(01. 242-555) 9 This invention relates to a holder and dispenser for roll paper or the like for facilitating such operations as the lining of freight cars, the primary object of the invention being to provide a device of this kind which can be wheeled into position on a floor, like a hand truck, and is self supporting on a floor in either a perpendicular position parallel to a wall, or in a horizontal position parallel to a floor.
Another important object of the invention is to provide a device of the character indicated above which is readily adjustable to accommodate and dispense rolls of different lengths.
A further important object of the invention is the provision of a device of the above-indicated character which is simple in construction and which can be made in a serviceable rugged and mechanically excellent form at relatively low cost.
Other important objects and advantageous features of the invention will be apparent from the following description and the accompanying drawings, wherein, merely for illustration herein, a specific embodiment of the invention is set forth in detail.

Figures 3 and 4 are enlarged fragmentary transverse vertical sections, taken on the lines 3-3 and 4-4 of Figures 1 and 2,'respectively;
Figure 5 is a perspective view showing the device in use in a perpendicular position for lining the walls of a freight car with paper from the roll carried by the device;
Figure 6 is a similar view showing the device in horizontal, floor-lining position.
Referring in detail to the drawings, wherein like numerals designate like parts throughout the several views, the numeral 9 generally designates the illustrated device, which comprises a frame comprising parallel tubular vertical legs ID, ID joined at their upper ends by a bight portion I l, and spaced and connected at their lower ends by a cross-bar l2. Removably projecting triangular brackets I3, secured to the lower parts of the legs, support a transverse axle [4 having ground-engaging wheels l5, [5 on its opposite ends, positioned laterally outwardly from the adjacent legs In. A cross-brace H is connected between the legs [0 below the bight portion H.
Secured at right angles to and projecting forwardly from the lower ends of the legs Ill, I0 is plate l6 of a front-tc-rear depth at least as great as the diameter of the largest paper roll 20 to be handled. The plate I6 is substantially rectangular in shape with a curved forward edge l6. Also secured to the lower ends of the legs andto-the under side of the plate iii are parallel bars I1, I! which extend forwardly beyond the plate I6 andhave downward return bends IS on the forward ends serving as feet to engage the ground or floor IS. The location of the axle M, the size of the wheels l5, l5 and the downward reach of the feet l8 are such that the feet l8 and wheels 15 constitute support points to support the device in its vertical position, perpendicular to the floor l9. These support pointsare located and sufficiently widely spaced to prevent tipping over of the device when supported thereon and weighted down by a paper roll 20.
Centered on the forward part of the plate I6 is a spool 2| journaled on a spindle 22 fixed to the plate 16 and held in place thereon by; a nut 23. The lower part of the spool 2| has a relatively wide flange 24 upon which is adapted to rest the lower end of a paper roll 20, with the spool inserted in the opening (not shown) commonly provided in such paper rolls. I
The upper spool 25, as shownin Figure 3, is similar to the spool 2!, but inverted, and has a similar flange 26 and is secured in depending position to the forward ends of convergent arms 21 on a spindle 28 having a nut 29 on its lower end, the convergent arms 21 projecting forwardly from sleeves 3|, 3!, which are slidably confined on the frame legs Hi, It]. The sleeves 3| are provided with wing set screws 32, 32 to engage the legs l0 and by means of which the cross-bar 30 and hence the upper spool '25 can be adjusted to accommodate paper rolls 20 of different lengths and then locked in proper position to retain the roll securely and rotatably on the device.
A cutter bar 33, extending parallel to the axes of the spools 2| and 25, has upper and lower lateral arms 34 and 35, respectively, terminating in sleeves 36, 36 journaled on the left-hand frame leg Hi and supported thereon at the proper height by means of coiled springs 31 circumposed on the frame leg and having lower ends 38 secured to the leg, as indicated at 39, and upper ends 40 projected laterally and hooked around the outward sides of the arms 34 and 35, whereby the cutter bar 33 is normally engaged inwardly against a paper roll positioned on the spools 2| and 25 so that the paper can be pulled against the cutting edge 4! of the cutter bar and cut from the roll. The cutter bar 33 can be swung outwardly to an out-of-the-way position against the resistance Of the springs 31 when inserting or removing a paper roll into or from the device.
The upper bar or bight portion H has at its middle a rearwardly-projecting arm 42 to act as a foot when the device is being used in its horizontal position, as shown in Figure 6, the length of theioot 42 being such that the wheels 15, I5 and thefifootifl'zengage" the floor IS-"and support the device parallel thereto. The foot 42 also serves as a handle for trundling the device over the floor l9 in a rearwardly-tilted position like an an ordinary hand truck.
As shown in Figure 5, the device.9 carryinga paper roll 20 is adapted to be placed against a wall 43 of a freight car orttheilike; withethe'fo'ot 42 and the wheels l5, l5 against the wall to .as-
