The present invention is to provide a provide an anti-glare film which has excellent anti-glare property over wide observation angles even in low haze, and is capable of sufficiently suppressing occurrence of whitening and glaring while provided in an image display device. The present invention provides an anti-glare film comprising a transparent support and an anti-glare layer with finely uneven surface formed thereon, wherein a total haze is 0.1% or more and 3% or less, a surface haze is 0.1% or more and 2% or less, an average value of tilt angle of the uneven surface is 0.2 DEG or more and 1.2 DEG or less, a standard deviation of the tilt angle is 0.1 DEG or more and 0.8 DEG or less, an average area of the polygons formed by Voronoi-dividing the surface, which takes the top of bump as a base point, is 50 [mu] m2 or more and 150 [mu] m2 or less, and a variation coefficient of the polygon is 40% or more and 80% or less.
