Y Specification of Letters Patent.
Patented Feb. 20, 1917.

To all 'whom t may concern.'
ment to freight cars and the like, wherebyV the goods therein cannot be tampered with or a fraud committed without detection, and to this end the invention includes a main casing in which is inclosed and locked a part of an identication strip, the other part being detached, before the seal is locked, ,and separately forwarded to the same destination as the goods.
Another object is to provide a novel means for locking the identication strip in the main casing of the seal including, in addition tosaid main casing, an auxiliary casing or compartment in which is mounted a locking device for receiving the ends of a shackle member and retaining the same in locking position. This shackle member engagea, when in locking position, a closure member which incloses the identification strip and thereby prevents fraudulent removal yor substitution of the same.
The inventive idea involved is capable of receiving a variety of mechanical expressions, one of which, for the purpose of illustrating the invention, is shownl in the accompanying drawing, in which- Figure 1 is a perspective view of the seal in locked position.
Fig. 2 is a longitudinal sectional view thereof.
Fig. 3 is an enlarged fragmentary section illustrating the manner in which the shackle member is locked in position.
Fig. Ltis a section on the line 4-1 of Fig. 3.
Fig. 5 is a perspective view of a portion of the shackle member.
Fig. 6 is a perspective view of the locking device for securing the shackle member in locking position.
Fig. 7 is a perspective view, partly broken away, of the body portion of the seal.
Fig. Fig. 7.
There is illustrated in the accompanying drawing, what is now believed to be a preferred form of the invention, in which, the body portion 10 of the seal is preferably 8 is al section on the line 8 8 of r formed from a single piece of material such as steel, brass or other strong metal. This metal is bent to provide the main casing 11 having sides 12 and an end 13. The other end 1:1 of the main casing 11 is formed by a continuation of the back of said casing which is bent to provide an auxiliary casing 15 for receiving the shacklelocking 'device 15, which will presently be more specifically described. 1n forming the auxiliary casing 15 the material is bent so that the top of said auxiliary easing also provides the end 14C of the main casing 11. A sulicient length of material remains after forming the two sections 11 and 15 to provide a closure member 17 formed by extending the remaining portion of said material along the bottom of the casing 11 and then bending said material upon itself.
The closure member 17 which is preferably in the form of a fiat plate is adapted to receive an identification strip 18 between it and the portion of the material resting upon the bottom of the casing 11. This identification strip is preferably made of a single length of water-proof paper or parchment one end of which is secured in the bottom of the casing by means of indissoluble cement, paste or the like and the material of the bottom and also the portion resting thereon is stamped out to provide eyelets 19 the flanges of which are bent over the strip, as best shown in Fig. 8. Intermediate the ends of the strip 18 the same is provided with a transverse perforated or weakened line 36 upon which is written any name with waterproof ink in such manner that portions thereof extendboth above'and below said line. The portion'of the strip 18 between the line 36 and the free end thereof also has the same name written thereon, with waterproof ink and said portion of the strip is detached before the same is locked and sent to the same destination as the goods. When said goods are received, proper identification may be made by matching the ends of the strip where the same has been perforated, and it will be apparent that, by reason of 'the eyelet fastenings 19 and the use of indissoluble cement, or the like, the portion of the strip remaining in the casing cannot be removed and replaced without detection. This fact affords absolute proof of any tampering with the contents of the car, for if said portion or strip could be removed without damage thereto, the same could be used in a new casing. lf desired, the numer of the car may also be stamped on the back of the casing.
The closure plate or member 17 is preferably locked in position so that access cannot be had to the strip 18 therebeneatli, and to this end there is provided a shackle member 20 preferably of U-shaped formation and having its ends provided with Vflat transverse heads 21 of substantially spear shape having locking` shoulders 22. The ends of the shackle member are inserted through openings 23 formed in the end 13 of the casing 11, and extend exteriorly of the closure member 17. so that the same cannot be pulled outwardly. rlhe ends of the sides 12 of the casing 11 adjacent the end 14 thereof are provided with Hanges 24 which are turned inwardly and abut said end 14. The end 14 and flanges 24 are provided with registering openings 25 and 26 respectivelyT in alinement with the openings 23 in the end 13, and adapted to receive the heads 21 of the shackle member 20.
rlfhe auxiliary casing 15 receives therein the locking device 1G which is preferably of a box-like formation and which has its top 27 provided adjacent each end thereof with indentations 28 having openings 29 therein which are in vertical alinement with-the openings 23, 25 and 26. After the locking device 16 is placed in position in the auxiliary casing 15 the end flanges 30 are inserted between the top 27 of said locking device and the flanges 24, said flanges 3() being also provided with indentations 32 and openings 33, the latter registerinoQ with the openings 29 formed in the top 2? and indentations 28 of the locking device. A pair of shackle engaging members 34 in the form of steel wires are arranged along the top 27 of the locking device and their ends are inserted through openings 35 formed in said top whereby the end portions of said members 34 will extend beneath said top, a portion thereof being exposed through the openings 29. lt will thus be seenthat by forcing the shackle member 2O inwardly the heads 21 will eventually contact with the exposed portions of the members 34 and spread the same apart until said heads have passed beyond said wires whereupon the latter will spring back into normal position and engage the shoulders22 of said heads and edectually prevent the shackle from being withdrawn.
