Устройство содержит поплавки 1 (фиг.1), на которых неподвижно закреплены оси 3 (фиг.1, 2, 4). На осях крепятся связи 2 (фиг.2, 4) с возможностью вращения. Связи выполнены из жесткого материала со втулками на концах. Втулка на оси фиксируется для предотвращения осевого смещения гайкой, шплинтом или любым другим способом. На поплавках снизу и/или сбоку предусмотрены пропульсивные створки 7, закрепленные на осях вращения 8 (фиг.1, 3, 4). На плоскостях поверхностей поплавков установлены крепления для ног, состоящие из неподвижных опор 6 (фиг.1, 3, 4, 5), осей вращения 5 (фиг.1. 3. 4. 5), установленных на них качающихся элементов с крепежом для ног 4 (фиг.1, 2, 3, 4, 5).
