he invention has for its general objects toprovide a comparatively simple, inexpensive and reliable stop mechanlsm for reels of the character referred to, the stop mechanism including a weighted lever or braking element which normally engages the reel frame to prevent rotation thereof in a direction to unwind'the material from the reel, and which is automatically disengaged from the reel when a pull is exerted on the free end of the material, whereby the weight of the lever is overcome and the reel caused to rotate for permitting the unwinding of the material tl eretrom, and when the desired amount of -material has been drawn ofi" thepull on the brake lever is removed so that .the latter will-automatically engage the reel and abruptly stop the same and prevent its momentum from unnecessarily unwinding material from the reel.
With such obj ects in view, and others which will appear as the description proceeds, the invention comprises various novel features of construction and arrangement of parts which will be set forth with particularity in the'following description and claims appended hereto. 7

Referring to the drawing, A designates the stand, 18 the rotating real and C the ,brake device for the latter. The stand'A is of any desired construction and embodies two triangular frames 1 rigidly connected together, and on the top of each frame is a bearing 2 for receiving the axle 3 of the reel B. This reel B comprises two sets of crossed arms 4 through which the shaft 3' extends, and the arms are provided with a serles of openings 5 arranged successively at different radial distances from the axle,
and bolts 6 pass through the openings to form supports for the coil D of 0x strapping. The bolts 6 can be placed in appropriate openings 5 according to the inner-- diameter of the coil of stock which the reel is to carry. I
The stop device C comprises a lever formed of two bars 7 through which passes a bolt 8 that forms the fulcrum of the lever,
and on the inner end of the lever'is mounted a. roller 9 which is adapted to engage the outer ends of any pair of arms 4 of the reel,'as shown by full lines in Fig. 1. &This engagement is efiected by the outer part of the lever carrying a weight 10 slidable on one of the bars 7, whereby the weight tends to raise the inner end of the lever from the dotted to the full-line position. The stop lever C is intended to be automatically released from the reel by the act of pulling ofl' material from the latter, and therefore the outer end of the lever C carries a pulley 10 mounted between and carried by posts 11 on the bars 7, and around this pulley the free end at of the box strapping passes.

It will thus be seen that no more material will unwind from the reel than is desired, since the stopping of the pull will be accompanied by an immediate stopping of the rotation of-the reel.

Consequently when the reel is .removed from the frame the weighted end ofthe lever will drop into contact with the horizontal surface on which the device is placed, thereby preventing the inner or reel-engaging end I of the lever from ascending too.h1gh,'so that I when the reel is replaced It will engage the inner end of the lever and restore the same to normal vor operative position.- Thus no attention is required to'be given to the lever,
both intaking off or applying the reel.
From the foregoing description taken in connection with the accompanying 'drawings, the advantages of the construction and I claim as new and desire tosecure by Letters Patent: y
1. A portable stand and reel device consisting of a stand comprising abase adapted to rest on thefloor or ground, and a pair of upwardly extending frames rising from the base, a reel mounted on the upper por-" tions of the frames anddisposed between the latter" and formed witlLarms, said reel being placed in the frame by a downward movementand removed therefrom by an upward movement, a brake-lever pivoted on the stand at a point to one side of and below the axis of the reel, and having one extremity extending under the reel to normally engage with the arms thereof and the other extremity extending out of the frame,
said latter extremity being heavier than the first-mentioned extremity and so located as to gravitate to and strike the surface on which "the stand rests when the reel is removed from the stand, and means on the lever for guiding the material as it is drawn off the reel, whereby a pull on the said unreeling material moves the brake lever out of engagement with the reel.
2. A portable stand and reel device consisting of a stand comprising a base adapted to rest on the floor or ground, and a pair of upright frames having" bearings at their upper portions, a reel disposed between the frames and formed with arms, a horizontal axle disposed in the bearings and on which the reel is mounted, a horizontal lever having one arm disposed between the frames and under the reel to engage the arms therethe outer end of the lever for guiding material unwound from the reel, whereby the pull on the unreeling material throws the lever out of engagement with the reel.
