In the construction herein shown, the vdrag of the friction band on the two members of the drum, that is the pull which uncoils the band,operates on the cylindroidal periphery of the drum members in a direction which swings them about their pivots in the'linward-folding or drum-reducing movement', and said drag therefore assists instead of embarrassing the diameter-reducing movement'of the drum members. This con'- struction, therefore, Amakes the resistance of the spring the measure of the pressure by which the several c oils of the band are held in frictional contact with each other and with the drum members for causing the desired friction by which the 'recoil is damped or retarded, and avoids adding to said springs resistance,which is calculable and uniform,-any other frictional or incalculable resistance, such as results in the of September,
