In the drawings, forming a portion of'this specification and in which like numerals of reference indicate similar parts in the several views-Figure 1 is a front view of the device. The advertising device comprises a suitable frame, preferably the one shown at 1 in the drawings. The frame comprises a base 2 having a vertically extending front 3 in which is formed a view opening 4.. At the top, the frame is provided with a horizontally disposed tank 5 in the top of which is a filling opening 6. A removable cap 7 closes the opening so as to prevent the entrance thereinto of foreign matter. A strainer 8 extends downwardly into the receptacle from the opening, and as shown, the strainer comprises a suitable fabric receptacle 9 whose upper edge is secured between the clamping rings 10 and 11. The ring 10 is provided with a series of tongues 12 which are bent into overlapping engagement with the ring 11 so as to hold both rings operatively applied to the upper open end of the receptacle. When the receptacle is operatively associated with the tank 5 the ring 10 is seated against the shoulder 13 in the tank so as to prevent'the strainer from being accidentally dropped into the tank as will be understood.

At each side of the opening 4 in the front 3 ofthe frame is a removable receptacle 14 and extending partly over the receptacle is a piece of cheese-cloth 15 or other suitable absorbent material to form a collector for a purpose to be hereinafter described. The absorbent material is secured to the receptacle bymeans of a suitable clamping band 16. Atthe top, and near one of the longitudinal edges the receptacle 14: is formed. with a longitudinally extending leaf spring 17. V

A depending hook 18 is secured to the bottom of the tank 5 immediately in line with the centralfportion of the opening-4c in the front 3, and as shown, this hook removably supports the sign 19 which consists preferably of a ring stamped from flat sheet materialand having the desired descriptive matter on its front side. At the rear side, the ring is formed to provide an annular bead 20 which is engaged with the support ing hook 18 was to hold the sign centrally with respect to the view opening in the front 3 of the. frame. A supporting standard 21. extends upwardly from the base 2 of the frame and .at the upper end, the standard is-provided with a bearing 22. This bearing is preferably mounted on a forwardly extending portion 23 of thestandard, and as illustrated, the bearing is disposed immediately at the center of the sign when the sign is operatively supported on the hook 18. A movable attention attracting element 24 is supported by the standard, and. as illustrated, it comprises a ring 25 formed of fiat material and providing a circular continuous portion 26 which is formed with an an-.

nular series of openings 27 to registerwith the characters of the'sign on movement of the attracting element. A balance rod 28 is secured to the attracting element on the rear side thereof, and as shown, such balance rod is formed at its center-with a balance pin 29 which is ofsubstantially V-form in vertical section so as to present a knife edge 30. The balance pin 29 is mounted inthe bearing 22* on the forwardly extending portion 23 of the standard which rises from the base 2 so as to provide most perfect means whereby the rod can be rocked but normally balanced so as to assume a horizontal position. The rod is extended at each end outwardly beyond the attention attracting element and at each extremity is formed a horizontal eye or weight-carrying element 30. Immediately adjacent the eye the rod is formed with an obstruction 31 which is substantially of V- form, the purpose of which will be herein after described.

Near each end, the tank 5 is provided at its bottom with a valve 32 having a depending nipple 33 to which is'secured a collector 34:. The collector preferably comprises a short rubber tube which is formed on its lower surface to provide a relatively flat face 35. The valve may be of any well known construction which may be found most desirable for the purpose intended, but as illustrated, it is provided with a turning plug 36 whose port-way may be brought into the desired registration with the collector. The tank 5 is designed for the reception of water or any other liquid and the valves at the opposite ends of the tank are located immediately above the receptacles 14.

'In operation of the advertising device herein described and-shown, the sign is operatively. supported by the hook 18, after which the attention attracting element is mounted in its bearing on the supporting standard 21 so as to be disposed immediately in front of the sign. When the attracting element is operatively supported on the standard the eye portionsor weightcarrying elements at the ends of the balance rod are disposed immediately beneath the discharge tubes on the valves. The discharge tubes or'collectors as herein previously termed on the discharge ends of the valves are of a construction which will permit the water discharged from the valvesto collect or'accumulate immediately on the fiat lower surfaces of the tubes so that through capillary attraction in contact with the eye portions with the discharge ends of the tubes the water accumulated by the tubes will be taken up by theeye portions of the .attention attracting element and through theweight of the water the element will be rocked. The rocking movement of the attention attracting element causes an alternating'contact of the eye portions with the respective valves as will be understood. The absorbent material covering for the receptacles 14 are disposed in the path of travel of the eye portions of the collecting element so that the water on the collecting element will be taken up by the absorbent material. The spring at the top of each receptacle 14 is disposed in the path of the eye portion of the attention attracting -ele- 'ment so as to engage the same to cause a rebounding actionto assist the attention attracting element to obtain a reverse movement. By providing the obstruction on the balance rod of the attention attracting element the water will be held against flowing longitudinally onto the rod. The openings in the attention attracting element while permitting one to readily viewthe adver-' tising matter on the sign also accommodate the entrance of light rays which, from prac-' tice, in connection with a revolving element of the character specified operates to pro duce considerable attraction. The source of water supply described and the means for discharging the water from the receptacle and for depositing it onto the attention at tracting element, forms a most efficient motor wh1ch can be manufactured and operated at a minimum cost. From the construction of the hook 18, I provide for the interchangeable engagement therewith of signs, each bearing difierent advertising matter. The outer surface of the attention attracting element may be colored in any suitable manner.
