A paper adhesive with improved wet adhesion strength, which comprises a conventional carrier-type or non-carrier-type alkaline paper adhesive mainly comprised of starch; in which the conventional carrier-type alkaline paper adhesive mainly comprised of starch comprises a pasterized starch, an un-pasterized starch, water, alkaline and boron compound, in which the pasterized starch, the un-pasterized starch and water add to 100 wt%; the solid content of the total starch is 10-40wt%, and the pasterized starch is 10-30wt% of the solid content of the total starch; the amount of alkaline is sufficient to maintain the pH of adhesive at 8-13; the boron compound is 0.04-0.4 wt%; in which the conventional non-carrier-type alkaline paper adhesive comprises non-pasterized starch and alkaline aqueous suspension dispersion of partially swollen starch granules, in which the solid content of total starch is 10-40 wt%; which is characterized in that: the adhesive further comprises 0.05 to 5 wt%, based on the solid content of total starch, of epihalohydrin cross-linking agent.
