As disclosed in the accompanying drawing, P denotes a vertically disposed post ol desired dimensions and which has secured to a face thereof by the bolts 1 a plate'2. The lower portion of this plate 2 is provided with an outstanding flange 3 through which is slidably disposed a locking bolt 4. This bolt 4 above the flange 3 is provided with a collar 5 which, by contact from above withA the 'ange 3, serves to limit the ldownward movement of the bolt. Each of these members 12 is disposed through an end plate 15 carried by 'each extremity of the arm A and depending below the arm ardistance to bring the'same within the ready yreach of a person `standing on theground. Upon pull being given to either of the flexible members y12 thelocking bolt 4` will be pulled upwardly` against the tension of the spring 6 and `freed from locking engagement with the flange 10 of the plate 9 and an end portion of the arm swung downwardly, the locking bolt 4 upon release of pull thereon engaging an outer notch or recess 11 to hold the arm A in .such tilted or inclined position.
