By this construction and arrangement a slight movement of the cap with relation to;
the axis of the spindle is permitted, so that the cap is free to center itself or adjust itself to the pressure exerted by the yarn which it engages. The combination of the rotary spindle member, the cap mounted thereon and rotated thereby and having an annular yarnr engaging edge, a bearing member foraxially supporting the cap, a yarn-retarding device interlocking connection with the for frictionally engaging the revolving yarn adjacent to said yarn-engaging edge and means whereby the relationship axially of the spindle between the bearing member and the retarding device may be varied in order to vary thetensionot the yarn.
