Definitions
- the present invention relates to the conformity control of vehicles by the public authorities and in particular a system for controlling information linked to a vehicle.
- the object of the invention is to provide a system for controlling information linked to a vehicle which does not require manual entry of the information by the control agent.
- Another object of the invention is to provide a control system information relating to a vehicle in which the information to be monitored are difficult to forge.
- Yet another object of the invention is to provide a system for controlling information relating to a vehicle in which the control is carried out automatically by an authorized person without requiring the presence of the owner of the vehicle.
- the object of the invention is therefore a vehicle information control system in which a smart card containing information relating to the criteria which the vehicle must meet in accordance with the regulations in force can be consulted by any person authorized for the purpose of carrying out a vehicle control static and / or dynamic information linked to the vehicle using an input device.
- the smart card is a contactless smart card permanently placed inside the vehicle and the input device includes a contactless card reader suitable for reading the information stored in the card remotely and a display screen on which display the information.
- the contactless smart card also contains dynamic information relating to the journey of the vehicle during a determined period, for example during the day, as is the case for heavy goods vehicles.
- any vehicle 10 has a contactless smart card 12 permanently placed inside the vehicle so that it can be read by a suitable reader.
- This card can for example be in a case fixed in the right corner at the bottom of the front window as is currently the case with the insurance certificate.
- This smart card contains static information related to the vehicle in the memory of the chip, that is to say information relating to the criteria which the vehicle must meet according to the regulations in force, and may contain dynamic information, for example information on the route of the vehicle during the day such as those currently recorded on the truck disks as we will see later.
- the static information contained in the smart card can be of all kinds, but mainly the following information: type of vehicle - make of the vehicle registration number identification number name of the insurance number of the insurance contract date of validity of this contract Note that an additional, different and inaccessible identification number is integrated on recent vehicles in the lower part of the windshield. In the event of a check, this identification number can be read through a reading window created in the windshield.
- Any control officer such as a police officer 14 who wishes to control a vehicle is provided with a gripping device 16 which is in the form of a box of reduced dimensions, for example 15 cm in length, 10 cm in width and 2 cm thick, has a GSM module (or GPRS or UMTS) for access to a cellular telephone network 18.
- GSM module or GPRS or UMTS
- the input device includes a contactless smart card reader enabling the police officer to enter card information remotely without the need for the vehicle owner.
- the policeman places his seizure device at a distance relatively close to the map.
- the contactless smart card has an antenna connected in parallel to the chip so as to receive electromagnetic signals emitted by the reader located in the input device, generally at a frequency of 13.56 MHz. These electromagnetic signals received by the antenna supply the energy necessary for the chip so that the latter transmits the desired information to the reader by means of retro-modulation of the electromagnetic signals, for example at a frequency of 847 KHz.
- the information from the chip is displayed on the display screen of the input device 16, which allows the policeman 14 to carry out his check. He can thus check the validity of the insurance, check the vehicle registration number, compare the vehicle identification number displayed with that found in the windshield window to make sure that they are the same , etc.
- the input device 16 has, as mentioned above, a module for connection to the cellular telephone network 18 such as a portable telephone. The police can then connect via a server 20 to one of the management centers 22, 24, 26 which holds the centralized information which must be on the card.
- an insurance management center there can be an insurance management center, a vehicle technical control management center, a points license points management center.
- the prefectures which hold this type of information can also be as many management centers.
- the information provided by the card is transmitted to the appropriate management center where it is compared with the information that should be there.
- Another application of the system according to the invention is the control of heavy goods vehicles as mentioned above.
- the smart card not only does the smart card contain all the static information necessary for controlling the vehicle as is the case for all vehicles, but also dynamic information on the mileage traveled, pause times, speed, during a determined period, for example the day. Please note that dynamic information may also be recorded for light vehicles in the near future.
- the smart card used in this case can be a contactless card, in which case, it communicates by electromagnetic waves with the device for recording dynamic data.
- the card can also be a contactless contactless card connected (by its contacts) to the recording device by means of a wired link.
- the smart card used for heavy vehicles can be associated with the driver of the vehicle as is the case with the paper control disc currently used. However, it is preferable for the card to be associated with the vehicle in so far as it has sufficient capacity to record the data relating to a plurality of conductors, which was obviously not the case for paper discs.
- the communication between the input device and the smart card must be secure so as to prevent the use of falsified cards by fraudulent drivers, the use of false input devices in order to recover the information on the cards or modification of the information in order to deceive the control officers.
- the messages between the input device and the card or between the input device and a management center all have the same structure. They include a data field and a signature. The signature comes from a “hash” of the encrypted data field using the sender's private key.
- the data field contains the identifier of the sender and a header includes the identifier of the recipient.
- the data field can be transmitted in clear or optionally be encrypted using the recipient's public key.
- the control agents are generally agents of the public force but with different powers depending on whether it is the national police, the municipal police or the gendarmerie. For example, a national police officer may be in possession of a data entry device giving access to all information on the card and to all management centers, while a municipal police officer may have access only to information on the card relating to vehicle control and therefore only access to the technical control center.
- each input device contains the active public keys of the different centers to which it has access.
- an agent wishes to consult the card of a vehicle, he activates his input device and presents it in front of the card.
- the input device transmits an INITIAL REQUEST as illustrated in Figure 2 and the card gives the identification of the different data it contains by sending CODES associated with the different information that 'it contains. This transmission can be done in clear because no confidential data is transmitted.
- the card indicates that it has gray card, insurance, technical control, traffic authorization, list of tickets, driver's license data.
- the input device selects the code or codes for which it is authorized to request information (in fact it is already configured for this operation) and transmits them to the card by encrypting the data transmitted using a private key common CPRI-PDAS to all input devices.
- this transmission may be accompanied by the public key CPUB-PDA of the input device which the card will then use to encrypt the data of the following messages so that this data can be decoded by the input device using its private key.
- the card has the public key to all the input devices it uses to decrypt the data received.
- the card responds by transmitting the data associated with each code preferably in separate messages. Each message or part of a message contains the signature of the data (as explained above) established when the card was drawn up by the management center which is responsible for this data and which makes the card data non-modifiable.
- This signature is produced using the centre's private key. It is added to the data with a center identifier allowing the corresponding public key to be found. In fact the transmission of the required data from the card can be done in two ways depending on whether the data must be encrypted or not. The need to encrypt is indicated for each code by a single bit at 1 if this is the case or 0 otherwise. If the data returned by the card is not encrypted, each message (or part of a message) is composed of data associated with the DATA-CODE code and the SIGDONNEES signature. If the data returned by the card are encrypted, each message (or part of a message) is composed of the same elements as previously encrypted by the public key specific to the CPUB-PDA input device.
- each code is an identifier which can be used to define the public key of the associated center (contained in the input device) allowing the signature of all the data provided by the card to be verified.
- the public key / private key pair of the center must be changed periodically, for example every year, and the input device can therefore use this identifier to determine what is the public key of the center to be used to verify the signature.
- the code could end with 03 to indicate that it is the public key corresponding to 2003 that must be used.
- the input device may need to connect to a center to verify certain information. In this case, he sends messages to the center signed with his private key and possibly encrypted with the public key of the center. The center responds with messages signed with its private key and encrypted with the public key of the input device.
- the request messages transmitted by the input device include the identification of the I-PDA input device and the identification of the I-CENTER center.
- the messages pass through the server 20 which identifies the required center and transmits the message to this center.
- the center returns the data requested DATA and the signature of this SIGDATA data encrypted with the public key of the CPUB-PDA input device, the messages passing through the server which identifies the input device by its I-PDA identifier.
- the police can then issue a ticket. To do this, it makes sense to use the system described in European patent 1,034,499 and patent application PCT / FR02 / 01103.
- the input device has a keyboard and / or voice recognition means and / or a selective search means allowing the police officer to enter or select the parameters of the ticket by keystroke or orally by means of voice recognition or by selection of data stored in the input device. After entering or selecting this data, the police officer inserts a contact ticket card in the input device for storing the parameters of the ticket or presents a contactless ticket card in front of the input device to store said parameters in the card according to the conventional technique of contactless cards. The ticket is then clipped onto the wiper arm of the vehicle as described in the two patents cited above.
