫游到国外的情况下, 向非归属国服务 MSC下发的用户信 息中不包含预付费用户的智能签约信息。
本实施例中, 可釆用的智能计费触发策略可以是: 若智能网 预付费用户漫游到非归属国, 则不需要向服务 MSC下发智能签约 信息。
上述步骤 1404至 1405、非归属国服务 MSC收到 HLR返回的 用户信息后, 在预付费用户进行呼叫业务时, 不触发 SCP业务控 制流程, 而是在预付费用户挂机后, 在本地记录预付费用户的本 次呼叫信息, 将本次呼叫信息传送给两国之间的 BOSS 系统的结 算中心, 由结算中心对本次呼叫进行批价处理后, 将批价后的话 单传送给归属 SCP, 由该 SCP将对应的话费从预付费用户账户中 扣除。
步骤 1406、 SCP比较预付费用户账户余额与国际漫游权限相 对应的账户金额阔值, 若前者少于后者, 则执行步骤 1407。
步骤 1407、 SCP向 HLR发送要求停止该预付费用户的国际漫 游权限的通知; HLR 收到该通知后, 修改本地存储的预付费用户 漫游权限为国内漫游。
至此, 在预付费用户拥有国际漫游权限的情况下, 开展国际 漫游业务时, 可通过 HLR向非归属国服务 MSC下发不包含预付 费用户的智能签约信息的用户信息, 从而可制止 SCP业务控制流 程的触发, 使得预付费用户能够在国外开展呼叫业务。 参见图 15 , 图 15是本发明实施例中智能网预付费用户的充值 流程图, 该流程可包括以下步骤:
步骤 1501、 充值者可以是预付费用户本人或其他人, 充值者 在归属国内为预付费用户账户充值。 充值者可拨打运营商提供的 充值接入号码, 该呼叫被归属国服务 MSC触发到 SCP, 触发充值 流程, 该充值流程涉及充值者、 归属国服务 MSC, SCP, HLR。
步骤 1502、 SCP提示是否为本机充值, 若是, 可直接执行步 骤 1504; 否则, 提示输入充值账户对应的手机号码, 通过归属国 服务 MSC将该提示返回充值者, 执行步骤 1503。
步骤 1503、 充值者输入充值账户对应的手机号码, 通过归属 国服务 MSC将该手机号码带给 SCP, 执行步骤 1504。
步骤 1504至 1505、 SCP通过归属国服务 MSC提示充值者输 入充值卡号; 充值者通过归属国服务 MSC将充值卡号带给 SCP。
步骤 1506、 SCP对预付费用户账户进行充值, 且比较账户余 额是否不少于预先设置的国际漫游权限相对应的账户金额阀值, 如果是, 则执行步骤 1507 ; 否则, 执行步骤 1509。
步骤 1507至 1508、 SCP通知 HLR开通预付费用户的国际漫 游权限; HLR收到 SCP的通知后, 将本地存储的预付费用户的漫 游权限设置为国际漫游, 向 SCP返回充值成功的响应消息。
步骤 1509、 SCP向归属国服务 MSC返回充值成功的响应消息, 该流程结束。
本发明实施例还提供一种计费处理系统, 参见图 16 , 图 16是 该系统的结构示意图。 该计费处理系统可包括: 上述 HLR、 非归 属国服务 MSC 以及智能网预付费用户, 还可包括上述归属国 BOSS , 归属国 MSC、 归属国 SCP。
上述本发明实施例为实现智能网预付费用户的国际漫游业务 提供的智能计费触发方法及相关技术方案中, 从预付费用户的用 户属性来讲, 虽然预付费用户为智能签约用户, 但是, 为实现预 付费用户的国际漫游业务,通过 HLR在预付费用户漫游到国外后, 向非归属国服务 MSC下发不包含该预付费用户的智能签约信息的 用户信息, 这样, 非归属国服务 MSC就可不触发该预付费用户的 SCP 业务控制流程, 而是在本地对预付费用户的呼叫业务进行计 费处理, 即当预付费用户漫游到国外后, 将该预付费用户作为后 付费用户处理, 以便该预付费用户在国外开展呼叫业务。 并且, 本发明实施例提供的能够保证预付费用户开展国际漫游业务的计 费方案, 不需要为两国智能网能够对接作任何改造, 实现成本较 低, 且可使运营商快速实现智能网预付费用户的国际漫游业务。 另外, 通过 SCP监控预付费用户账户余额, 在余额少于预设阔值 时, 可通知 HLR停止预付费用户的国际漫游权限, 从而最大程度 地降低预付费用户开展国际漫游时因过度消费而给运营商造成的 损失。
综上所述, 本发明实施例提供的技术方案通过改进 HLR, 使 HLR 能够根据智能计费出发策略来确定是否下发预付费用户的智 能签约信息给服务 MSC,从而可通过服务 MSC控制智能计费流程 的触发。 将本发明实施提供的 HLR应用到本发明实施例提供的智 能计费触发方法中, 对于 BOSS中的 BOSS用户, 为实现该 BOSS 用户在归属国非归属计费区漫游时, 能够对该 BOSS 用户的呼叫 业务进行实时计费, 可设置在该 BOSS 用户在归属国非归属计费 区时, 需要 HLR下发该 BOSS用户的智能签约信息给服务 MSC, 由服务 MSC将 BOSS用户的呼叫业务触发到对应的 SCP上, 由 SCP 实施监控 BOSS用户的呼叫业务; 对于智能网中的预付费用 户, 为实现该预付费用户的国际漫游业务, 可设置在预付费用户 漫游到非归属国时, 要求 HLR不下发该预付费用户的智能签约信 息给非归属国服务 MSC, 相应地, 在非归属国服务 MSC看来, 该 预付费用户实际可作为后付费用户处理, 由该非归属国服务 MSC 对预付费用户的呼叫业务进行计费处理, 使智能网的预付费用户 能够实现国际漫游业务。

根据预先设置的智能计费触发策略, 确定向服务 MSC下发的 用户信息中是否包含用户的智能签约信息, 若确定结果为是, 则 向服务 MSC下发包含智能签约信息的用户信息。

12、 一种智能计费触发方法, 其特征在于, 包括:
HLR 接收归属国非归属计费区服务 MSC 发送的要求更新 BOSS用户位置信息的请求;
HLR 根据预先设置的智能计费触发策略, 确定向所述服务 MSC下发的 BOSS用户信息中包含 BOSS用户的智能签约信息, 且将所述 BOSS用户信息下发给所述服务 MSC, 由所述服务 MSC 在接收到所述 BOSS用户信息后,将 BOSS用户的呼叫业务触发到 设置于所述服务 MSC与所述 BOSS之间的且与所述智能签约信息 相对应的 SCP上, 由该 SCP记录所述 BOSS用户的呼叫信息。
13、 根据权利要求 12所述的方法, 其特征在于, 所述智能计 费触发策略包括: BOSS用户所在位置为归属国非归属计费区, 则 向归属国非归属计费区服务 MSC下发智能签约信息;

29、 根据权利要求 28所述的方法, 其特征在于, HLR将不包 含所述智能签约信息的预付费用户信息下发给所述服务 MSC 之 前, 该方法进一步包括:
HLR接收归属国 BOSS发送的要求开通预付费用户漫游权限 的命令, 根据所述命令, 将本地存储的预付费用户的漫游权限设 置为国际漫游权限;
HLR 根据本地存储的预付费用户的漫游权限为国际漫游权 限, 确定该用户具有国际漫游权限。
30、 根据权利要求 28所述的方法, 其特征在于, 记录预付费 用户的呼叫信息后, 该方法进一步包括: 归属国 BOSS系统获取经过非归属国 BOSS系统批价的预付费 用户的国际漫游话单, 将该话单传送给归属国 SCP, 由该归属国 SCP将该话单对应的话费从该归属国 SCP上存储的预付费用户账 户中扣除。
31、 根据权利要求 28所述的方法, 其特征在于, 确定向非归 属国服务 MSC下发的智能网预付费用户信息中不包含预付费用户 的智能签约信息后, 该方法进一步包括:
HLR 将本地保存的所述预付费用户属性设置为非智能签约用 户。
32、 根据权利要求 28所述的方法, 其特征在于, 智能计费触 发策略包括: 预付费用户所在位置为归属国漫游地, 则向归属国 漫游地服务 MSC下发智能签约信息。
33、 根据权利要求 32 所述的方法, 其特征在于, 所述服务 M S C记录预付费用户的呼叫信息后, 该方法进一步包括:
所述预付费用户从非归属国返回归属国漫游地, 归属国漫游 地服务 MSC向所述 HLR发送要求更新所述预付费用户位置的请 求;
HLR 收到该请求后, 根据所述智能计费触发策略, 确定向归 属国漫游地服务 MSC下发的预付费用户信息中包含所述智能签约 信息, 且将包含所述智能签约信息的预付费用户信息下发给归属 国漫游地服务 MSC。
34、 根据权利要求 33所述的方法, 其特征在于, 确定向归属 国漫游地服务 MSC下发的预付费用户信息中包含所述智能签约信 息的步骤包括:
HLR根据归属国漫游地服务 MSC标识,判定预付费用户所在 位置为归属国漫游地。
35、 根据权利要求 33所述的方法, 其特征在于, 将包含所述 智能签约信息的预付费用户信息下发给归属国漫游地服务 MSC 后, 该方法进一步包括: 归属国漫游地服务 MSC在接收到包含所述智能签约信息的预 付费用户信息后, 将该预付费用户的呼叫触发到所述 SCP上, 由 该 SCP记录预付费用户的呼叫信息。
36、 根据权利要求 35所述的方法, 其特征在于, 由该 SCP记 录预付费用户的呼叫信息后, 该方法进一步包括:
SCP将呼叫对应的话费从本地存储的预付费用户账户中扣除。
37、 根据权利要求 36所述的方法, 其特征在于, SCP将话费 从本地存储的预付费用户账户中扣除后, 该方法进一步包括:
SCP 将预先设置的国际漫游账户余额阔值与所述账户内的余 额相比较, 若所述余额阔值大于所述账户内的余额, 则向 HLR发 送停止预付费用户的国际漫游权限的命令;
HLR接收到所述命令后, 将本地存储的预付费用户的漫游权 限由国际漫游修改为归属国内漫游。
38、 根据权利要求 33所述的方法, 其特征在于, 确定向归属 国漫游地服务 MSC下发的预付费用户信息中包含所述智能签约信 息后, 该方法进一步包括:
HLR 将本地保存的所述预付费用户属性修改为智能签约用 户。
39、 一种计费处理系统, 其特征在于, 包括: HLR、 非归属 国服务 MSC; 其中,
所述 HLR,接收服务 MSC发送的要求更新用户位置信息的请 求; 所述服务 MSC为所述非归属国服务 MSC, 所述用户为所述预 付费用户; 收到所述请求后, 根据预先设置的智能计费触发策略, 确定向服务 MSC下发的用户信息中是否包含预付费用户的智能签 约信息, 得出确定结果; 若所述确定结果为向服务 MSC下发的用 户信息中包含智能签约信息, 则向服务 MSC下发包含智能签约信 息的用户信息; 或, 若所述确定结果为向服务 MSC下发的用户信 息中不包含智能签约信息, 则向服务 MSC下发不包含智能签约信 息的用户信息; 所述非归属国服务 MSC,用于向所述 HLR发送要求更新用户 位置信息的请求, 以及用于接收所述 HLR下发的不包含所述智能 签约信息的预付费用户信息, 记录预付费用户的呼叫信息。
40、 根据权利要求 39所述的系统, 其特征在于, 所述系统进 一步包括归属国 BOSS , 用于向所述 HLR发送要求开通预付费用 户漫游权限的命令;
所述 HLR, 进一步用于根据所述命令, 将本地存储的预付费 用户的漫游权限设置为国际漫游权限。
