DISPENSING APPARATUS FOR TOILET-SEAT COVERS.

To all whom it may concern:
Be it known that I, ARTHUR JULINE, a citizen of the United States, and a resident of Chicago, in the county of Cook and State of Illinois, have invented certain new and useful Improvements in Dispensing Appa ratus for Toilet-Seat Covers, of which the fol-' lowing is a full, clear, and exact description.
The invention relates to apparatus for outting and dispensing paper into sheets adapted to form toilet-seat covers.
The object of the invention is to provide improved apparatus of this character in which provision is made for preventing the paper from being wasted and which serves efficiently to dispense and out paper from a continuous web or roll into sheets of the desired form. Other objects will appear from the detailed description.
The invention consists in the several novel features hereinafter set forth and more particularly defined by claims at the conclusion hereof.
In the drawings; Fig. 1 is a front elevation of an apparatus embodying the invention, the case being shown in section. Fig. 2 is a section taken on line 22 of Fig. 1. Fig. 3 is a section taken on line 33 of Fig. 1. Fig. 3 is a detail of a modifield form of a device for releasing the cutter-drum. Fig. 4 is a section taken on line Jr-4 of Fig. 2. Fig. 5 is a side elevation of the drum or roll carrying the rotary cutters. Fig. 6 is a developed plan of the cutters and Fig. 7 is a detail of the web, showing the manner of cutting it. into sheets.
The apparatus is enclosed in a case comprising a base 10. a sheet-metal back 11 reinforced by a frame 12 sides 13 and a cover which is pivoted at its lower end, as at 15, to the sides 13 and is extended to form the front 1 1 and the top 16 of the case. The purpose of this construction is to afford ready access to the mechanism in the case for loading.
A roll of paper 17 is carried on a rod 18 which rests in bearings 19 with open tops, so that, as one roll is used, another may be readily substituted. A drum 20, disposed below the roll 17, is provided with trunnions 21 which are mounted in bearings 22 which are held in pocket-lugs 22 on the sides 13 of the case. This roll is provided on its periphery with knives 23, 24.- and 25 which are adapted to form a continuous 1919. Serial No. 311,128.
V-shaped cut transversely, across the paper, except for spaces 26 between the knives which are adapted to leave small connecting portions between the sheet and the web, so that after a sheet has been cut, it will not be released from the web, but may be readily severed therefrom. By forming the spaces 26 or the connecting portions 26 between the sheet and the web inwardly of the margin of the sheet, the latter may be easily severed from the web by the user. The roller is also provided with a knife 27 which is formed to cut a flap 28 having straight edges in the sheet, leaving a front portion 29 attached thereto, the flap being divergent from its attached portion and having a convergnt or pointed end oppositethe attached portion. The purpose of this formation of the flap is to provide one which will be of sufficient length to extend into the water heneath the seat. By forming the flap with straight edges, knife 27 may be made up of straight blades or portions which can be readily sharpened.
This cutting mechanism is adapted to form a toilet-seat cover of the character more fully described in an application filed by me of even date herewith and serially numbered 311,127.
A stationary cutter or presser bar 38 is adapted to press the web against the knives on drum 20 and to cooperate with the rotary knives in forming the flap, and the slits between the sheets and the web. This bar 38 is secured to a transverse bar 34 which is secured to arms 35 which have studs'36 which are pivotally hung in open bearings 37.
The periphery of drum 20 is provided with annular strips of sand-paper 31, and rollers 32 are adapted to press the paper against the sand-papered portions to insure the feed of the paper when the drum is rotated. Rollers 32 are mounted in arms 33 which are fixed to the transverse bar 34. Flat springs 40, which are secured to a bar 41 which is supported by the front .1 1, are adapted to press the bar 38 and the rollers 32 into operative relation with the web of paper.
A locking dog 44 is pivoted, as at 45, to one of the sides 13, and has an arm 46 adapted to engage a stop-lug 47 on the drum 20 to arrest the latter. A spring 48 is adapted to engage a tail 49 of the dog 44 to alternately hold it in operative and inoperative position. A releasing lever 50 is pivotally supported, at 51, and is provided with a seat 52 adapted to receive a coin deposited into a coin-chute When a coin 54 is deposited, it will rest on the seat 52 and be held therein by dog 44, and when the lever 50 is pushed inwardly, the coin will engage the dog and swing its upper end 46 out of the path of lug 47. Spring 48 will then act to hold the dog disengaged from the lug. When the lever 50 is released, the coin 54 willdrop into the case. A spring 55 is adapted to restore the lever 50. The locking mechanism will remain in this position until the operator rotates the cutter drum, and while the drum is rotating, the lug 47 will strike the tail 49 and restore lever 44 to its'normal position against the force of spring 48, so that when the drum has made one complete revolution and formed one complete sheet, it will be arrested as the lug 47 strikes the extension 46 of said lever. As a result, the operation of the dispensing and cutting mechanism is limited so that it must be separately released for the production of successive sheets. i
The drum is locked against reverse rotationby a spring-pressed dog which engages a toothed or ratchet wheel 61 fixed to one endof the drum 20.
In. Fig. 3, there is illustrated a modification in which the lever 50 is provided with a port-ion 54 which is adapted to release the lever 44 in lieu of a coin.
The invention exemplifies improved dispensing apparatus for the sheets of paper,
in which provision is. made for limiting the operation of the production of individual sheets; in which the presser mechanism may be readily removed for convenience in placing the paper from the web in operative position; in which all of the knives for forming the flap and severing the sheets from the web are straight so they may be easily ground and kept sharp; and which forms asheet which remains attached to the web at points inwardly of its end-edges.
The invention is not tobe understood as restricted to the details set forth, since these may be modified within the scope of the appended claims, without departing from the spirit and scope of the invention.
Having thus described the invention, what I claim as new and desire to secure by Letters Patent, is:
1. In dispensing apparatus of the character described, the combination of a case having a discharge opening, means to support a roll of paper in the case, a drum provided with knives for cutting sheets from the web and forming openings in the sheets, a support removably held in the case, and a stationary knife and a presser both secured to and removable with said support.
2. In dispensing apparatus of the character described, the combination of a case'having a discharge opening, means to. support a roll of paper in the case, a drum provided with knives for cutting sheets from the web and forming openings in the sheets, a pivoted support, a stationary knife mounted on said support, presser devices for forcing the paper against the drum adjacent the stationary knife and a spring applied to said support.
3. In dispensing apparatus of the character described, the combination of a case having a discharge opening therein and comprising a pivoted front, means to support a roll of paper in the case, a rotatable drum provided with knives for cutting sheets from the web and forming openings inthe sheets, means for rotating the drum. a removable support pivoted adj acentthe front of the case, and
a stationary knife mounted on the support and engaging the paper to press it against the knives on the drum and removable therewith.
