A calling system over IP supporting, includes: a MSCe, a MGW and a called BSC. A MSCe includes: a module for requesting an IP address and a module for transmitting the ringing message. The present invention enables the called terminal not to ring until the connection for this call has been set up, avoids the situation that the calling party and the called party can not hear each other before the connection has been set up, and prevents the unusual call drop, so as to improve the users' pleasure.
